Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 17th November 2016.

PRESENT: Councillor David Watson (Chair), Geraint Bevan, Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Sandra Thomas, Glenda Lloyd, Lee Whatley and Adrienne Mackintosh arrived during item 3

APOLOGIES: Councillor Alexandra Trowbridge-Mathews, Margaret Wilkins and Dafydd Williams

In Attendance: 21 members of the public

1. Chair's Announcements

• Attended Remembrance Services at School, Llangunnor Church and in Carmarthen
• Attended 'turning lights on' xmas tree with school choir, followed by refreshments at Babell Zion Newydd

3. Motion - Robin Griffiths

It was agreed to bring forward the item on the Nantycaws oil spill. Cllr Griffiths presented his motion

'Llangunnor Community Council ask Valero Logistics Ltd to compensate the local community for all the inconvenience that has been caused for the last 6 weeks to repair the pipeline on the A48 by paying for equipment for local sports facilities to benefit all the community of Llangunnor'
this was seconded by Cllr Whatley.

An amendment was put forward by Cllr Bevan to be added at beginning of motion

'This Community Council notes a) the traffic disruption caused to the locality over six week period while Valero repaired the pipeline b) the damage caused to the Pibwr drainage system following the leak of an estimated 100,000 litres of kerosene following a breach in the main line last month c) the damage done to hedgerows, allowing access to heavy machinery to polluted parts of the river system.
This Council therefore calls on Valero to ensure that all damage that has been caused is repaired promptly and for the company to consult with the people of Nantycaws to ensure that the community is compensated for the recent damage that has occurred'

This amendment was accepted and unanimously agreed (minute 1116-3i). The Clerk reported that Valero had made an offer of £40,000 to be spent within the community

ii) Residents of Nantycaws then addresses the meeting, the issues raised included their view that the Community Council had not provided any support during the 6 week period of the works and the subsequent oil spill; there was collusion between the different agencies / contractor to cover up what had happened, the noise residents had put up with, the traffic issues.

It was agreed that a special meeting of the Council be called (minute 1116-3ii) on December 8th 2016 at 6.00pm at Yr Aelwyd, the residents to provide the Council with a list of issues they wish to have on the agenda, these to be provided to the Clerk by 29th November

iii) After the residents left Council agreed to acknowledge the offer of £40,000 from Valero but at this time not to make any decision on its acceptance or otherwise (minute 1116-3iii).

4. Minutes.

It was moved by Cllr Lee Whatley and seconded by Cllr West (minute 1116-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 20th October 2016.

5. New Member

The Chair welcomed Councillor Adrienne Mackintosh to her first meeting, she gave a brief introduction to herself and family, all members wished her well as a member of the Council

6. Matters Arising

Matters raised / resolved outside meetings

i) Council Vice-Chair badge of Office - this item to be removed from agenda
ii) Roman Road - A response from the Planning Officer was considered, the Clerk to seek the views of the Bio-diversity Officer - its contents were noted
iii) Paths in Penymorfa - Start date of 14th November given, Clerk to check
iv) Daffodils - Daffodils delivered to school
v) Sticle Path - No work carried out to date
vi) Crossing in Pensarn - Clerk had met with John McAvoy, due to number of junctions it would not be feasible to place a crossing
vii) Condition of road surface outside Carmarthen Railway Station - Awaiting response from Network Rail
viii) Cracking to concrete at picnic area top of park - Carmarthenshire County Council will fill the cracks with resin
ix) Park Swing - Currently safe, small clip to be placed in position

7. The Park/Environment Sub-Committee

The Clerk gave a brief summary of the meeting held on 14th November (minutes available on web page). Cllr Bevan informed the meeting that Western Power were returning to plant trees in Pibwrlwyd to replace the ones damaged (week commencing 23rd Nov)

8. Web Sub-Committee

No meeting had taken place, meeting to be arranged for January

9. Finance Sub-Committee

No meeting had taken place, meeting to be arranged for January

10. Old Llangunnor Road

Proposed limited waiting bays to be placed and map circulated, this was noted and welcomed

11. Reports from Members Representing Council on other Bodies.

Riverside Association -

One Voice Wales - Cllr Whatley reported that he attended the latest One Voice Wales Conference meeting among items discussed a) presentation was given by the NEST partnership which is a Welsh Government funded programme, b) One Voice Wales are planning on holding an award ceremony for town and community councils, due to take place on Thursday 23rd March - details to be circulated c) A reminder about the training courses that One Voice Wales provides, some talk that the Welsh Government could make some training mandatory d) Elections 2017 - reminder to councillors apparently if the council area has more than one ward the date for withdrawing a nomination will be the same date as the closing date for nominations.

12. Approve the Schedule of Accounts

It was Resolved (minute 1116-12) proposed Cllr Totterdale and seconded Cllr Elwyn Williams (unanimous) that the accounts submitted be approved.
