However when transcribing these minutes I have found a number of conflicts both Dafydd Williams and Elwyn Williams are recorded as both being present while also sending apologies - I know they were not present

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 26th July 2018

PRESENT: Councillor Sandra Thomas (Chair), Geraint Bevan, Robin Griffiths, Paul Totterdale, Alun West, Lee Whatley, Jennifer Slate and Alexandra Trowbridge-Matthews (arrived for agenda item 12)

APOLOGIES: Councillor Vivian Davies, Adrienne Mackintosh, Dafydd Williams and Elwyn Williams

2. Police Report

21/07/2018 Cold Callers Persons in the Elder Grove area calling at properties advertising a cleaning company. Elder Grove is a no cold calling zone. NPT are monitoring and Carmarthen County Council, Trading Standards department have also been informed
21/07/2018 Dog Roaming Dog roaming in Rhos Las most evenings. This has caused concern to local residents in the area Dog owner located and suitably advised. No further issues reported

Water Safety Event
The local Neighbourhood policing team attended a multi-agency event with Mid and West Wales fire and Coast Guard on the Quay, Carmarthen. The aim of the event was to promote Water Safety for young children/adults/ families during this busy time of year and throughout the summer holidays

Emergency Services Event
On the 18th of July Carmarthen Neighbourhood Policing team organised an Emergency Services event in Carmarthen Park. Year 5&6 pupils from local Schools were invited to attend and discus any issues/concerns they may have. Crime prevention advice was given to the pupils and a 'stay Safe this Summer' message was promoted to approx. 400 children

Points raised by members:
a) still concern in regard to mobility scooters on Babell Hill, Clerk to check with Carmarthenshire County Council in respect of camber in pavement opposite Babell Chapel
b) red car parking in Pensarn
c) bins are being lifted and placed in road, obvious danger, Clerk to highlight with Carmarthenshire County Council

3. Chair's Announcements

Cllr Sandra Thomas gave the following updates:
i) she was pleased to report that Cllr Mackintosh has attended a recent Park Sub-Committee and was looking forward to her returning on a regular basis;
ii) she had attended the Riverside Festival and presented cheques to them and the Water Safety Partnership;
iii) she had attended Carmarthen Mayor's Civic Service; iv) Cllr Griffiths had attended the Leavers Service at the School

5. Minutes of 2018 AGM

Following a couple of minor amendments it was moved by Cllr Totterdale and seconded by Cllr West (minute 0718-5) and RESOLVED unanimously to approve as a correct record the minutes of the 2018 AGM

6. Minutes

It was moved by Cllr Totterdale and seconded by Cllr Griffiths (minute 0718-6) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on June 21st 2018

7. The Park / Environment Sub-Committee

The Clerk briefly went through the draft minutes of the meeting held on the 4th July the following were noted a) hardcore not placed on path in Penymorfa; b) a meeting of the Sub-Committee was needed in August to discuss on-going issues c) request received from Carmarthen Stars for use of park in August for training, agreed in principal - Clerk to make some enquiries

8. Web Sub-Committee

Cllr Slate reported that she had prepared a draft of the newsletter, this was circulated. Sub-Committee meeting to be arranged early August to take this forward

9. Finance Sub-Committee

No meeting had taken place but Clerk would endeavor to arrange one in August

10. Christmas Decoration Sub-Committee

It was reported that Morrisons were interested in supporting the Council's plans for Christmas, Sub-Committee meeting to be arranged early August to take this forward

11. Valero Monies

Clerk reported that Carmarthenshire County Council had carried out consultation in the vicinity of the junction and no objections had been received. It was moved by Cllr Whatley and seconded by Cllr Bevan that a maximum of £15,000 be provided from the Valero monies to carry out the improvements at the Gwynfan junction (Cllr Griffiths moved an amendment that the cost of the work be met by Carmarthenshire County Council- there was no seconder to the amendment) it was approved (minute 0718 - 11) For 6 Against 1 that Carmarthenshire County Council be given the go-ahead. Providing support to the school for improvements to changing rooms was referred to the Task and Finish Group

12. Tour of Britain Cycle Race

Carmarthenshire County Council offering support and requested site meeting, Clerk to arrange

13. Vacancy on the Council

Clerk reported that Cllr Whatley had devised a simple form, it was agreed that it be circulated and if no comments received then it be placed in noticeboards and on website

