Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 18th February 2016.

PRESENT: Councillor David Watson (Vice Chair), Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Sandra Thomas, Selwyn Thomas, Dafydd Williams, Alexandra Trowbridge-Mathews, Margaret Wilkins and Lee Whatley present for item 8 onwards.

4. Minutes

It was moved by Cllr Totterdale and seconded by Cllr Trowbridge-Mathews (minute 0216-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 14th January 2016.

5. Matters Arising

Matters raised / resolved outside meetings

(i) Tree planting Llangunnor Road - Tree now planted, apologies to members, only received email from planter late evening before he was able to do it.
(ii) Issues in Pensarn - Fence at chip shop repaired and sign at Tile'R'Us taken town.
(iii) Rubbish Old Llangunnor Road - Now removed.
(iv) Disabled sign at 10 Bron-y-Dre - Removed.
(v) Old Milk Factory Building - This has been headache for Council for a few years, now demolished and being developed.
(vi) Articles in the Journal - Response from Ian Lewis "As a general style of the Journal, if someone is a community/town or county councillor we always reference that when quoting. It's a fact, it's who they are within the community - no matter what the story - it's giving them their title/role. If the views of the council they belong to are being conveyed, then that is always made clear too. Having looked at the Christmas lights story, it simply quotes Robin as a Llangunnor community councillor. He still holds the title of councillor in or out of meetings. Every councillor is treated the same in terms of their titles / position within communities across the Journal circulation area." Members reminded that if making any comments in press that Clerk/Chair be informed.
(vii) Path between numbers 16 and 17 Glanffynnon - Streetscene awaiting to meet Housing (SL off on sick, request made for other officer to assist). Ian and myself called to see the pathway earlier and I will arrange for the area to be cleared of the moss and weedkiller put down asap.
(viii) Paths in Penymorfa - Update at meeting.
(ix) Llwybrau Llangynnwr - Meeting arranged for 23rd February.
(x) Mount Hill Rise - Meeting took place last week, Ms Wilkins indicated that there were plans to introduce a vertical measure (as indicated roughly on the attached plan) as part of the sustainable towns initiative for Llangunnor / Tre-gynwr. Ms Wilkins advised that the hump proposal was not taken forward on the grounds of an objection. I would be grateful for your advice as I am trying to establish if it is feasible or not to construct the vertical measure close to the junction opposite Mount Hill Rise.
(xi) Dead Animal - It had been reported that there was a dead fox in park, referred to Carmarthenshire County Council.
(xii) Rubbish - On bottom end of Sticle Path reported to Carmarthenshire County Council.

6. The Park

Little to report, awaiting meeting with Tarmac Contractor weather preventing at the moment. Clerk to write to Carmarthenshire County Council about dog excrement and did they have a policy to improve the situation

7. Web Sub-Committee

9. Land owned by Network Rail at Pensarn

Clerk to write Network Rail enquiring about future use and that there was a shed on land being accessed by children.

10. Consider Community awards for AGM

It was moved by Cllr Griffiths and seconded by Cllr Elwyn Williams that a Community Award be given to Canon Aled Griffiths for his service to Llangunnor Church and to the community generally (minute 0116-10) unanimous. Any other nominations to be brought to March meeting.

11. Suggestions for seats in the Community

a) One at the bottom of Babell Hill by the bus stop b) One at the entrance to Tregunnor on the left as you go in just in front of a BT green box. Clerk to make enquiries about feasibility with Carmarthenshire County Council.

12. Suggestions for Saltbins

a) The road on the right side as you go up Babell Hill no name to the road there is about 10 houses there, b) The other is Ger y Nant there are about 15 houses c) Llangunnor Rd just after the road that goes to Llandeilo on the right side about 6 house as you go to HQ, d) Within Roman Park at end where road slopes away. e) On road up to Penymorfa.

13. Reports from Members Representing Council on other Bodies.

One Voice Wales - Cllr Dafydd Williams had attended One Voice Wales meeting, main item was presentation from Trading Standards, issues include nuisance calls, scamming, no cold calling areas.
Riverside Assoc. - Festival to be held on July 5th, on-going arrangements being made.
Town Forum - Clerk reported that Town Forum had had very encouraging meeting with Matalan/Dunelm in respect of pedestrian access between each site. Land ownership issues now being tackled.

14. Approve Schedule of Accounts Jan/Feb

It was Resolved (minute 0216-14) proposed Cllr Dafydd Williams and seconded Cllr Griffiths (unanimous) that the accounts submitted be approved.
