Minutes of a Meeting of the Llangunnor Community Council held at Llangunnor CP School on Thursday the 21st November 1974 at 7.30pm

PRESENT: Mr JDJ Morgan (Chairman), Mr JH Thomas, Dr ME Evans, Mr J Rees, Miss Gwyneth Jones, Mrs B Morgan, Mrs ML Morris, Cllr DP Jones and ET Davies.

Also present four members of the public as observers.

153. Apologies

Apologies for absence were received from Councillor EJ Thomas, Mr G Bowyer and Rev TJ Evans

The Council instructed the Clerk to send a letter of congratulation to Mr G Bowyer on his forthcoming marriage. Also to send a letter to Mr Arthur Harries expressing their hope of a speed recovery to good health and to offer any practical help possible.

155. Playing Field

The Clerk was instructed to take follow up action regarding the letter sent to the Principal Planning Officer, Carmarthen District Council on the 25th October 1974, and to which no reply has been received.

156. Hedgerows Brynglas to Towy Cottage

Council decided to send a further letter to Messrs James Bros., under recorded delivery as all letters in connection with the above matter had not been answered.

157. Brynglas - Estate Side

It was decided to include this matter on the Agenda for the next meeting

158. Bus Shelter - Brynmeurig

It was decided to paint the bus shelter in Brynmeurig with a rubberoid solution and the Clerk was instructed to obtain estimates from contractors. Mr J Rees volunteered to take away the upright plinths in the shelter.

159. Provision of Lights

It was reported that quotations will be forwarded by the South Wales Electricity Board for the provision of lighting outside the CP School, on the Sticle Bach entrance. There was a possibility that the work would be put in hand early in the new year. The Clerk was instructed to write to the Education Authority to ask for outside lights from Sticle path to the School, and switches to be placed in positions outside the building.

160. Surface Water, Brynderi to Pibwr Mill

Whilst a decision had not yet been received from the Area Surveyor, Dyfed County Council in this matter, the Council felt that if the camber of the road had been changed, Dyfed County Council should provide a grid or some alternative way to get rid of this surface water.

161. Welsh Office Report of Alternative By Pass

The Clerk was instructed to send a letter of thanks to Mr Gwynfor Evans, MP for the help he had given in this matter. In addition, a letter is to be sent to the Welsh Office asking for permission to contact their Consulting Engineers who are preparing the proposed new route.

162. Unsightly Rubbish on Pensarn Industrial Estate

The Clerk was instructed to send a further letter to the Director of Public Health and Housing, District Council, to ask what action, if any, had been taken.

163. Long Term Plans, Llangunnor

During the discussion on this subject, the need for a Community Centre, more use of the CP School and toilets by the public and grants made by the District Council for swimming pool supervisors were mentioned. Clerk was asked to write to the Director of Education asking for the full operational use of Llangunnor CP School as a Community Centre. Reference was made to previous correspondence with the Chief Education Officer in the matter.

164. Bus Shelter at Pibwrlwyd

It was decided to include the question of Bus Shelter at Pibwrlwyd and the reference that all public footpaths signs be printed in Welsh, in the Agenda for the next monthly meeting of the Council.

165. Clerk's Salary

The Council decided to increase the Clerk's salary to £400 per annum from the 21st November 1974. In addition, the Clerk is to present a breakdown of expenses incurred on behalf of the Council at their next meeting.

166. Forthcoming Events 1975

The Clerk read a letter from Carmarthen District Council, Public Relations Officer, asking to be supplied with a copy of Llangunnor Parish listed events for 1975 eg Carnivals, Exhibitions, Regattas, Shows, Dances etc., He was instructed to include an item on this in the Llangunnor News, to notify the Clerk of all such events.

167. Application for Grant Aid

An application from the Citizen's Advice Bureau, Carmarthen for a grant was approved. It was decided to pay the sum of £10.

168. Primary School Management Committees

During the discussion following the production of the list of members of Primary School Management Committees, it was noted that this Council was not represented.

169. Future Candidate for Council

A letter was read from Mr RO Griffiths, 71 Eldergrove, Llangunnor making application for his name to be recorded as a candidate for any future vacancy which occurs on this council. This was agreed to.

170. Thyssen Development, Blaengwastod Road, Llangunnor

A letter from the newly formed Eldergrove Community Association was read. A number of points were raised, eg road safety on Blaengwastod Road, Road Name Plates etc., and it was decided to include this letter on the Agenda for the next Council meeting. Reference was made to previous minutes on points raised.

171. Invitation to Chairman

An invitation was read from the Eldergrove Community Association for the Chairman of the Council, Mr JDJ Morgan, to attend a Childrens' Christmas Party at Llangunnor CP School, on Saturday the 7th December 1974 commencing at 3pm. The invitation was accepted and the Chairman will pay the sum of £5 towards the event from the Chairman's Fund.

172. Finance

The following accounts were approved for payment:

An account for £19 presented for payment by Morris and Phillips is to be checked by the Clerk and presented to Council.

173. Dirty Pavements

It was decided to write to the Highways and Transportation Department, Dyfed County Council, asking for the pavements and roads in Pensarn to be cleaned.

174. Bus Shelter, Tregynwr

A member complained that the ground in the bus shelter, Tregynwr was constantly full of surface water. Councillor DP Jones promised to follow this matter up with the District Council.

175. Posters and Notices

The Clerk was instructed to contact the relevant political organisations concerned to ask for the removal of all posters, notices connected with the election, from lamp posts, buildings etc in the Llangunnor Area.

176. RAF Trailer on Babell Hill

The question of the removal of the ex-RAF trailer on Babell Hill is to be included on the Agenda of the next Council Meeting.
