Minutes of the Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 20th December 1979 at 7.30pm

Present: Councillors G Bowyer (Chairman), Miss G Jones, Mrs M Lloyd, Mrs B Morgan, Mrs ML Morris, Mr EJ Dalis-Davies, Mr WDV Evans, Mr THM Jones, Mr RO Griffiths, Mr JDJ Morgan and Mr D Williams.

In Attendance: County Councillor ET Davies

96. Apologies

Apologies for absence were received from Councillor Mrs E Jones and District Councillor H Ll Williams.

97. Greetings

The Chairman extended his congratulations to the Clerk and Mrs Morgan on the birth of a son that afternoon an Christmas greeting to members of the Council and to Councillors ET Davies, EJ Thomas and HW Williams who had attended Council meeting faithfully throughout the past year.

98. Minutes

It was RESOLVED to confirm the Minutes of the Council and of its Planning Committee held on 15th November 1979, copies of which had been circulated to members, subject to the correction of Minute 84 to read as follows "To note that the erection of a lamp at the rear of the Little Chef, Nantycaws has now been approved by the Highway Authority and that SWEB had ordered the necessary equipment and would be in a position to carry out the work in the near future".

99. Carmarthen Railway Station - Proposed Relocation

The Council was informed that a further joint meeting of bodies affected had been convened by the County Council to discuss the proposal by British Rail to relocate the Railway Station at the Junction, Pensarn and that this would be held on Wednesday 16th January 1980 at 2pm. Councillors THM Jones and David Morgan indicated that they would be able to attend this meeting on the Council's behalf and it was RESOLVED to note the position.

100. Dyfed Passenger Transport Plan 1980-85

The Clerk stated that as instructed he had submitted the completed questionnaire to the County Council in connection with the preparation of the Dyfed Public Passenger Transport Plan 1980-85 and informed members that he had repeated their previous request for a round trip service to be introduced from Town to Login Square to be operated by a single company in place of the existing split service. It was RESOLVED to instruct the Clerk to make inquires about the position regarding the proposed applications by Messrs Davies Bros to the Traffic Commissioners for permission to operate such a service to Llangunnor.

101. Tregynnwr Public Lighting - Vandalism

The SWEB and the Chief Constable had been informed of the Council's recent decision (Minute 85) regarding the vandalism of public lighting fittings at Tregynnwr and as further steps to combat this problem it was RESOLVED
(i) To request the Director of Education to arrange for the showing in all schools in the Carmarthen area of an educational film recently issued on the subject of Vandalism
(ii) To request SWEB to submit a quotation for the replacement of the recently damaged lighting fittings at Tregynnwr with special vandal proof fittings.

102. Age Concern

Councillor Mrs ML Morris reported on the Seminar which she had attended at Ferryside on 28th November 1979 arranged by Age Concern Dyfed. The theme of the Seminar was "The Needs of the Elderly" and representatives present had been addressed by a number of experts practising in this field. In her view the particular problem so far as Llangunnor was concerned was how to ensure the continuation of the Meals on Wheels service to the elderly in the parish and she emphasised that they were desperately short at present of volunteers to operate the service. Mrs Morris appealed for more volunteers to maintain the service, who should contact either herself or the Clerk.

103. Blue Peter Appeal Fund

The Vice Chairman reported that he had handed over the Council's contribution to the Fund at a recent function and that the local organisers had now raised almost £300 in the parish towards the nationwide Appeal for Relief Work among Cambodian Refugees. It was RESOLVED to record the congratulations of the Council to the local organisers on their wonderful effort.

104. Christmas Carol Service

The Chairman informed members that he had attended the Annual Christmas Carol Service arraned by Cymdeithas Sant Cynnwr and held at Capel Babell, Pensarn. He had read the usual lesson at the service and a most worthwhile evening had been spent by all present.

105. Ty Penbryn - Pavements

The Clerk reported that he had been informed by the Area Surveyor, Pensarn, that there were no plans to provide pavements outside Ty Penbryn, the new public house, due to lack of funds as a result of Government cut backs in expenditure.

106. Pibwrlwyd - Croesyceiliog Junction

Members considered the oral response of the Area Surveyor, Pensarn, to their request for a site meeting to discuss possible improvements being made to the visibility at the above mentioned junction. The Area Surveyor considered that the junction complied with the accepted standards as laid down in the various highway manuals and, whilst not refusing to attend a site meeting, had requested a prior statement of reasons as to why the Council considered improvements to the visibility were necessary. It was RESOLVED to write further to the Area Surveyor along the lines indicated by members.

107. Highway Matters

It was RESOLVED to note the contents of a letter from the Area Surveyor, Pensarn in response to certain highway matters raised by the Council.

108. Penymorfa Lane - Railings

It was RESOLVED to instruct the Clerk to contact the District Council's Director of Works once again about the condition of the railings alongside Penymorfa Lane. They had now been in a dangerous state for some time and remedial works (even if only on a temporary basis) should be carried out as a matter of urgency to prevent the occurrence of an accident.

109. Public Lighting

The Clerk read out a letter from SWEB informing the Council that it was proposed to increase the cost of electrical energy (for the third time recently) as from 1st April 1980. The increase was of an unspecified percentage at this stage and provision would have to be made for this increase in next year's estimates.

110. Grant

It was RESOLVED to contribute the sum of £25 towards the Llangunnor CP School Fund to be utilised for general school purposes.

111. Account

It was RESOLVED that the under mentioned account be passed for payment

112. Annual Dinner

It was RESOLVED to hold the Council's Annual Dinner in late January/early February at some suitable location within the parish and the Clerk was instructed to make the necessary arrangements.

113. Pensarn Village

It was RESOLVED to instruct the Clerk to make inquiries as to the possibility of producing a film or booklet on the history of Pensarn Village before the remaining residential properties were demolished as part of the proposed Southern By Pass Scheme.
