April 1974

Minutes of the annual meeting of Llangunnor Community Council held at Login schoolroom on Thursday 18th April 1974.

Present: Mr Gwynn Bowyer, Mr JDJ Morgan, Mr DP Jones, Dr ME Evans, Mrs E Jones, Miss Gwyneth Jones, Mr DR Jones, Mrs ML Morris, Mr Jonah Rees, Mr James Howard Thomas, Mr William Glanville Tucker, Rev TJ Evans, Mrs B Morgan.

1. Apologies

Apologies for absence were received from County councillor ET Davies and District councillor EJ Thomas.

2. Declaration of Office

At the commencement of the meeting all members signed the declaration of office as councillors.

3. Appointment of Chairman

Mr JDJ Morgan was elected Chairman for the ensuring year. In his opening remarks the Chairman welcomed all members to the new Community Council urged all members to be faithful in their attendance and said that if the new Council was to succeed in its task of serving the community of Llangunnor, each members fullest co-operation would be required. He also urged that, if any member wished any particular item discussed by Council such member should inform the Clerk so that it could be placed on the agenda.

4. Appointment of Vice Chairman

Two nominations were received for the position of Vice Chairman namely Mr WG Tucker and Mrs E Jones on being put to the meeting the votes were as follows:

Mr Tucker was elected Vice Chairman for the ensuring year.

5. Appointment of Clerk

Mr TJ Phillips was appointed Clerk of the Council, the appointment being accepted in an acting capacity pending consideration of salary and conditions of employment.

6. Cheque Signatories

The following were appointed to sign Council cheques during the ensuring year. Chairman, Vice Chairman, Mr Gwynn Bowyer.

7. Representation on Council Association of Local Councils

MH Thomas was appointed to represent the council on the Council Association of Local Councils for the ensuring year. It was agreed that a motion be put to the association urging that a separate association of Community Councils be set up to serve Wales.

8. Appointment of Committees

The council was reminded that the only standing committee under the predecessor Parish Council had been a planning committee comprising of the Chairman, Vice Chairman, two members and the local member or members in closest proximity to the application site(s).

After a lengthy discusion it was RESOLVED that the planning committee should comprise the whole membership of the Council.

The Clerk was directed to ensure that notifications sent to Carmarthen District Council requiring that council send to the Community Council all planning applications for observations was sufficient for all times.

It was RESOLVED that no other committee be appointed at this time.

9. Future Meetings Of Council

It was agreed that the meetings of the Council be held monthly on the third Thursday of each month except during the month of August when no meeting would be held except in urgent cases requiring observations on planning applications.

10. Matters Agreed By Parish Council but not implemented

The Clerk outlined the following items agreed by Parish Council but had not been carried out.
a. Swimming Pool - Llangunnor CP School: the Council was reminded that the education authority had been requested during 1973 to arrange for the swimming pool at Llangunnor CP School to be kept open during the summer holidays under paid supervision but that it had not been found possible to do so due to the lack of prior notice. It was resolved that a similar request be made again to the education authority.
b. Footway Lighting - The Council confirmed that additional lighting on the Bolahaul Road and Sticle footpath should proceed.
c. Bus Shelters - The Council was informed that confirmation had not been received that the education committee was prepared to allow a bus shelter to be erected on their land at Pibwrlwyd.
d. Eisteddfod Bro Myrddin - The Parish Council's resolution that £,50 be reserved as a donation to Bro Myrddin Eisteddfod the sum to be reviewed later was accepted except that it was decided to pay the £50 contribution now and consider at a later date whether or not a further contribution would be required.
e. Possible Purchase Of United Dairies Administrative Building for use as a social centre - The council was informed that approaches had been made to the United Cairies to sell to the council the administrative building of the dairies at Pensarn for use as a social centre and that information had been received that the entire premises had been disposed of to a purchaser who had been informed of the council's wishes Dr ME Evans asked that the matter be placed on the agenda of the next meeting for consideration this was agreed to.
f. Public Participation - Llangunnor CP School - The Clerk reminded the council that it had been proposed to discuss the Llangunnor School premises in relation to the needs of the community but that to date this had not taken place.

11. Sticle Footpath

A complaint was received from Mrs Burns, "Sticle Bach" Penymorfa Lane, that a full sized mattress had been thrown from Penymorfa Lane on to land owned by Mr H Dewi Evans and that it had been dragged from there and deposited in the ditch running along side Sticle Path. The letter contained information of the efforts made by Mrs Burns and her family in cleaning some of the litter from this path and its precincts. The Clerk was directed to write to Mrs Burns thanking her for her public spirit and to Carmarthen District Council urging them to remove the disregarded litter from this area.

12. National Association of Local Councils

Notification was received of a conference of Community Councils to be held at The Great Hall, University college of Wales, Aberystwyth on the 9th July 1974 at 11am. Mr Gwynn Bowyer was appointed to attend.

13. Public Footpaths

Notice was received from the South Wales area of The Ramblers' Association of a public meeting to be held at the public library, Carmarthen on Friday evening the 26th April at 7.30pm

Mrs ML Morris and Mr JH Thomas were appointed to attend.

14. Electricity Charges

Information was received from the South Wales Electricity Board that from the 1st july 1974 electricity charges would be increased in accordance with the authority to do so received from the Chancellor of the Exchequer. Details of it effect upon the councils charges were not given and it was agreed that the matter be deferred to another meeting.

15. Publicity - Local Events

Members were asked to inform Clerk of any functions to be held in the area during 1974 so that information could be collaged for publicity purposes by the District Council.

16. Circulars etc

Circular 87/74 and Statutory Notice were received from the Welsh Office dealing with staff transfer and protection and their content was noticed.

Statutory instrument no 628 1974 and Welsh Office circular no 74/74 were also received dealing with local Government Act 1972 burials and cremation.

17. Road Safety

Mr DR Jones asked that the attention of the Highways Authority be drawn to the speed of which vehicles travel at Login Square and to the possible dangers caused to persons and property. It was agreed that this be done.

18. Abandoned Cars

It was resolved that the attention of the District Council be drawn yet again to the number of cars dumped to the rear of Rhoslas, Tregynnwr. It was said that a tenant who would have normally parked his car in this particular area had been unable to do so due to the number of abandoned vehicles and that he had been prosecuted for parking elsewhere.

19. Finance
