Minutes of a meeting of the Llangunnor Parish Council held at Login Schoolroom on Thursday 28th March 1974 at 7.30pm

PRESENT: Miss G Jones (Chairman), Mrs ML Morris, Mrs SJ Edwards, Mrs B Morgan, Mrs E Jones, Mr G Tucker, Mr J Rees, Mr DR Jones.

140. Minutes

The minutes of a meeting held on 21st Feb 1974 were read, verified as correct and signed by the Chairman.

141. Apologies

Apologies for absence were received from Mr DP Jones

142. Parking of Heavy Lorries - Tregynnwr: (Reference minute no.129)

A letter from the housing manager and chief public health inspector of the Carmarthen Rural District Council confirmed that consequent to evening visits made by members of his department on several occasions, it had been confirmed that heavy lorries were being parked on the Tregynnwr estate. It was also confirmed that the housing manager had communicated with the police authority and where possible the owners of the vehicles seeking their co-operation in alleviating the problem.

143. Flooding no 56 Brynmeurig: (Reference minute no.130)

Mr G Tucker reported that work had been done in order to avoid further flooding at no 56 Brynmeurig but said that the problem should be kept under surveillance.

144. Road Safety - Llangunnor CP School: (Ref minute no.135)

A letter was received from the Director of Education stating that the Councils request concerning the formation of a footpath from Babell Hill to Penymorfa Road via the school playing field had been passed to the area surveyor.

145. Sticle Footpath: (Ref minute no.136)

A letter was received from the area surveyor Carmarthenshire County Council stating that the department had resurfaced the lower section of Sticle path last year and that in doing so, raised its level appreciably. It was pointed out that as from the 1st April, the entire footpath would be maintained by the District Council.

It was resolved that the question of raising the path above flood level and the matter of surfacing the upper section be referred to the District Council. The Clerk reported that the County Council has rebuilt the parapet of the bridge on the path in recent weeks but that unfortunately it had been demolished again by vandals.

146. Unigate Creameries - Administrative Building:

The Clerk reported that he had written to Unigate Properties Ltd enquiring whether or not they would consider selling the administrative building of the disused Unigate Creameries for use as a social centre. The reply indicated that the entire factory premises had been sold to one purchaser who had been informed of the council's interest.

The Clerk's action was approved and he was authorised to pursue the matter.

147. Planning

The council considered planning application no 11777/16 for residential development on fields no 1593 and 1602 at Pant Farm. It was agreed that the planning authority be informed that in the opinion of the council sufficient land had already been earmarked in the parish without further intrusion into the countryside.

148. Future Water Functions

Information was received from the Clerk to the Carmarthen Rural District Council that as from the 1st April 1974, the duty of supplying water in this area would rest with the Welsh National Water Development Authority whose chief officer would be the Director of operations, Welsh National Water Development Authority, The Barracks, Brecon.

Matters affecting sufficiency and wholesomeness it was indicated would be a matter for the District Council and it was asked that a copy of any application made for water mains extensions should be sent to the District Authority.

149. Finance

150. Playing Field

The Clerk was directed to ascertain whether or not the entire playing field or only part of it had been granted planning permission.

151. Road Safety

Mrs ML Morris questioned the safety of traffic joining Bolahaul Road from Pibwrlwyd Lane and suggested that the latter be subject to a halt control - it was agreed that the request be passed to the County Council.

152. Minutes

As there would be no further meetings of the Parish Council it was agreed that copies of the minutes be sent to all members and if no objections as to their accuracy are received by the Clerk within three days of their receipt, that they be signed by the Chairman as correct.

153. Dissolution of Council

Tributes were paid by the Chairman to the services of members during her year in office and in particular to Mr Jonah Rees and Mrs SJ Edwards who had served on the council from 1946 and 1952 respectively. Similarly members voiced their appreciation of the efficient way in which the Chairman had carried out her duties during the council's last year in office.
