Minutes of a Meeting of the Llangunnor Community Council held at CP School, Llangunnor on Thursday 19th December 1974 at 7.30pm

Present: Mr JDJ Morgan (Chairman), Rev TJ Evans, Mr WG Tucker, Dr ME Evans, Mr DR Jones, Cllr DP Jones and Mrs ML Morris.

Also present five members of the public representing the Eldergrove Community Association

179. Apologies

Apologies for absence were received from Mr G Bowyer, Mr JG Thomas, Miss Gwyneth Jones, Mrs E Jones and Mrs B Morgan.

180. Playing Field, Brynmeurig

Councillor DP Jones reported that following a site meeting on the playing field, it had been decided that the whole of the playing field be reserved as a play area. He added that he could not understand a reference to a car park which had been raised during discussions. Correspondence was read by the Clerk in which no reference had been made to a car park. Councillor DP Jones said he will pursue the matter with District Council.

181. Hedgerows Brynglas to Towy Cottage

When it was reported by the Clerk that Messrs James Bros., had ignored al previous letters on this subject, Council decided that one more letter be sent, again under recorded delivery.

182. Bus Shelter, Brynmeurig

The Council considered estimates submitted for painting this Bus Shelter with special paint. After some discussion it was decided to accept the lowest tender submitted by Messrs Kemmfibreglass Ltf., Llanybyther of £40.

183. Welsh Office Report of Alternative By Pass

When the Clerk reported that his letter to the Welsh Office asking for permission to contact their Consulting Engineers had not been answered, it was decided to raise the matter again at the next Council meeting.

184. Unsightly Rubbish on Pensarn Industrial Estate

A Council member complained about the slow progress in this matter and said that conditions were such as could lead to an outbreak of Dysentery. The Chairman's suggestion to write to the Director of Public Health and Housing, District Council asking for a site meeting on Sticle Bach footpath and Stephensway, was adopted.

185. Long Term Plans, Llangunnor

The question of the full operational use of CP School, Llangunnor as a Community Centre was further discussed. A letter was received from a Llangunnor resident in which he complained that although the Youth Club (on whose behalf he wrote) was grateful for the use of the Hall, he deplored the lack of use of toilets. He asked for the Council's help to remedy this situation which (he said) could be a health hazard. It was resolved that a letter be sent to the Director of Education asking him to meet a deputation from this Council, and, in particular to specify a suitable date.

186. Bus Shelter at Pibwrlwyd

It was unanimously resolved to invite Messrs Morris and Phillips, builders, Llangunnor, to provide the Council with an estimate of the cost of building a bus shelter to be erected at Pibwrlwyd.

187. Forthcoming Events 1975

It was decided to ask Secretaries of organised functions to provide a list of events, and dates during the 1975 season.

188. Primary School Management Committees

Again, the omission of a representative from this Council from the list of members of Primary School Management Committees was deplored, despite the large population of this area. The name of Mr JH Thomas, a Council member had been submitted in good time, without success. The Clerk was instructed to write to the appropriate authority expressing concern at teh omission and to express the hope that this Council will not be overlooked again.

189. Thyssen Development, Blaengwastod Road, Llangunnor

It was revealed during the discussion that the 40mph restriction sign had been moved to a point near the house called "The Willows". The Chairman, Mr JDJ Morgan invited a member of the Elder Grove Community Association to speak on the subject. He alleged excessive speeds all along the road from the bus shelter, Brynmeurig, to and beyond "The Willows" were a frequent concurrence. Also, that cars can and do turn into the estate at high speeds. He made the point that there are many more houses in existence now than when the sign was erected and that greater number of children could be at risk.

After a full discussion, the Clerk was instructed to write to the Dyfed County Engineer and ask for that section of road from Mount Pleasant Cross Roads to Login be restricted to 30mph and to stress the risk to the increased number of children and refer to the greater number of houses now on the estate.

When the spokesman commented on the fact that there were five places on the estate without road name plates, the Chairman pointed out that this was a private estate, and this Council had no jurisdiction in the matter.

The spokesman gave a vote of thanks on behalf of his Association for the £5 gift from the Chairman's Fund towards the recent childrens' party. This is to be confirmed in writing.

190. Finance

The Clerk was instructed to pay the account of £19 to Messrs Morris and Phillips for moving a bus shelter at Nantycaws. The Clerk's expenses incurred on behalf of the Council were agreed at £2 per week. Payment of one quarter's salary of £83.33 was approved. It was resolved that, in future, any two signatories out of three names to the bank, will be accepted to authorise cheques. The Clerk is to notify the Bank concerned.

191. Bus Shelter, Tregynwr

A member of the Council reported that tarmacadam will soon be laid on the floor of this Bus Shelter.

192. Public Footpaths

A preliminary discussion revealed that this was a subject matter which required some preliminary research into the cost of signs, clear definition of footpaths etc. It was resolved to place this subject on the Agenda for a future special meeting.

193. RAF Trailer on Babell Hill

Reference to previous Minutes and correspondence was necessary and these were to be produced at the next monthly meeting.

194. Brynglas - Estate Site

Clerk read a letter from Dyfed County Council, Highways and Transportation Department. Action is being taken to correct the poor road surface; Centre line markings are to be laid, and rubble encroaching on the footway will be cleared when labour is available.

195. Caravan Site

The question was raised as to whether the Caravan Site at Tygwyn had been issued with a caravan licence. The Clerk was instructed to write to the District Council to clarify the matter.

196. Login to Star - Road Surface

When a member of the Council complained about the rough state of the road surface from Login into Star, it was emphasised that unless this was attended to soon, vehicles would be unable to use this stretch of road. It was resolved that the Clerk should write to Dyfed County Council, Highways and Transportation Department asking for their attention and action.

197. Increased Complement of Officers in Dyfed County Council, Planning Department

The Council viewed with alarm the greatly increased number of staff required by all departments, Dyfed County Council. It was resolved that the Clerk should write to the Community Council Association asking for the matter to be placed on the Agenda of the next quarterly meeting.

198. Future Candidate for Council

An application was read from Mr Hugh Perry, Virginia Lodge, Pensarn, for his name to be recorded as a candidate for any future vacancy which may occur on this Council. This was agreed to.

199. Office Furniture

The Clerk was authorised to purchase one four drawer steel cabinet to house documents used by the Council. The cabinet will, of course, remain the property of the Council.

200. Llangunnor Youth Club

An application from the leader of the Llangunnor Youth Club for financial aid was approved. The Council decided to make a grant of £50.00. The grant is allocated towards the purchase of necessary equipment used by the Youth Club. A balance sheet is to be requested from the Youth Club Treasurer.

201. Llangunnor Welfare Committee

An application for a grant in aid of the Llangunnor District Welfare Association was approved. The Chairman will donate £10 from his Fund.
