Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 15th September 2016.

PRESENT: Councillor David Watson (Chair), Geraint Bevan, Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Sandra Thomas, Glenda Lloyd, Lee Whatley, Alexandra Trowbridge-Mathews and Dafydd Williams

APOLOGIES: Councillor Margaret Wilkins

1. Chair's Announcements

The Chair had no announcements

2. Standing Orders

It was moved by Cllr Griffiths and seconded by Cllr Whatley (minute 0916-2) that Standing Orders be re-instated

4. Minutes

It was moved by Cllr West and seconded by Cllr Totterdale (minute 0916-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 21st July 2016.

5. Matters Arising

Matters raised / resolved outside meetings

i) Traffic at the 'tip' - Still awaiting response from Welsh Government. Clerk to write to highways Agency requesting a site visit
ii) Council Vice-Chair badge of Office - Chair reported that discussions were on-going with the school
iii) Roman Road - Cllr Sandra Thomas summarised a meeting that had taken place with the Enforcement Officer and Cllr Wilkins and the Clerk. Following a lengthy discussion the Clerk to write to the Chief Executive of Carmarthenshire County Council requesting copies of any correspondence on the matter, asking what remedial works can be done to hide the wall and ensure that restrictions are given to all future application to protect the hedgerow
iv) Bollards in Pensarn in front of new Howards Showroom - Meeting taken place with Carmarthenshire County Council, more bollards to placed at location
v) Paths in Penymorfa - Cllr Elwyn Williams / Clerk met with Carmarthenshire County Council on site, contractor has been appointed but some discussions needed with western power in respect of sub-station and where power lines are located - update at meeting. we have now received the service checks, the whole site is a mish mash of 4 service areas, but the contractor's we have in mind for the job does not see any issues. I am now awaiting the green light from our procurement department before I can issue a start date for the works, but things are progressing
vi) Couple of issues raised with Carmarthenshire County Council highways - Weeds on Babell Hill (have been treated), overgrown area around speed signs in Blaengwastod Road (to be chased up)
vii) Fly-tippng Old Llangunnor Road - Carmarthenshire County Council been informed and dealing with it
viii) Hedge Cutting in Park - Query from resident regarding cutting the hedge in park, response from Carmarthenshire County Council - cutting the hedge is part of the planned winter maintenance and should be done sometime in October
ix) Swings in Park - Clerk still chasing up Carmarthenshire County Council
x) Seat in Pensarn - Clerk still chasing up Carmarthenshire County Council

6. The Park/Environment Sub-Committee

Meeting arranged for 19th September 2016 at 5.30pm

7. Web Sub-Committee

Web Sub-Committee had met earlier and were progressing on adaptations to the website, this work will continue, any member with any comments to contact the Clerk or a member of sub-committee

8. Finance Sub Committee

Meeting arranged for 19th September 2016 at 6.30pm

9. Vacancy on the Council

The Clerk reported that he had not received any letters of interest, Carmarthenshire County Council's advice is to continue to try and fill the vacancy

10. Litter Pick

Cllr Whatley reported that due to the very inclement weather it had been a difficult day, however 4 bags of rubbish had been collected. It was unanimously agreed that this become an annual event

11. Traffic Survey Blaengwastod Road

The Clerk circulated the information and it was apparent that there were a lot of vehicles exceeding the 20mph limit. Following a discussion it was unanimously agreed that the Clerk
i) pass the information onto the police and ask whether speed checks could be carried out during any 'hot spots',
ii) write to Carmarthenshire County Council to ask whether any further traffic calming measures could be considered bearing in mind the results received from the survey (minute 0916-11)

12. CCTV - Motion from Cllr Dafydd Williams
"Llangunnor Community Council is encouraged by reports in the Journal that the Police Commissioner, Dafydd Llewelyn is "committed to developing CCTV". As CCTV is an important tool in crime prevention and detection, and it also provides safety to residents the Council urge him to take this forward as a matter of urgency"

The motion was seconded by Cllr Lloyd. Cllr Lee Whatley moved an amendment, this was to replace the words from 'urge him' to the end by 'support this forward thinking plan', the amendment was seconded by Cllr Griffiths and approved unanimously, the substantive motion:

"Llangunnor Community Council is encouraged by reports in the Journal that the Police Commissioner, Dafydd Llewelyn is "committed to developing CCTV". As CCTV is an important tool in crime prevention and detection, and it also provides safety to residents the Council supports this forward thinking plan"
was also approved unanimously (minute 0916-12)

13. Items from Cllr Griffiths

a) Daffodil Planting - It was unanimously approved (minute 0916-13) that the school be asked to plant daffodils in the verge in Llangunnor Road from Brandon Hire to the Login junction. With the closure of the dual carriageway this be left until the diversion is lifted.
b) Seats in the parish - Seats were in need of some refurbishment, Clerk to approach Carmarthenshire County Council to see if this can be done

14. Arrangements for Xmas Tree

The Clerk reported that the Town Council would source and erect the tree for £120, the Clerk organise this with them; the turning on of the lights take place on November 16th, Cllr Whatley make enquiries with Babell Chapel for a contingency plan in case of inclement weather - unanimously agreed (minute 0916-14)

15. Reports from Members Representing Council on other Bodies

Riverside Association - Cllr Watson reported that the pontoon was in place and this had improved access for the disabled onto the river

16. Approve the Schedule of Accounts

It was Resolved (minute 0916-16) proposed Cllr Totterdale and seconded Cllr Dafydd Williams (unanimous) that the accounts submitted be approved.

18. Any Other Business

• 40mph sign in Capel Dewi not working, Clerk to inform Carmarthenshire County Council
• Yellow lines in Llangunnor, Clerk to check on progress
• Invite had been received for chair to attend Coffee Morning at Babell Chapel on the 30th September 10.00 - 12.30, invitation open to all Councillors
• Cllr Bevan moved that the Council send a letter of congratulations to Mr Hefin Robinson who had been raised in Penymorfa for winning the Drama Medal at the recent National Eisteddfod - unanimously agreed

19. Date of Next Meeting

The next meeting will be held on Thursday 20th October 2016 at 6.30pm at Yr Aelwyd.
