Minutes of a meeting of the Llangunnor Community Council held at Login Schoolroom on Thursday 20th June 1974 at 7.30pm

PRESENT: Mr JDJ Morgan (Chairman), Dr ME Evans, Mrs E Jones, Mrs B Morgan, Mr JH Thomas, Mr G Bowyer and Rev TJ Evans.

42. Apologies:

Apologies for absence were received from Miss Gwyneth Jones; Mrs ML Morris; Mr DP Jones and Mr WG Tucker.

43. Minutes

The Minutes of a meeting of the Council held on the 16th May 1974 were received, verified as correct subject to the following amendments and signed by the Chairman:
Minute No.35 Purchase of Unigate Administrative Block for use as a Social Centre. Add the following sentence to paragraph 1. "Dr ME Evans proposed that the County Director of Social Services be urged to secure the building for use as a luncheon club for the elderly". Delete the words 'of this' in line one of paragraph 2 and substitute "of the fact that the building had already been sold".
Minute No.41 Resignation of Clerk Add the words 'with regret' after 'Council' in line 1.

44. Swimming Pool - Llangunnor CP School (Reference Min No 29)

The Chairman and Dr ME Evans reported on their discussion with Mrs Sheila Thomas, Physical Education Administrative Officer of the County Education Department regarding the use of the Swimming Pool at Llangunnor CP School for children of Llangunnor School and other children of the Community during non-school hours.

It seemed that the Education Department were prepared to secure the services of a qualified person to undertake the supervision of the pool but required voluntary service to ensure that the water was correctly treated.

The Chairman further reported that he had put this matter to parents present at the School sports held on that day and that ten persons had volunteered their service.

It was agreed that a meeting with those persons should be held as soon as possible to agree upon a rota and so that they could become conversant with procedures.

45. Bus Shelter - Pibwrlwyd Cross Roads (Ref Min No 30)

A letter was received from Mrs ML Morris reporting that she had inspected the site of the proposed bus shelter at Pibwrlwyd and that, to her, it seemed the only site available without obstructing the visibility splay provided.

It was agreed to accept Mrs Morris' views and the Clerk was directed to procure the necessary plans etc for the invitation of tenders.

46. Eisteddfod Bro Myrrddin (Ref Min No 31)

The Chairman reported that the house to house collection had produced a total of £147 towards eisteddfod Bro Myrddin and that to date £400 had been credited to the Community of Llangunnor.

It was agreed that the total be again ascertained on a date to be agreed upon and that, if on that date, the total had not reached £500 the Community Council contribute a further sum to equal that figure.

47. Abandoned Cars (Ref Min no 34)

The Clerk reported that he had not secured copies Civic Amenities Act for the use of members but that he would endeavour to do so as soon as possible.

On the question of litter it was agreed that the various political parties be requested to remove posters from the various locations within the Community.

It was also agreed that the District Council be asked to take any action within their power to ensure that buildings and houses at present vacant within the Community did not remain so for unduly long periods. In particular it was decided to make enquiries about the Education Authority's future plans for Philadelphia School.

48. Chairman's Allowance (Ref Min No 36)

It was agreed that the Chairman be allocated a sum of £10 towards the Llangunnor School Sports.

49. Planning

Members expressed the feeling that some planning applications had already been approved before they had been considered by the Community Council.

The Clerk was directed to make the necessary enquiries and approaches to ensure that this does not happen.

50. Appointment of Clerk

The Chairman reported that he had received four applications for the position of Clerk to the Council namely:

2 Mrs LR Burns, Sticle Bach, Penymorfa Lane, Llangunnor Administrative Assistant in the Office of the County Community Council.
3 Mr TR Evans, 35 Penymorfa, Llangunnor. Retired Manager of the Ministry of Health and Social Security.
4 Mr JR Hughes, 20 Heol Drindod, Johnstown. Chief Administrative Officer to the Police Authority's Prosecuting Officer.

It was agreed that initially, Mrs LE Burns and Mr TR Evans be interview by the Council on Thursday the 4th July at 6pm

51. Llangunnor CP School

During a discussion on the place of the local School in the life of the Community, the Council was reminded that the modern school was to fulfil a dual role, namely that of a centre of education for children and, when not so used, for the cultural and recreational benefit of the community it serves.

It was pointed out that the economic restrictions imposed when the Llangunnor CP School was being erected had precluded the provisions of the planned facilities to meet the needs of the community, with the result that the school premises did not lend themselves to the fullest use of the Community. However it was hoped that in the further extension of the school proposed, some, if not all of the deficiencies could be put right. In order to make the fullest use of the present premises it was agreed that a request be sent to the Education Authority to arrange a direct access to the Hall and to provide toilet facilities other than those currently available within the School.

