Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 19th May 2016.

PRESENT: Councillor David Watson (Chair), Geraint Bevan, Glenda Lloyd, Robin Griffiths, Paul Totterdale, Alun West, Lee Whatley, Elwyn Williams, Sandra Thomas, Margaret Wilkins and Alexandra Trowbridge-Mathews

APOLOGIES: Councillor Dafydd Williams

1. Chair's Announcements

• The Chair/Vice had attended the installation of the new town mayor and the civic service on the Sunday
• The Chair had attended the YFC rally
• He suggested that nominations for officers of the Council be made in the April meeting and could therefore be formally moved at the Annual General Meeting

3. Minutes.

Following changing item 5 from 15K-126K to 15K-16K. It was moved by Cllr Elwyn Williams and seconded by Cllr Geraint Bevan (minute 0516-3) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 21st April 2016.

4. Matters Arising .

Matters raised / resolved outside meetings

1.) Paths in Penymorfa - To be discussed at next Park/Environment Sub-Committee
2.) Llwybrau Llangynnwr - To be discussed at next Park/Environment Sub-Committee
3.) Seats within parish - Awaiting cost from Carmarthenshire County Council
4.) Trees in Pibwrlwyd - Update from Western Power: "The planting of new trees or saplings between the months of March to end of September is not best practice as these tend to be when the weather is hotter with less rain. If we could postpone until the end of September the trees will have a far higher survival rate and it means the trees are established into the ground ready for Spring 2017".
5.) Speed Sign Capel Dewi Road - It had been reported as not working Carmarthenshire County Council response: "Went to look at the DFS units at Capel Dewi this evening (Wednesday) as soon as I received your email. Both units are functioning OK in both red and green displays. The only conclusion I can come up with is - they are both solar powered - in view of the very low solar energy levels recorded during the past months (lowest since records began) they were struggling. Now that we have clear skies they have recharged and recovered".
6.) Bollards by 'old milk factory' - Response from Carmarthenshire County Council "We are looking in to relocating one of the bollards as cars are parking on the build out. Hopefully this will be enough to prevent cars driving through the footway area. If it's still an issue then we'll look at installing additional ones".
7.) Gerynant, Llangunnor - Following request from Cllr Griffiths, Carmarthenshire County Council asked to have another look "I would say that the road surface is in a very similar condition throughout but obviously the bottom section of the road is on a slope/incline which means there's more potential of a skidding accident here than on the top section where the gradient is a lot flatter. The decision is yours really but possibly as a compromise you could position the grit bin half way along the road or near the corner which may satisfy both sections if needed". It was unanimously agreed (minute 0516-4.7) that a salt bin also be provided at Gerynant.

8. Vice Chair Badge of Office - Motion by Cllr David Watson
"That the Vice Chair should, where he/she is representing the Council at any formal function, be provided with a Badge of Office identifying his/her position. It is proposed that this be achieved by purchasing a copy of the Councils emblem with a small plate above, with the words 'Vice Chair' engraved thereon, and hung on high quality ribbon or simple chain."

It was reported that the cost of getting this done by a specialist company was high, Chair to make enquiries with local school and report back to next meeting

9. To consider speeding traffic in Llangunnor Road - Request from Cllr Robin Griffiths

The Clerk reported that the response from Carmarthenshire County Council was "The Speed Limit Working Group have agree to reduce the limit to 30mph along with engineering measures to ensure the reduced speed limit is self-enforcing. Llangunnor Road is listed on the speed limit prioritisation programme. Llangunnor Road speed limit scheme is not on the 2016-17 traffic management project delivery programme".

Cllr Griffiths stated that all other roads leading into Carmarthen had speed measures, it was unanimously agreed that (minute 0516-9) - The Clerk write to Carmarthenshire County Council expressing disappointment at this decision and ask that it be revisited and reconsidered.

10. Council Accounts 15/16

The Clerk reported that the internal Auditor had approved the Accounts for 15/16, he had raised a couple of queries which the Clerk / Chair had responded to. It was unanimously agreed (minute 0516-10) that the accounts now be sent to the External Auditors - Grant Thornton.

11. Reports from Members Representing Council on other Bodies.

One Voice Wales - Cllr Lloyd reported that she had attended the AGM in Pontyberem recently and that Taking Action on Ageism was high on their agenda, link to be given to Clerk to be placed on website

Riverside Association - Cllr Watson reported that the long running battle over the slipway had now been resolved, also a new pontoon was to be constructed to give disabled people access to the river

School Governors - Cllr Elwyn Williams reported that the number of children beginning school would be down from 20 to 12 this year, this would have a knock-on effect on the income of the school

12. Approve the Schedule of Accounts

It was Resolved (minute 0516-12) proposed Cllr Alun West and seconded Cllr Margaret Wilkins (unanimous) that the accounts submitted be approved.

Cllr Selwyn Thomas letter of resignation - The Clerk read out a letter from Cllr Thomas tendering his resignation his reasons were 'some Cllrs seem to go off on their own agenda with no regard for the council's opinion, also these Cllrs put the community council's name and reputation in tatters and make us all look fools. As this seems to be happening on a regular basis I feel I cannot be part of this council any more'.

Members wished it recorded that the Council send it's thanks to Cllr Thomas for his many years of service to the Community, he had chaired both the Council and subcommittees and was always fair and considered in his decision making. It was further agreed that the Clerk write to Cllr Thomas asking him to reconsider his position and withdraw his resignation.

14. Any Other Business

• Clerk to make enquiries when the yellow lines would be placed as discussed in previous meetings - entrance to Tregynnwr in particular
• Brambles on footpath near paint shop in Llangunnor Road
• Roman Road - Issue with demolished hedge/wall, Cllr Wilkins to provide Clerk with information and follow up with Carmarthenshire County Council
• Litter still an issue in the park - Clerk to chase up Carmarthenshire County Council for more bins

The next meeting will be held on Thursday 16th June 2016.
