Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 17th May 2018
PRESENT: Councillor Sandra Thomas (Chair), Lee Whatley, Geraint Bevan, Elwyn Williams, Robin Griffiths, Alun West, Vivian Davies, Jennifer Slate and Dafydd Williams

Members also brought to the attention of Dyfed Powys Police that a) car parked in Pensarn (it had been reported to Carmarthenshire County Council), b) keep an eye out for mobility scooter travelling on Babell Hill in the road.
3. Chair's AnnouncementsCllr Sandra Thomas thanked the Council for electing her as Chair for 18/19 and was hoping that some of the projects discussed and approved under Cllr Whatley's Chairmanship could be completed. She informed the Council that she would be holding a civic service, further details to follow. She was keen to get the de-fibrillators in position (agenda item for June)
She hoped that all correspondence would be read out and recorded in the minutes. Chain of office - more links required, liase with Clerk to resolve. Disappointed with some of the criticism on social media, hope that her tenure will prove to a proactive one. She had attended Tesco to pick up cheque from groundwork scheme for de-fibrillators. She had attended the Town Council for the Installation of the new Mayor. She had attended Art, Craft and Chat event at Yr Aelwyd

5. MinutesIt was moved by Cllr Elwyn Williams and seconded by Cllr West (minute 0518-5) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on April 19th 2018.
6. The Park / Environment Sub-CommitteeMeeting to be arranged in the next few weeks. Issues included progress on outstanding works, handyman job description

10. Accounts 17/18The Clerk was pleased to report that the Internal Auditor had approved the accounts for 17/18. It was unanimously resolved (minute 0518-10) that the accounts be forwarded to the External Auditors Grant Thornton
11. Code of Conduct TrainingCouncil Chamber Thurs 14th June or Tues 26th June 6.00 - 8.00pm, and it encourages all councillors to attend. Alternatively 1 Voice Wales are holding one on the 22nd May at St Peter's Hall from 6.30-9.00
12. Battle's OverThe Chair reported that a request had been received for the last post to be played and the bells of the church be rung on the 11th November 2018 at 6.50pm - 7.10pm, to commemorate the end of World War 1, it was unanimously agreed (minute 0518-12) that this be organised. Cllr Whatley reminded Council that an oak tree had been planted in Llangunnor Road and that no plaque had been placed there - it was to commemorate the outbreak of World War 1
13. Vacancy on the CouncilFollowing the resignation of Cllr Charlotte Smith the Clerk reported that notices would be placed for the request for an election for a new member in the west ward. If it came to co-option then it was suggested that an 'application' form would be both easier for anyone interested and for Councillor's to make a decision
14. Maintenance of Public Rights of WayClerk had circulated a copy of an email received from the Public Rights of Way Development Officer, it was a request that Community Councils take over the maintenance of rights of way within their community. Following a discussion it was unanimously agreed that (minute0518-14) that, in principal the Council was interested in taking up this offer, however the Clerk to find out further information in regard to a) are regular used paths to be continued to be maintained by Carmarthenshire County Council?, b) have any particular paths been identified? c) is there and estimate of the cost involved available?
15. Reports from Members Representing Council on other BodiesRiverside Association - Councillor Whatley reported that next meeting would be held on the 21st May
One Voice Wales - Cllr Whatley had attended the Area Committee meeting in Llanelli. Matters discussed included training, Re-numeration Panel for Wales, Data Protection (it appears that community council's will not have to appoint an officer for this role), points in respect of the Annual Audit
School Governors - Councillor Griffiths reported a meeting had taken place, school numbers are 304, budget is £996000 - £4000 less this year; £14000 surplus. Music lessons £30 per term - £3 per lesson

• Plaque under the bridge at the bottom of Pensarn put on agenda
• Penymorfa Lane - police had recently had placed the speed van in a position which was unlikely to catch any speeding motorist, interesting to know how many were caught. Would it be possible to put it on the other side, Clerk to make enquiries. Residents requesting further traffic calming measures between Sticle Path and turning up to Penymorfa, Clerk to contact Carmarthenshire County Council
• The Clerk had recently exchanged emails with Mr Eric Evans in respect of the traffic hump outside the park, Mr Evans unhappy with response from Carmarthenshire County Council - could a site visit be arranged
• Bins in the park, it was reported that some household rubbish had been placed in bins this had been resolved. Clerk to make some enquiries to see if bins could be emptied more regularly
• Crash barriers by Towy Garage been damaged - Clerk to make some enquiries
• Clerk to make some enquiries about bollards being placed on pavement outside park to prevent cars parking
The next meeting will be held on Thursday June 21st 2018.