14. Defibrillators

Clerk reported that he had put Welsh Hearts in contact with Yr Aelwyd and the School, no further update at present

15. Health Check

The Chair circulated a completed form to progress the discussion, Cllr Whatley also presented his report - it was agreed that the Council need to consider:
a) to prepare a vision/mission statement for each term of the Council, this will allow for both the Council and residents to measure 'success' against this statement
b) to communicate more with residents / community groups, it is hoped that the newsletter will improve issues in this area - this will allow the Council to know what is on any residents/groups 'wish list',
c) the Council will then be able to respond to this 'wish list' with what is practical and what is not
d) produce a five-year plan for budgeting purposes although the budget will be considered annually for precept setting reasons,
e) carry out a review of current council policies (to include which ones need updating and publish any that are missing - current council needs to carry out this task, in future it is probably something that needs to be done at the start of any new term
f) ensure that all councillors are encouraged to attend training courses
G) asset register - this is part of the annual audit report but it should be included on the website

It was agreed that this be deferred to the September meeting

17. Reports from Members Representing Council on other Bodies

Riverside Association - No report

One Voice Wales - Cllr Whatley had attended an Area Committee meeting, main issues was Council's taking over Public Rights Of Ways, there appeared to be a lot of suspicion amongst attendees. He also attended an Innovative Conference, main topics included youth engagement, matters to be considered for insurance purposes

School Governors - No report

3 Bus Stop in Penymorfa - "I'm afraid that due to the close proximity of the Penymorfa side road junction, the proposed side less cantilever bus shelter can only be installed at the rear of the footway area (between the BT pole and the existing bus shelter time table). Unfortunately the bus shelter could not be installed with the covered side facing the road purely because (a). The remaining footway area is not wide enough for pedestrians to use and (b). The visibility for vehicles existing the side road junction will be affected. There would be likely criticism as the prevailing weather comes from the Town direction and it is unlikely that any shelter would be provided. Alternatively to have a shelter that has its back away from the bank is not as easy as it sounds, it would have to have space in front of it for pedestrians (including wheelchairs/ buggies etc) to pass, this means that the stanchions holding it would have to be located at the back of the current pavement, to allow for users there would have to be an excavation into the bank of approximately 1.2m (4ft), there's a manhole there which means the drains probably run at this sort of distance and a telegraph pole. There is also the issue of supporting the bank and supporting the fence of the bungalow. Initially just to make the Community Council aware that I was not involved in the original decision process of locating the bus shelter in Elder Grove. Regardless however, following a site visit this afternoon, there is certainly no comparison between the two locations, there is no problems / issues with the visibility in Elder Grove whatsoever. The footpath / bus shelter is positioned on a slight internal curve in the road which obviously provides greater visibility for vehicles existing the nearby side road. With regards to the Junction existing Penymorfa, this is on a slight external curve / section of the road which restricts and impedes the forward visibility" Following a discussion it was agreed that it was very likely that Carmarthenshire County Council opinion would not have changed - no further action to be taken
4 Mount Pleasant Sign - Just to let you know but we've removed the sign face from the frame this morning as it had become insecure / loose. Apparently it looked as if some of the rivets holding the sign to the frame had broken / rusted away Clerk to follow up
5 Overflowing bins & bottle bank - Passed on to appropriate Carmarthenshire County Council section Noted

8 Capel Dewi / Llangunnor Road Junction: Carmarthenshire County Council - "We will be installing 3 bollards to indicate where the new edging is (as illustrated in the attached picture) although it should be noted that drivers should also control their own speeds when approaching junctions" Noted
9 Penymorfa Lane / Sticle Path - Carmarthenshire County Council "The scheme plans do not indicate another bollard should have been installed. Happy to meet on site if you think this is necessary" Noted

21. Councillor's Report.

• Seats in Parish - Inspection to be made
• Cut hedge and tidy around seat in Login Road
• Speed limit in Llangunnor Road on next agenda
• Old concrete bench on 28/1 needs some repairs
• Clarification on who should be cutting grass on plot adjacent recently build property in Penymorfa
• CCTV - Clerk to enquire about number of camera's in Llangunnor
• Chair welcomed Cllr Trowbridge Mathews back to meeting after her absence, she hoped all was well with her
