Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 15th November 2018

PRESENT: Councillor Sandra Thomas (Chair), Geraint Bevan, Paul Totterdale, Alun West, Lee Whatley, John Porter, Robin Griffiths, Vivian Davies, Jennifer Slate and Dafydd Williams

APOLOGIES: Councillor Alexandra Trowbridge-Matthews and Elwyn Williams

2. Police Report - PCSO Josie Jones in attendance

18/10/2018 Suspicious male, Brynmeurig A male was seen walking around the Brynmeurig area of LLangunnor causing alarm and distress to local residents Area patrol conducted and a male matching the description was locate by officers. Male was spoken to and confirmed his reasons for being in the area. All in order, the caller was updated and provided with reassurance
31/10/2018 Anti-social behaviour A group of youths causing concerns to local residents in the Penymorfa area, believed to be playing 'knock and run' Units dispatched to the area. No youth's matching the description located at the time. Reassurance was provided to local residents and Police have and no further calls
She also informed the Council that the force was holding a Day of Action to highlight vulnerability and providing information, advice and guidance - 22nd November 2018 at 2.00pm Members asked that Dyfed Powys Police keep an eye on parked cars opposite bus stop by Charlies, some were there all day and can cause an obstruction.

3. Chair's Announcements

• On October 31st I spent some time with the Art, Chat and Craft Group at the Aelwyd. she presented them with a donation to cover their insurance costs. At the same time she presented Amanda, the lady in charge of the Aelwyd with a donation to help with refreshments at a community Christmas party
• On November 8th she attended a meeting of the Sugarcraft Guild at the Aelwyd. she presented Nadine Smith, Acting Chairperson, with a donation to help with the hire of a minibus to exhibit items in the Welsh Sugarcraft Show in Cardiff
• On November 9th she attended Llangunnor School Remembrance Service. Councillors Elwyn Williams and Robin Griffiths attended too. A poppy wreath was placed at the back of the school hall by two members of the School Council. she also presented Rhydian Edwards with his Chain of Office as Chair of the School Council. Rev Delyth Richards gave an address to the children
• On November 11th she attended the Remembrance Day Service at Llangunnor Church led by Rev Aled Griffiths. Her sincerest thanks goes to Aled for officiating at this service. Poppy wreaths were placed on the wall at the back of the church by herself and Rhydian Edwards, Chair of the School Council. Other members of the School Council also attended. She would like to thank all the Councillors, who attended this service, which was very dignified and moving. She added a huge thank you to Councillor Robin Griffiths and Esme Griffiths for setting up a very beautiful and effective display of memorabilia from the First World War and poppies, on the table at the back of the church
• On the evening of November 11th fifty five people attended the Battle's Over Event at Llangunnor Church. This was a very poignant and memorable event, where the Last Post was played and the church bell rung 100 times to remember the huge sacrifice that was made in the First World War. Thank you to Archdeacon Dorrien Davies and Rev Delyth Richards for attending the event. A huge thank you to Mr Ian Axon, a member of the Carmarthen Band, who played the Last Post and to Cyril Phillips for ringing the bell 100 times. Thank you too to the Councillors and the Clerk, who attended the event. She thought it would stay in memories for a very long time
• This morning she visited the friendship centre at Babell Zion to present Helen Gibbon with a donation to help with kitchen equipment when they have their new extension

5. Minutes

It was moved by Cllr Totterdale and seconded by Cllr Griffiths (minute 1118-5) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on October 25th 2018

6. Minutes of Extraordinary Meeting

It was moved by Cllr Dafydd Williams and seconded by Cllr Slate (minute 1118-6) and RESOLVED unanimously to approve as a correct record the minutes of the extra-ordinary Council meeting held on November 1st 2018

7. The Park / Environment Committee

No meeting had taken place, noted that Clerk ensure that when meeting takes place that draft minutes are brought to following monthly meeting for information and consider any recommendations

8. Web / Media Committee

No meeting had taken place. Clerk informed members that the translation of the newsletter had now been returned and he would get it to Cllr Slate by tomorrow (Friday) afternoon, Cllr Slate together with Clerk to make any slight changes needed and it will then be sent for printing. The Chair on behalf of the members thanked Cllr Slate for all her hard work

9. Finance Committee

Draft minutes of meeting (9th November) circulated. It was highlighted that any member who did not wish to receive a payment in accordance with Determination 44 of the Re-numeration Panel Recommendations would need to inform the Clerk by January 1st 2019, payments would be made pro-rata using the monthly meeting date as the reference point; payments would be made in March 2019. Cllr Whatley reminded Council that under minute 0417-8 that each member be paid a sum of £50, this will be included in the March payment. Committee Chairs were reminded that if they wished the Finance Committee to consider any expense for 19/20 then they need to let the Clerk know

10. Christmas Decoration Committee

Draft minutes (9th November) circulated, Clerk reported that the committee were satisfied that plans were all to hand for a successful night on the light switch-on on 21st November

11. Valero Monies

No meeting had taken place, to be arranged in the near future

12. Vacancy on the Council

The Clerk reported that notices were now in place and that the closing date was 30th November

13. Defibrillators

Clerk reported that as the defibrillators needed to be mounted externally then the ones at Yr Aelwyd and the School would need external cabinets, following a brief discsussion it was unanimously agreed (minute 1118-13) that two cabinets be ordered at a sum of £990. Clerk to contact Welsh Hearts to arrange an 'open' training session in the 2nd/3rd week in January, these to be well advertised to ensure as many people as want to can attend

School Governors - No meeting

Carmarthen Town Regeneration Forum - No meeting

Town and Community Council Forum - Clerk had attended - a) Universal Credit now being rolled out in Carmarthen for new claimants, existing ones would probably go on it in 2020; b) little change in the Re-numeration panel recommendations for 19/20; c) Carmarthenshire County Council organising a special meeting to discuss budget setting for 19/20, Clerk to circulate details when they are too hand

It was agreed by 9 votes - 2 votes that the new handyman rates be discussed by the Finance Committee in the first instance

18. Councillor's Report

• Any members who wished for a matter to be placed on agenda to let Clerk know at least 10 days before meeting
• Check with Carmarthenshire County Council whether grit bins had been refilled
• Clerk to follow up on football posts and Chair's donation query with Carmarthenshire County Council

19. Date of Next Meeting

The next meeting will be held on Thursday December 13th 2018 at 6.30pm
