Minutes of a Meeting of the Llangunnor Community Council held at Llangunnor CP School on Thursday, the 17th October 1974 at 7.30pm

PRESENT: Mr JDJ Morgan (Chairman), Mrs E Jones, Mr DR Jones, Mr JH Thomas, Rev TJ Evans, Mrs B Morgan, Miss Gwyneth Jones, Mr WG Tucker, Mr G Bowyer, Mrs ML Morris, Mr J Rees, Cllrs DP Jones and ET Davies.

Also present two members of the public as observers.

128. Apologies

Apology for absence was received from Dr ME Evans.

129. Minutes

The Minutes of a Meeting of the Council held on the 19th September 1974 were received, accepted as correct and signed by the Chairman.

Also Minutes of a meeting of the Planning Committee held on the 24th September, 1974 and 8th October 1974 were received as correct and signed by the Chairman.

130. Playing Field

Following a report by Councillor DP Jones of his enquiries into the layout of the playing field, it was decided to make application to Dyfed County Council for the whole of the field to be used as a playing area.

131. "Llangunnor" Sign

A proposal to apply to the County Surveyor for the erection of a sign with the Parish name "Llangunnor" on the boundary of the Parish was defeated by six votes to three.

132. Name of Community

Mr G Bowyer outlined his reasons for the spelling of the Parish as "Llangynnwr" and that this spelling should be passed on to the District Council. This was seconded by Mrs E Jones.

Miss Gwyneth Jones spoke against this spelling and that the name should remain as "Llangunnor". This amendment was seconded by Councillor DP Jones.

A further amendment put forward by Mr JH Thomas, seconded by Mr JDJ Morgan, Chairman, was a referendum, and this meant calling a public meeting of Llangunnor Parishioners. On being put to the vote, the result was as follows:

For the second amendment (Mr JH Thomas) Two Votes For the first amendment (Miss Gwyneth Jones) Six Votes For the proposal (Mr G Bowyer) Two Votes Two members abstained from voting.

The spelling of the Parish name is therefore, to continue as "Llangunnor".

133. Telephone Kiosk

After the Clerk had read a letter from the District Council, he was instructed to answer stating that this Council agrees not to press for the removal of the telephone kiosk from its present position.

134. Long Term Plans, Llangunnor

A letter from Mr Carnegie, Chief Development Plan Officer, Carmarthen District Council was read contents were noted. This Council will fully discuss the plan when it is ready for inspection.

135. Unsightly Rubbish of Pensarn Industrial Estate

It was decided to bring this matter forward at the next Council Meeting.

136. Broken Fence Below Tregynnwr Estate

As the letter written to the Cawdor Estate Office had been sent in error the Clerk was instructed to send a further letter apologising for this. He was now asked to send a letter in this connection to the District Council.

137. Hedgerows Brynglas to Towy Cottage

No reply had been received to the previous letters sent to James Bros., and the Clerk was instructed to send a further letter.

138. Electric Lights on Sticle Bach Footpath

Mr JH Thomas reported to the Council that the South Wales Electricity Board were looking into the suggested alternative way of feeding the points and to avoid the cutting down of trees.

139. Finance

The following accounts were approved for payment:

140. Swimming Pool

The Chairman, Mr JDJ Morgan stated that he had a discussion with the Headmaster of CP School, Llangunnor. He has now arranged for the preparation of notes for distribution via the children. This had been done previously.

141. Parish Quiz

The following team was nominated to attend the Annual Quiz on the 17th January 1975. Mrs ML Morris, Councillor DP Jones, Miss Gwyneth Jones, Mr JDJ Morgan (Chairman) Reserve Mr TR Evans, Clerk.

142. Sign Indicating A48 Road

No reply had been received to the letter sent to Highways and Transportation Department pointing to the need for an A48 sign on the approach to the roundabout to indicate the road to Swansea. The Clerk was instructed to follow the matter up.

143. Cutting of Trees Overhanging Roman Road

The Clerk was instructed to follow this matter up as no reply had been received.

144. Brynglas - Estate Side

Mr G Bowyer drew attention to the poor road surface, the absence of white lines, and to the need for the extension of the pavement on the right side proceeding from Carmarthen. Also, rubble was encroaching on to the pavement on left side of road. The Clerk was instructed by the Council to write to the Area Surveyor.

145. Abandoned Cars at Brynmeurig

The Clerk was instructed to write again to the District Council drawing attention to the continued use of the District for dumping old cars and rubbish, back of Rhoslas and Brynmeurig.

146. Bus Shelter - Brynmeurig

The Clerk was instructed to contact Messrs Morris and Phillips requesting the replacement of slates which had become dislodged on this shelter.

147. Provision of Lights

Councillor DP Jones drew attention to the lack of lighting outside the CP School, on the Sticle Path entrance. Council agreed and instructed the Clerk to write to the South Wales Electricity Board asking for an estimate of the cost of providing the necessary light. Also, to write to the District Council asking for the removal of the broken wire netting in the same area.

148. Surface Water, Brynderi to Pibwr Mill

Mrs ML Morris drew attention to the large area covered by surface water after heavy rain. She suggested that the provision of a grid across the gateway into the field opposite Pibwr Mill would improve matters. Councillor ET Davies said he would raise the matter with Dyfed County Council. In addition, the Clerk was to write to the District Surveyor.

149. Long Term Plans, Llangunnor

Mr JH Thomas' request to place this subject on the Agenda for the next Meeting of the Council was agreed to.

150. Welsh Office Report of Alternative By-Pass

The Welsh Office letter dated the 11th October 1974, and the letter from the 'Ombudsman' dated the 14th October 1974, were read and received by the Council. The Clerk was then instructed to write to Mr Gwynfor Evans, MP asking for his support in our quest for a Public Enquiry.
