202. Chair's Announcements• Leader of the CCC resigned unexpectedly a few weeks ago due to family reasons
• An invitation has been extended to Cllr E.Williams, to the Christmas Fair in Babell Chapel – he will be attending

205. MinutesIt was RESOLVED to approve the minutes of the Extraordinary meeting of Council held on 10th November 2025 subject to noting that item 196 (Public Participation) did not happen
205. Notice of VacancyNo request for election received for the seat vacated by Jennifer Slate, therefore the Council can continue with the co-option of this seat
206. Reduce Toilet CleaningDiscussion was had in relation to reducing toilet cleaning from January to March from every three weeks to monthly. It was RESOLVED that the financial savings that could be achieved were minimal and therefore it was best to leave it in place for this financial year.
207. Drainage and Culvert clearance measures during the winter months in the Pensarn areaDiscussion was had in relation to the recent flooding the Pensarn area. Several action points were AGREED
a) It is reported that the pump under the flood wall was broken – confirmation requested as to if this is now working
b) Request to see the regular maintenance schedule on drainage and culverts in Pensarn area
c) Engagement with Coastal Adaptation Officer AGREED

a) It was RESOLVED that a budget for running the Christmas Event of £500 be provided
b) Update on plans for event was provided by the Clerk, special thanks to Castell Howell for the provision of 120 Selection boxes to be given to the children.

210. Receive draft budget for 2026/2027Draft of budget for 2026/2027 was received from the Clerk, discussion surrounding this was had and the following amendments AGREED a) 2. Capital Projects - Park Signage - £1,000 Green Box Art Project Trial - £1,000 b) 28. Repairs and Renewals – Remove Signage (reallocated to Capital projects) c) 33. Councillor Allowances – Add Cllr G.Bevan, remove the £150 Chair’s payment as agreed 19 June 2025
211. Reports from Members Representing Council on other BodiesRiverside Association -
One Voice Wales - Cllr Lee Whatley requested permission to vote at the next meeting on behalf of the Council AGREED
School Governors - Cllr Joan Evans had provided a report to be read in her absence, • Governors meeting held on the 6th November where it was reported that green fencing had been placed around the school to safeguard the children • School Council has been selected • Concerns raised regarding the room sizes available to the school for the next academic year • Ongoing issue of ‘pinhole’ leak found above the school, discussions are ongoing between the water company and CCC. • Advised of the excellent 94.76% attendance which is very close to the target of 95% • New lines have been painted outside the school entrance to ensure sufficient space for buses etc, no police involvement or penalties have been issued • The school requested that the following was reported “should there be found an issue regarding the parking that it be taken up with the school or the community council rather than through any social media platform’. • She had attended a short Remembrance Service in school on Tuesday, 11 November where all the pupils were so well behaved but more importantly were respectful, understood the importance of the service through discussion, singing and praying. • An invitation has been made to the Christmas Fayre on the 9th December at 3:30pm

County Councillor ReportCounty Councillor Elwyn Williams reported the following: • Voted in Linda Evans as leader of Plaid Cymru - Cllr M.Williams - queried if anything had been heard in relation to a motion for the halt of wind farm applications – Cllr E.Williams reported that limited exposure to the large planning applications is had at County Council level so the impact would be minimal Cllr Whatley queried if there had been any feedback on the effect of flooding – Cllr E.Williams reported that he had heard that there had been some issues with claiming the flooding grants, and commented on the limited information available in relation to the business grant
213. Councillor's Report a) Cllr J.Evans – Parts of report read; recorded in School Governors section above as relates to the School• Cllr Lee Whatley: Query from resident, Eileen Jones as to why is there no tree at the bottom of Pensarn. Comment made in relation to a previous decision regarding costs and historical issues with the electric at that site. Eileen Jones is knitting snowmen for Prostate Cancer to sell in the community.
• Cllr G.Bevan – Police Commissioner role ends at end of term of office and there is a newly appointed locally raised Police Constable, Ivan Charles
