Minutes of a meeting of a Special meeting of the Llangunnor Community Council held at Login Schoolroom on Thursday the 2nd May 1974 at 8.15pm

PRESENT:

Mr JDJ Morgan (Chairman) Miss Gwyneth Jones; Mrs B Morgan; Mrs E Jones; Mrs ML Morris; Dr ME Evans; Mr JH Thomas; Mr DP Jones;; Rev TJ Evans. County Councillor ET Davies was also present.

23. Apologies

Apologies for absence were received from Messrs J Rees; WG Tucker and DR Jones.

24. Litter

The Special meeting was convened by the Chairman at the request of two members to consider ways and means of dealing with the problem of litter in the area.

After a lengthy discussion during which it was generally agreed that the problem of litter was a serious one, it was resolved that initially the Carmarthen District Council be requested to provide proper and adequate litter bins or baskets at various points on their housing estates and on other estates in the area; outside the Primary School; on or adjoining each bus shelter and on lay-bys and to make proper arrangements for the regular collection of litter from such bins.

25. Abandoned Cars

It was resolved that the District Council be requested to take effective measures to ensure the removal of all abandoned vehicles within the Community Council’s area. In particular it was resolved that the District Council be requested to effect the removal of the 'trailer' stationed on land adjoining Babell Hill.

26. Finance

In order to stimulate interest in local affairs and in particular to the role of the Community Council it was agreed that a contribution of £30 be made under the provisions of the Local Government (Financial Provisions) Act 1963 as amended towards the expenses of the special coach trip organised for a section of the Pupils attending the Llangunnor CP School.

Minutes of a meeting of the Llangunnor Community Council held at Login Schoolroom on Thursday 16th May 1974 at 7.30pm

PRESENT: Mr JDJ Morgan (Chairman), Mrs ML Morris, Mrs E Jones, Mrs B Morgan, Miss Gwynth Jones, Dr ME Evans, Mr JH Thomas, Mr J Rees, Mr DP Jones, Mr WG Tucker, Mr G Bowyer and County Councillor ET Davies was also present.

27. Apologies

An apology for absence was received from Mr DP Jones.

28. Minutes

Minutes of the following meetings were received, verified as correct and signed by the Chairman:
a. Annual Meeting of the Council held on the 18th April 1974
b. Planning Committee held on the 2nd May 1974
c. Special Meeting of the Council held on the 2nd May 1974.

29. Swimming Pool - Llangunnor CP School (Reference Minute no.10 (a)

It was resolved that a deputation comprising the Chairman, Vice Chairman and Dr ME Evans should discuss with the Chief Education Officer, Dyfed County Council the question of the availability of the Llangunnor CP School swimming pool to the children during non school hours.

30. Bus Shelter - Pibwrlwyd Cross Roads (Ref. Minute No.10 (c)

A letter was received from the Chief Education Officer granting permission to the erection of a bus shelter at Pibwrlwyd Cross Roads and requesting that the Community Council should provide a footpath from the shelter across the grass verge to the curbside. In view of the site approved by the County Engineer and Surveyor it was agreed that a sub-Committee comprising the Chairman, Vice Chairman, Chairman of the Planning Committee and Mrs ML Morris inspect the site and submit a report on its suitability.

The letter from the Chief Education Officer also requested the Community Council to install sodium lighting on the intersection outside the College. It was resolved that the Highway Authority be requested to extend the sodium lighting system from Belmont, Pensarn to the College.

31. Eisteddfod Bro Myrddin (Reference Minute No.10 (d))

The Chairman conveyed a request from Mr W Brice, Glenwood, Pensarn that he be given the Council's blessing to organise a house to house collection towards Eisteddfod Bro Myrddin. The Council welcomed the offer and readily gave consent.

32. Sticle Footpath (Ref. Minute No.11)

A further letter was received from Mrs Burns, Sticle Bach, enclosing copy of a letter she had sent to Mr H. Dewi Evans, the owner of the land alongside Sticle footpath urging him to clean up the area by removing from it various bulky refuse deposited there as well as the lorry cabs. She asked the Council to support her action by writing a similar letter to Mr Evans.

The Council supported Mrs Burns' action but decided that a request be sent to all industrialists in the Pensarn area to make a special effort to clean up their respective areas.

33. Public Footpaths (Ref. Minute No.13)

Mr JH Thomas reported on the deliberations of the meeting held at Carmarthen on the 26th April. It was said that a Ramblers Association was to be formed in Carmarthen and that Mrs ML Morris had been elected to serve on steering Committee. On the question of signposting public rights of way, it was agreed that this be discussed by the Council's Planning Committee.

34. Abandoned Cars.

The Clerk was directed to obtain copies of the various Acts governing the removal of litter and abandoned cars for discussion by the Council.

35. Purchase of Unigate Administrative Block for use as Social Centre (Ref. Minute No.10 (e)

The Council considered the merits of the Parish Council's resolution to purchase the administrative block of Unigate Creameries, Pensarn for use as a social centre and were reminded that the letter received from Unigate Properties Ltd had indicated that the premises as a whole had been sold to one purchaser. Dr ME Evans proposed that the County Director of Social Services be urged to secure the building for use as a luncheon club for the elderly

In view of the fact that the building had already been sold it was resolved that no further action be taken. It was further agreed that the question of providing a Community Centre be placed on the Agenda of a future meeting.

36. Chairman's Allowance.

After a discussion it was resolved that no fixed allowance be made to the Chairman but that the expenses of this office, as envisaged in the Local Government Act 1972, be sympathetically considered as and when the occasion requires.

37. Letter Boxes.

Miss G Jones reported that the collections from the Mount Pleasant letter box had been so haphazard and the information on it so unreliable that potential users refrained from doing so. Similar complaints were made regarding the letter box at Login.

It was agreed that a complaint be sent to the Postmaster.

38. Unclassified Roads.

County Councillor ET Davies reported on the individual unclassified roads within the Council's area to be maintained by the District Council under the reorganised Local Government.

39. Planning.

The following outline Planning Applications were considered and observations were made as indicated in each particular case:

40. Special School Project. (Reference Min. No.26)

Letters from the Headmaster of Llangunnor CP School and two scholars were received thanking the Council for their contribution towards the special school project held.

41. Resignation of Clerk.

The resignation of the Clerk was received by the Council with regret and it was resolved to advertise immediately for a successor at a salary of £300-£400 per annum. The Clerk agreed to continue in office for a limited period until the appointment had been made. It was further agreed that the applications, received by the Chairman, be considered by the Council who would also interview the short listed candidates.
