Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 21st June 2018
PRESENT: Councillor Sandra Thomas (Chair), Geraint Bevan, Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Lee Whatley, Jennifer Slate and Dafydd Williams

Cllr Sandra Thomas gave the following updates:
• She had visited Mrs Eileen Jones to present her with the Community Award, Mrs Jones was very honoured to receive it;
• Attended the school sports, which was very well attended and all had a enjoyable afternoon;
• She had attended Chairing Skills but no one turned up;
• Civic Service to be held on the 9th September in Llangunnor Church, more information to follow;
• Chain of office had been repaired, awaiting quote for adding further tabs on to it;
• Reminded members that the Health Check was on the July agenda

5. Minutes.It was moved by Cllr Slate and seconded by Cllr Griffiths (minute 0618-5) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on May 17th 2018.
6. The Park / Environment Sub-CommitteeThe clerk briefly went through the draft minutes of the meeting held on the 6th June, the following were noted
a) Damage on bridge into Clos King Morgan, contact Carmarthenshire County Council;
b) Path from Talar to Penymorfa very overgrown, clerk to check whose responsibility it is to have it cut;
c) Could clerk ask for plans developed for playing field to be provided for council
The Clerk briefly went through the draft minutes of the meeting held on the 6th June, its contents were noted
8. Finance Sub-CommitteeThe clerk briefly went through the draft minutes of the meeting held on the 12th June, the following were noted a) that the clerk be awarded the annual national salary increase and that all allowances remain the same - unanimously agreed (minute 0618-8)
9. Christmas Decoration Sub-CommitteeThe clerk briefly went through the draft minutes of the meeting held on the 12th June, its contents were noted
10. To consider suggestions from Independent Remuneration Panel for WalesIt was unanimously agreed (minute 0618-10) that the Council adopt the recommendations 2018, however the Finance Sub Committee revisit Determination 47
11. Proposed changes to Hywel DdaFollowing a lengthy discussion where all spoke against the proposed changes, it was unanimously agreed (minute 0618-11) that the clerk responds as follows "The consultation is flawed and sets communities against each other; it needs to ensure that Health and Social Care are addressed together within one organisation. It requires local decision making thus ensuring communities needs are addressed". Copy be sent to MP and AM for information

12. Valero MoniesClerk reported that Phildalphia Chapel had submitted three estimates for work to be carried out at their cemetery, it was unanimously agreed that the clerk write to the Chapel stating that £5,600 would be provided from the Valero Monies, he should stress that this would be the maximum paid, inspection and invoices required before payment released. Clerk checking whether monies can be given to school for maintenance.

13. Tour of Britain Cycle Raceupdate given by Cllr. Griffiths, he / chair and clerk had driven the route through Llangunnor, arrangements in place with the Town Council for putting up bunting and banners
14. The Battle's OverChair confirmed that Ian Axon would play the last post, open invitation for all to attend
15. Vacancy on the CouncilClerk reported that no request for election had been received, 'application' form to be drawn up for residents who wished to be considered for co-option
16. DefibrillatorsClerk reported that 2 defibrillators had been ordered. It had been previously agreed that one should go in Yr Aelwyd, it was also unanimously agreed (minute 0718-16) that the other one be provided for the school, members asked if more could be considered but it was decided that we get these two in place first; there should be a caveat that they should be available for the public. Clerk checking for power supply at the park
17. Plaque in PensarnCllr Griffiths reported that the plaque on the bridge in Pensarn was in need of cleaning, also the bridge itself, it was agreed that the Clerk write to Carmarthenshire County Council asking if this could be done as preparation for the Tour of Britain, also ask Carmarthenshire County Council for future reference pigeons are roosting on a ledge at the top of the underside of the bridge and their droppings are making the bridge look unslighty - can anything be done to alleviate this problem

• Bus Stop in Penymorfa - although this had been visited previously residents were still enquiring whether it could be possible, clerk to bring finding of previous site visit to next meeting, following this request a site visit with Carmarthenshire County Council
• Clerk to follow up request for a bollard to be placed on the Capel Dewi junction with Llangunnor Road
• Contact Carmarthenshire County Council about overgrown paths and trees behind Haulfryn
• Planters - Town Council had confirmed they were being filled and should be up by end of next week
• Mount Pleasant sign damaged / removed - clerk to follow up with Carmarthenshire County Council
• Check whether we need to register following information coming from the Information Commissioner
