Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 21st April 2016.

PRESENT: Councillor Glenda Lloyd (Chair), Geraint Bevan, David Watson, Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Sandra Thomas, Selwyn Thomas, Margaret Wilkins and Lee Whatley, Alexandra Trowbridge-Mathews, Dafydd Williams

APOLOGIES: None

1. Chair's Announcements.

• The Chair/Vice had received an invite from the Mayor of Carmarthen to attend a function to celebrate the Queen's birthday, unfortunately as it clashed with this meeting they had declined.

3. Minutes.

It was moved by Cllr Paul Totterdale and seconded by Cllr Elwyn Williams (minute 0416-3) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 17th March 2016.

4. Matters Arising .

Matters raised / resolved outside meetings

a) Paths in Penymorfa - See item 5
b) Paths in Penymorfa - Item on Agenda
c) Salt Bins - Clerk to meet with Cllr Griffiths to agree locations of bins. Could Clerk ask Mr Ian Thomas (Carmarthenshire County Council) to have another look at the feasibility of placing a bin in Gerynant
d) Seats within parish - Carmarthenshire County Council suggesting that 'concrete' seat be placed by bus stop in Pensarn, Council agree with this suggestion, Clerk to arrange.
e) Trees in Pibwrlwyd - Cllr Bevan had met with Western Power and they had agreed to replace all damaged/destroyed trees hopefully within the next fortnight.

5. The Park

The Clerk reported that i) he had now received drawings and Bills of Quantities for work at the entrance and to provide the small hard standing for another picnic areas (estimated cost (£15K - £16K) it was unanimously agreed (minute 0416-5) that the Clerk proceed to get quotations form the same contractors as previously used. ii) he had received a quote for upgrading the Penymorfa Paths from Carmarthenshire County Council (circa £15K) ii) Llwybrau Llangynnwr - Clerk still examining funding for this project. It was agreed that the Clerk call a Parks & Environment Sub-Committee to discuss in further details item ii & iii.

6. Web Sub-Committee

Clerk reported that sub-committee had met, facebook had not been discussed due to motion on tonight's agenda. The sub-committee had agreed that the Webpage would be reviewed by the new committee set up after the AGM.

7. Report from Finance Sub-Commitee

The Clerk had circulated the Expenditure 15/16 details and the reconciliation with the bank to members and asked if there were any questions. He reported that Finance Sub-Committee had considered the accounts for 2015/16 and were recommending that they be accepted and submitted to the internal auditor - this was unanimously agreed (minute 0416-7)

8. Remove Council Facebook Page - Motion by Cllr Selwyn Thomas
"The Facebook page of Llangunnor Community Council is leading to criticism from residents and unnecessary work for the Clerk. The Council resolves to take down the page and concentrate on its webpage which is there to provide information on the work of council and news from the community".

Cllr Totterdale seconded the motion. Discussion then took place on the pro's/con's of the Council having a Facebook page.

Cllr Dafydd Williams asked that the vote be recorded it was resolved (minute 0416-8)

For the motion 8 (Cllrs West, Griffiths, Sandra Thomas, Selwyn Thomas, Whatley, Wilkins, Trowbridge-Mathews, Totterdale) Against 3 (Cllrs Bevan, Watson, Dafydd Williams) Abstention 1 (Cllr Elwyn Williams) - The motion was carried.

Cllr Dafydd Williams will take down facebook page.

9. The Motion put forward by Cllr Dafydd Williams automatically fell as Item 8 was carried

10. Badge of Office for Vice Chair - Motion by Cllr David Watson
"That the Vice Chair should, where he/she is representing the Council at any formal function, be provided with a Badge of Office identifying his/her position. It is proposed that this be achieved by purchasing a copy of the Councils emblem with a small plate above, with the words 'Vice Chair' engraved thereon, and hung on high quality ribbon or simple chain".

An amendment was put by Cllr Dafydd Williams prior to considering this motion that Clerk brings a report on the cost of the proposal, this was accepted by the mover and agreed by the meeting.

11. To consider speeding traffic in Blaengwastod Road - Request from Cllr Dafydd Williams

Cllr Williams was still concerned with speeding traffic in Blaengwastod Road and was of the opinion that previous 'counters' had been placed in the wrong locations. Cllr Elwyn Williams reported that Carmarthenshire County Council had agreed to place counters again in the location, although he had no timescale for this. Cllr Trowbridge-Mathews added the speeding traffic was still a major concern from traffic cutting through from Cwmffrwd. It was agreed (minute 0416-11) that a) Council would await the results from Carmarthenshire County Council traffic survey b) Clerk write to Dyfed Powys Police to see if there were any updates on the use of the speed gun and if it could be used in these two areas, and Llangunnor as a whole.

13. Annual General Meeting

The Clerk reported that arrangements / invitations for AGM had been circulated and Sugarcraft had agreed to provide the refreshments

15. Approve the Schedule of Accounts Mar/Apr 2016

It was Resolved (minute 0416-15) proposed Cllr Robin Griffiths and seconded Cllr Dafydd Williams (unanimous) that the accounts submitted be approved.

17. Any Other Business.

• Cllr West reported that Simon Davies had come a very creditable 6th in the UK at the Abilympics in Bordeaux.
• A bollard was damaged at the entrance to Charlies - Clerk to make enquiries.
• Cllr Griffiths asked that the introduction of speed restrictions in Llangunnor Road be placed on the next agenda.
• Cllr Griffths moved that the Council send a birthday card to the Queen, this was agreed.

18. Date of Next Meeting

The next meeting will be held on Thursday 19th May 2016.

The Council AGM will be held on Thursday 12th May at 7pm
