Minutes of a meeting of the Llangunnor Community Council held at Llangunnor CP School on Thursday, the 19th September 1974 at 7.30pm

PRESENT: Mr JDJ Morgan (Chairman), Dr ME Evans, Mrs B Morgan, Miss Gwyneth Jones, Mr JH Thomas, Mrs E Jones, Mr John Rees, Mrs ML Morris, Mr G Bowyer, Cllrs DP Jones and ET Davies.

Also present, Mr Burns, and three other ladies as observers.

99. Apologies

No apologies were received.

100. Minutes

The Minutes of a Meeting of the Council held on the 18th July, 1974 were received, accepted as correct and signed by the Chairman.

101.

It was reported that over £471 had been presented towards Eisteddfod Bro Myrddin. This, together with the £100 contributed by this Council had taken the total to well over the £500 mark.

102. Conference of Local Councils

The Clerk was instructed to write to the new Clerk of the Area Council requesting the Agenda for all future meetings. At this point, Mrs Burns (present as an observer) gave a brief outline of the Area and County Organisations of Local Councils. Two members of the Council - The Chairman Mr JDJ Morgan, and Mr G Bowyer were nominated to represent the Council at future meeting of Local Councils.

103. Playing Field

As the contents of a letter from the County Engineer and Surveyor were not clear, in particular reference to a Car Park, Councillor DP Jones was asked to see clarification and report back at the Council's next meeting.

104. Naming of Streets

After the Clerk read a letter from the District Council which stated that the Director of Technical Services had been authorised to proceed with the erection of Street Name Signs, he was instructed to write to the District Council to ensure that all notices be bilingual. In addition, the words "A Roman Road" and "Sarn Helen" be embodied on one notice.

105. Chairman's Badge of Office

It was decided to take no further action at present but to place the matter on the Agenda for some future meeting.

106. Name of Community (Parish)

Mr G Bowyer gave notice of his intention to raise the matter on the Agenda at the next Council meeting.

107. Invitation to Opening of Artist's Exhibition

Mr JH Thomas, a member of the Council, attended the Exhibition and gave a brief report of his visit.

108. Telephone Kiosk

After some discussion, it was decided not to press for the removal of the telephone kiosk from its present position to a point outside the Post Office, Brynmeurig.

109. Long Term Plans, Llangunnor

The Clerk read a letter from the District Council in regard to Long Term Plans for Llangunnor. He was instructed to write to Mr Carnegie (mentioned in the letter) of the District Council, Planning Department.

110. Hedgerows at Sticle Bach

It was reported that the hedgerow at Sticle Bach had now been trashed.

111. Unsightly Rubbish on Pensarn Industrial Estate

The Clerk was instructed to write to the District Council, Public Health Department, drawing attention to rubbish strewn along Sticle Bach Footpath and across the rear of the Pensarn Industrial Estate. There was also the danger of creating a health hazard.

112. Broken Fence Below Tregynwr Estate

Residents of Tregynwr Estate, including children, have been using a field below the estate as a short cut to Sticle Bach Footpath. In the process fencing had been destroyed and private land was crossed. It was an extremely dangerous spot for children who did not realise the danger incurred in running down the slope and on the road below, regularly used by cars etc., The Clerk was instructed to write to the Cawdor Estate Office, Broad Oak, drawing attention to the danger and inviting them to create a notice marked "PRIVATE" on the land which they owned, and near to the pathway leading to the fence.

113. Hedgerows Brynglas to Towy Cottage

The Clerk was instructed to send a further letter to James Bros. Ty Gwyn Farm, Llangunnor and inform them that a letter was being sent to Dyfed County Council. The letter to Dyfed County Council was to stress the hazard to pedestrians caused through the hedgerows not being trashed. A road sign was also obliterated.

114. Electric Lights on Sticle Bach Footpath

Council considered quotation from the South Wales Electricity Board for the installation of three lamps at Sticle Footpath. Mr JH Thomas, a member of the Council suggested an alternative way of feeding the points and thus avoid the need to cut down trees. Clerk was instructed to write to the Board accordingly. Also, to Dyfed County Council applying for planning permission.

115. Dyfed Seeds Building - Cutting of Trees

The Clerk reported that District Council official had informed him that trees had not been cut down in front of these premises. Some think brush had however, been removed, he was instructed to write to Mrs Lloyd, Petrol Station, Llangunnor Road informing her of these facts.

116. Finance

The following accounts were approved for payment:

117. Electoral Register

The Clerk was instructed to wrote to Carmarthen District Council suggesting that it would facilitate tracing individual names by listing all voters according to addresses, and not alphabeticaly by name. Thus, in towns and villages, each street or road would be easy to follow, according to road numbers. It is realised that the suggestion comes too late for the current register.

118. Swimming Pool

The Chairman reported that 1425 children had used the pool last summer. He stressed the difficulty of obtaining voluntary help to supervise the use of the pool. Clerk was instructed to write to Llangunnor CP School headmaster and suggest the difficulty of obtaining volunteers might be overcome if he invited parents to run the pool next year. It was unanimously agreed to record in the minutes appreciation for the Chairman's hard work of organising and supervision of the pool during this summer.

119. Parish Quiz

Mrs E Jones, a member of the Council, invited four persons from the Council to attend the annual quiz to be held on the 17th January 1975. This was agreed to. Team to be chosen later.

120. Sign Indicating A48 Road

The Clerk was instructed to write to Dyfed County Council, Highways and Transportation Department stressing the need for an A48 sign to be erected as one approached the roundabout on route for either Llanelli or Swansea. As one leaves the bridge in either of these directions, there is no further sign to help the stranger identify the Swansea road.

121. Cutting of Trees Overhanging Roman Road

The Clerk was instructed to write to the Highways and Transportation Department, Dyfed County Council, drawing attention to the need to cut trees overhanging Roman Road and up Babell Hill.
