4th July 1974

Minutes of a meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday the 4th July 1974 at 6pm.

PRESENT: Mr JDJ Morgan (Chairman), Miss Gwyneth Jones, Mrs B Morgan, Mrs E Jones, Dr ME Evans, Mrs ML Morris, Mr DP Rees, Mr G Bowyer, Mr WG Tucker and Mr J Rees.

68. Personal

It was unanimously resolved that a message of congratulations and good wishes be sent to Councillor the Rev TJ Evans, Vicar of Llangunnor and Rural Dean on his appointment as Archdeacon of Carmarthen.

69. Appointment of Clerk

The Council interviewed the following two candidate for the position of Clerk to the Council:

1. Mrs LR Burns, Sticle Bach, Penymorfa Lane, Llangunnor.
2. Mr TR Evans, 35 Penymorfa, Llangunnor.

Mr TR Evans was appointed at a salary commencing at £300 per annum and subject to review by the Council in due course. The appointment became effective as from the date of the meeting.

The Chairman and members thanked the retiring Clerk for his services and agreed that he be paid a salary for the period 1st April to 30th June at the annual salary range of £300.

70. Chairman's Badge of Office

On being put to the meeting it was resolved by a majority decision that a Chairman's Badge of Office be purchased and it was further resolved that the cost be raised by public subscriptions. It was agreed that enquiries be made by members of the Council as to the likely response of the public and that the matter be further discussed at the next meeting.



18th July 1974

Minutes of a meeting of the Llangunnor Community Council held at Llangunnor CP School on Thursday 18th July 1974 at 7.30pm.

PRESENT: Mr JDJ Morgan (Chairman), Cllr ET Davies, Mr G Bowyer, Cllr EJ Thomas, Miss Gwyneth Jones, Cllr DP Jones, Mrs ML Morris and Mrs E Jones.

Also present was Miss K Jenkins as an observer.

73. Apologies

Apologies for absence were received from Dr ME Evans and Mrs B Morgan.

74. Minutes

The minutes of a meeting of the Council held on the 20 June 1974 were received, accepted as correct and signed by the Chairman. Also minutes of a meeting of the Council held on the 4 July 1974, and of a Planning Committee held on 4 July 1974, were received as correct and signed by the Chairman.

75. Eisteddfod Bro Myrddin (Ref Min no 46)

It was reported that the total collection towards eisteddfod Bro Myrddin exceeded £500. As the Council had decided to make up any deficiency to reach goal of £500, no contribution would normally be necessary.

After further discussion, it was agreed that a further sum of £50 be donated towards the Eisteddfod and this sum to be presented in public by the Chairman of the Council to Bro Myrddin Treasurer

76. Civic Amenities Act (Ref Min no 47)

The Clerk was requested to take follow-up action to obtain copies of the Civic Amenities Act for use of the members

76. Conference of Local Councils (Ref Min no 57)

Mr G Bowyer was thanked by the Chairman for his very full and detailed account of the Conference he had attended at Aberystwyth of the National Association of Local Councils. After some discussion, it was resolved that three resolutions originally presented be again put forward by our delegate attending the quarterly meeting of the Community Council. The letter from the Association date 5 July 1974 was received

? Playing Field (Ref Min no 59)

In view of the fact that no reply had been received from the District Council, it was resolved that a further letter be sent in order to hasten a reply

78. Naming of Streets (Ref Min no 53)

The name "Roman Road" with the Welsh name "Sarn Helen" was discussed, and it was decided to delay any decision in the matter until the next meeting when it was hoped that Mr Howard Thomas would be present.

79. Public Lighting (Ref Min no 62)

It was decided to discuss the matter of the public lighting unit at Philadelphia at the next Council meeting, Meantime, the Clerk was requested to write to the South Wales Electricity Board asking to be supplied with a copy of the site plan.

80. Chairman's Badge of Office (Ref Min no 70)

The Clerk was instructed to reply to a letter received from Messrs Thomas Fattorini Ltd, Birmingham to the effect that when the amount of money raised to purchase the Badge of Office was known, the reply to their form of questionnaire would be completed and forwarded to them.

81. Proposed By-Pass

It was resolved to include in the agenda for the next meeting, an item to discuss the alternative route for the proposed By-Pass. Meantime, the Clerk was instructed to write to the Highway Authority for the latest information on the By-Pass.

82. Name of Community (Parish) (Ref Min no 55)

After some discussion as to the correct name of the Parish, the Chairman decided on a vote to decide the issue.
Three votes were cast in favour of "Llangunnor"
Two votes were cast in favour of "Llangynnwr"

The spelling of the name therefore, remains unaltered. Mr G Bowyer gave notice of his intention to raise the matter again at a future meeting.

83. Invitation to Opening of Artist's Exhibition

The Clerk was instructed to pass to Mr James Howard Thomas the invitation received to attend the Carmarthenshire Artist's Exhibition at the Mansion House, Parc Howard, Llanelli on Friday 26 July 1974.

84. Telephone Kiosk

In a letter from the General Manager, Post Office Swansea he regretted he was unable to fulfil the Council's request to provide a telephone kiosk near 31 Brynmeurig, Pensarn. It was decided to ask the General Manager to remove the present kiosk to 31 Brynmeurig - outside the Post Office, Brynmeurig.

85. Finance

Account is not to be paid until one missing lamp is restored. Also copy of site plan for the four poles to be asked for as it would appear that one poke does not comply with the Councils' request.

86. Planning

Planning application outlined below were considered and appropriate comments made are recorded in each case.

D4/949/17 - Detached bungalow, Gerynant, Llangunnor. No observations
D4/625/17 - Development of premises for flats or maisonettes or offices in connection with Dyfed - Myrtle Hill, Pensarn. - the Council felt that this development would further deteriorate conditions in Pensarn.
D4/586/17 (Ref Min no 22, 2/5/74) Formation of access to Parcygroes, Llangunnor. It was decided to ask for more information about this scheme.
D4/592/17 - Development of Penymorfa Estate. It was decided to ask for the entrances and exits to be marked to make identification easier and for these to be marked on the plan forwarded. Request to be made to the District Council for a copy of the long term plan for the area covered by Llangunnor Parish.
D4/558/17 - Confirmation that planning consent was issued on 7th July 1974. Min no 66 The question of planning at Ty'r Waun was discussed and Councillor ET Davies gave a brief but informative report. Chairman will contact Clerk of Llandefeilog Community Council to inform him of this Council's interest.

87. Hedgerows at Sticle Bach

The Clerk was instructed to write to Carmarthen District Council for the hedge along the footpath to be re-trashed they are in a very bad state.

88. Hedgerows Brynglas to Towy Cottage

The Clerk was requested to write to James Bros., Ty Gwyn Farm, Llangunnor pointing out that the hedgerows created a hazard to pedestrians, with a request that the necessary trashing be carried out. (also obliterated a road sign)

89. Electric Lights on Sticle Back Footpath

South Wales Electricity Board to be invited to quote for supplying and erecting two light on Sticle Bach footpath.

90. Tree Preservation Order

Application to be made for preservation order for a group of trees from Penbryn to Bolahaul.

91. Publicity

The Clerk was instructed to report to the local press, matters of general interest raised during Council discussions.
