Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 17th March 2016.

PRESENT: Councillor Glenda Lloyd (Chair), Geraint Bevan, David Watson, Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Sandra Thomas, Selwyn Thomas, Margaret Wilkins and Lee Whatley present for item 6 (Mount Hill Rise) onwards

APOLOGIES: Councillor Alexandra Trowbridge-Mathews, Dafydd Williams

1. Chair's Announcements.

• Had attended St. David's day parade through Carmarthen with Cllr Watson - Very successful day.
• Had received an invitation to the Botanical Gardens, unfortunately unable to attend.
• Had received an invitation to Women's Institute meeting for the 6 surrounding areas to be held at the school.

4. Minutes.

It was moved by Cllr Selwyn Thomas and seconded by Cllr Watson (minute 0316-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 18th February 2016.

5. Matters Arising .

Matters raised / resolved outside meetings

a) Paths in Penymorfa - These paths would now become Public Rights of Ways, Clerk awaiting estimate from Carmarthenshire County Council for upgrading them. Clerk to seek clarification on who would have responsibility should an accident happen on one of them.
b) Llwybrau Llangynnwr - Item on Agenda.
c) Dog Fouling in Park - Response from Carmarthenshire County Council "In response to your query with regards to dog owners not clearing up after their dogs, and what can be done about it? What the authority needs is good intelligence from local residents that can provide the following who is involved and when they are out in the park area, this would be useful from a resource perspective that we can get the enforcement officers to patrol the park when the problems occur.
In the mean time I'll ask the enforcement officers to step up patrols in the area, and we can undertake a press release highlighting the concerns at the park. I have also attached in the e-mail a poster (Dog Watch) that may be useful to be placed around the park.
With regards to scientific methods to track down these dog owners, we are aware that some organisations have offered DNA services to aid and identify perpetrators, however the we do not think a DNA database will assist with enforcement activities, as dog owners do not have to provide DNA samples for the database. It is likely that only responsible dog owners would do so. If it was legislated that it was compulsory for all dog owners to registers their dog's DNA, then it would be a viable option to investigate through the scientific methods".
d) Salt Bins - • Roman Park: this is an adopted road and Carmarthenshire County Council will 'keep an eye' on the street and provide salt bin if necessary.
• Road off Babell and Road off Llangunnor Road - both of these are unadopted roads so not within remit of Carmarthenshire County Council. Both are steep and would benefit from a saltbin, one off Babell probably two, issues to be considered:
i) Residents would have to agree on location of bin
ii) Community Council would have to provide bin and salt (annually).
Resolved that Councillors make enquiries with residents whether they wish the Council to provide bins and where they would best be located.
• Ger-y-nant: unadopted road currently not tarmacked at the steepest point, therefore not certain of effectiveness of any gritting.
e) Seats Within Parish - 1) Bus stop in Pensarn: No major problems, permission to be sought from Carmarthenshire County Council, agreed that Clerk meet Carmarthenshire County Council to discuss licence application.
2) At entrance to Tregynnwr: Insufficient room on the left as you turn, possibly room on the right although piece of land not particularly level, some groundworks would be needed. Unfortunately it was agreed that it would not be practical to place a seat at this point. Two seats on bank of Tywi to be inspected by Carmarthenshire County Council, awaiting response.

f) Mount Hill Rise - Update from John McAvoy "Spoke with Mrs Deacon, No. 2 Brithdir over the phone late last week about her concerns over the speed of traffic past her property. Mrs Deacon stated on more than one occasion that she objects to the construction of a road hump (vertical measure) outside the frontage to her property. Mrs Deacon is instead seeking the speed limit on Babell Hill to be reduced to 20mph.

With regards to the construction of a vertical measure on Babell Hill just east of the entrance to Mount Hill Rise, I advise the following engineering constraints apply:
a) Gradient of the road's vertical alignment,
b) Curvature of the road's horizontal alignment,
c) Proximity to a priority major/minor road junction".

From design team - "Without undertaking a traffic/speed count then we can't comment on whether a 20mph zone or limit would be appropriate. I would guess the 85%ile speeds are above 24mph which would necessitate the provision of vertical measures. These would be difficult to implement based on the potential objection and the physical constraints you mention below".
Local Councillors to sound out other residents feelings on the matter.

g) Overhanging Trees Brithdir - Work completed.

6. The Park

Clerk awaiting response on whether planning permission was required for work at entrance, once this was given then proceed with application (if needed) and getting estimates.

7. Web Sub-Committee

The Chair of the sub-committee (Cllr Watson) reported that he had spoken to a resident of Llygad yr Haul with regard to an item on our Facebook page, Clerk also confirmed that he had received two emails (which were read out to the meeting), there was general anger in the street in respect of the item and the Chair had removed it immediately.

A lengthy discussion then took place with regard to the Facebook page and it was Resolved (minute 0316-7) that nothing new be added or items shared on the Council's Facebook page until the April meeting. Meeting of sub-committee to be arranged before next monthly meeting.

8. Finance Sub-Committee

Meeting to be arranged for 5.30pm on Thursday April 21st to discuss year end accounts.

9. Llwybrau Llangynnwr/Llangunnor Trails

Clerk reported that a report produced in 2008 had been shelved due to resources being re-directed to the London Olympics. He had recently met, along with Cllr Bevan with the authors of the report and they had confirmed that the information contained within it was still relevant. The Clerk had also spoken to Carmarthenshire County Council and that any part of the trail that went on Public Rights of Way would be maintained by them, there may be grants available but he had not explored these yet.

Following a brief discussion it was unanimously resolved that (minute 0316-9) that a) the Council enthusiastically supported the principle of the Trails b) the Clerk bring a report back to the next meeting giving details of grants available and how to take this forward c) that the Clerk keep a record of the hours taken up with this task d) a copy of the report be emailed to all members.

10. Consider Community Awards

It was unanimously resolved (minute 0316-10) that the following be presented with Community Awards at the AGM a) Canon Aled Griffiths b) Rev Mike Shepherd c) Mrs Beryl Richards

11. Reports from Members Representing Council on other Bodies.

Riverside Assoc. - correction the festival to be held on July 2nd.

12. Approve the Schedule of Accounts Feb/Mar

It was Resolved (minute 0316-12) proposed Cllr Totterdale and seconded Cllr Sandra Thomas (unanimous) that the accounts submitted be approved.

It was RESOLVED (minute 0316-13) that the following correspondence be noted/action taken.

14.Any Other Business.

• Footpath just after Paint Shop in Llangunnor Road ( past Ty Gwyn Farm up to church) the signpost needs attention. Similarly the one opposite Ger y Nant.
• Rubbish on side of Babell Hill (LHS).
• Branches on Roman Road.
• Council wished to congratulate Simon Davies of Llangunnor who will represent the UK at the Abilympics in Bordeaux.

15. Date of Next Meeting

The next meeting will be held on Thursday 21st April 2016. To note that the AGM will be held on the 12th May.

It was agreed that the clerk contact the Sugarcraft Guild to see if they would be prepared to provide refreshments, he also send out invitations to the different organisations within the Community.