It was also resolved to appeal to the Authority to permit certain activities in the Hall not at present allowed and to allow the use of the Hall to a later hour.

52. Pensarn Area

Following a discussion on the general appearance of the Pensarn area, it was resolved that a meeting be sought with the Planning Officer, Carmarthen District Council on site.

53. Naming of Streets

It was resolved that the Carmarthen District Council be requested to erect signs to indicate the following areas:

Roman Road Roman Road

54. Reprinting of Historical Appreciation of Llangunnor

An appeal was received from Cymdeithas Sant Cynnwr for a contribution towards the cost of reprinting the County Archivist's book on the history of Llangunnor. It was reported that the reprint would cost in the region of £225 for 500 copies and £315 for 1000 copies.

It was agreed that Cymdeithas Sant Cynnwr be requested to seek other quotations but that in principle the Community Council would meet half the printing costs.

55. Name of Community (Parish)

It was agreed that the question of the correct name for the Parish be placed on the agenda of the next meeting.

56. Recreational Centre

A letter was received from Plaid Cymru seeking support to their campaign for an all purpose recreational centre to be provided to meet the needs of Dyfed County and that such a centre should be located at Carmarthen. The letter was supported.

57. Conference of Local Councils

It was resolved that the following motions be put to the National Secretary of Local Councils Association for discussion at the Conference to be held at Aberystwyth on the 9th July 1974:

1. "That in the interests of justice and equality this Conference declares itself in favour of a bilingual policy for all future National Meetings and Conferences convened in Wales for and on behalf of Community Councils".
2. "This Conference deplores the high water rates and charges in Wales, and calls on the Welsh Office and the Government to direct the Welsh National Water Authority to drastically reduce the present high rates and charges from October 1st 1974 as an interim measure pending a full inquiry into water rates and charges in Wales".
3. "That this Conference calls for the establishment of a National Association for Community Councils in Wales, similar to the National Association already set up by the new District Councils in Wales".
58. Management of Primary Schools

A letter was received from the County Secretary, Dyfed County Council indicating that his Authority had decided on the principle of grouped management for County Primary Schools, that each management Committee should comprise 15 members, five of whom would be appointed by the Education Committee on the nomination of Town and Community Councils from within the catchment area of the Management Group.

It was resolved that Mr J Howard Thomas be nominated for service on the Management Committee for the Carmarthen Rural/Kidwelly Group.

59. Playing Field

Dr ME Evans reported that the Playing Fields Association were unable to comply with safety requirements relating to the access to the playing field until the District Council's approval had been received to the Association's application relating to that access.

It was agreed that the District Council be asked to expedite the approval sought. It was further agreed that information be sought from the District Council concerning the future use of a portion of the playing field.

Further, in the interest of safety, it was resolved that the District Council be asked to request the South Wales Electricity Board to remove the overhead electric cables across the access to the field.

60. Highways

Dr ME Evans drew the Council's attention to the condition of the footway alongside the Capel Dewi road and the danger to pedestrians from passing traffic. It was resolved that the attention of the Highway Authority be draw to the complaint and that they be requested to proceed with the work in hand.

61. Collections from Mount Pleasant and Login Letter Boxes (Ref Min no 30)

A letter was received from the Head Postmaster assuring the Council that the scheduled collections had been and were being made from both boxes. It was added that instructions had been issued that tablets showing the next collection due to be made must be displayed.

62. Public Lighting

A letter was received from the County Engineer ad Surveyor, Dyfed County Council indicating that the public lighting unit at Philadelphia had been replaced and was now operative.

63. Best Kept Village Competition and Wales in Bloom Award

Information concerning the Best Kept Village Competition 1974 and the Wales in Bloom Awards 1974 was received and noted.

64. Recreational Facilities

A letter was received from the Director of Technical Services, Carmarthen District Council requiring details of recreational areas within the Community.

65. National Association of Local Councils - Circulars

Circulars from the National Association of Local Councils were received and noted relating to the Clerks' Emoluments and Members' Allowances.

66. Planning

The following outline planning applications were considered and observations were made as indicated in each particular case.

D4/819/17 - Wholesale and Discount stores for Frozen Foods, Freezers and electrical appliances at Station Road, Carmarthen. It was agreed that the application be further discussed.
D4/817/17 - Installation of additional 3,000 gallon Petroleum Storage tank with pumps and canopy, together with erection of sign at Llangunnor Road Depot. It was agreed that the application be further discussed.
D4/762/17 - Change of use to small hotel or guest house, Penbryn Mansion. No observations.
D4/756/17 - Office accommodation - Ty'r Waun and adjoining land, Cwmffrwd, Carmarthen. Agreed that the application be further discussed.

Confirmation was also received that the application for the formation of vehicular access at Morlais, Penymorfa Lane, Llangunnor had been approved.
