September 2013

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 19th September 2013.

PRESENT: Cllr Selwyn Thomas (Chair), GP Bevan, DE Williams, G Lloyd, Sandra Thomas, DJ Watson, M Jones, A West, L Whatley, RO Griffiths.

APOLOGIES: Councillor P Totterdale, S Howells, Dafydd Williams.

1. Chair's Announcements

No announcements

2. Standing Orders

It was resolved unanimously Proposed Cllr R Griffiths and seconded Cllr A West that Standing Orders be re-instated (minute 0913-2)

3. Pensarn

The Chair welcomed Mr Mike Bull from CCC's Regeneration Section to the meeting. Mr Bull summarised his role within the section and informed the meeting they were currently working on a Regional Masterplan for the next 10 years for the regeneration of different areas within Carmarthenshire, Pensarn being one of these. Over the next few months a forum will be set up in West Wales to prioritise which areas and what regeneration will take place. He also informed the meeting that consultation will take place along this "journey" and the Council would certainly be involved. Members asked Mr Bull questions on different matters some of which were outside his remit, Clerk to take these up with officers of CCC and report back to next meeting.

The Chair thanked Mr Bull for his attendance and looked forward to the consultation opportunities.

4. Minutes

Resolved to approve as a correct record the minutes of the monthly Council meeting held on 18th July and Planning meetings held on the 20th June and 18th July 2013 (minute 0913-3) Proposed by Cllr D Watson and seconded by Cllr L Whatley.

5. Matters Arising

Matters raised/resolved outside meetings:

a) Pensarn - On the agenda. CCC will be represented at meeting
b) Blaengwastod Road - Speed hump. CCC response: I have checked the ramps with Ian from the DLO and they are within the tolerances for the height of cushions. The camber of the road and the presence of a gully does create a localised low spot, but if the ramp is re-profiled it becomes less effective as a speed reduction measure. The Road Hump Regulations state maximum and minimum heights of 100 and 25mm respectively, and taking some (crude) measurements it is under the 100mm maximum height. Hope this helps, but if there are still complaints then we could undertake a level survey to be more accurate.
c) Drains Roman Road - CCC: Will investigate/clear. Confirmed that the council had been to investigate.
d) Park Entrance - Awaiting update on safety improvements.
e) Swing in infant park - CCC to carry out remedial work over next week or so.

Planning Issues

1. Naming of new site - Some confusion as site being advertised as 'Maes Y Deri', this is for sale purposes only, assured that site will be called 'Clos Lewis Morris'.
2. Charlie's Sign facing Babell Hill - CCC: Following your comments I went back to the applicants and requested they remove the illumination of the sign that was causing concern, they provided amended details confirming this, therefore the approval allows the sign in its current position but does not give permission for it to be illuminated. Confirmed by members that this had been resolved.
3. Plot opposite 19 Penymorfa - CCC: Please accept my apology for the lateness of this reply, whereby the subject planning application remains undetermined with no target committee date for its consideration.
Subsequent to the meeting with a concerned neighbour regarding various aspects of the development and background to the site, further investigation of the historic enforcement file has confirmed that the BCN dated 21-09-98 was properly served on the owner, whereby one of the required three steps required to comply with the notice has not been complied with.
This is being pursued separately by the enforcement section of the Development Management Service.
The fact that there exists a current enforcement notice in respect of a parcel of land does not preclude either the submission or consideration of a valid planning application on the whole or part of the same. This is in accordance with Welsh Government issued guidance on the subject contained in Technical Advice Note (TAN) 8 Enforcement. The local planning authority will continue to consider and determine the pending planning application W/11895 on the basis of the submitted details, having regard to the materiality of the observations received from the various statutory and third party consultees.
There remains certain issues which are being looked at by our drainage engineers, in view of submitted supporting information and objections from concerned local residents. Once such investigations are completed we would then be in a position to place the application before the Planning Committee of the Council. No such target Committee Meeting date has been identified yet.

6. Council Website

Members had now had the opportunity to look at the initial design of the new webpage. Following a discussion it was agreed that improvements were necessary and it was agreed that Cllr Whatley and the Clerk continue to liaise with ICT and a further report be brought back to the next meeting.

7. To receive a report from the Parks Sub-Committee.

The Chair summarised the current situation. The next major step would be to consult with the community - Cllr Watson/CCC would prepare plans which would be brought to a Council meeting in the first instance.

Cllr Watson was in consultation with Lovells in regards to constructing a 'play wall', these were on-going, the Clerk to check on any insurance implications.

8. To receive reports from Members representing Council on other Bodies

Cllr Watson reported that discussions on a Carmarthen Heritage Pageant still under discussion.

Cllr Lloyd reported that for personal reasons she could not attend the One Voice Wales AGM. Agreed that Cllr Watson go instead.

11. Daffodil Planting

Following a discussion it was agreed that Cllr Watson approach Charlies to see if they were prepared to provide daffodils for the school children to plant in the verge in front of their store.

12. Christmas Tree/Lights

Date to be discussed at next meeting. Clerk to make enquiries in regard to improving the lights on the tree.

13. Civic Service 2013

Following some debate it was agreed that the motion passed in June would only apply to future Chair's of the Council, it was also agreed that this be placed on the agenda of January/February 2014 agenda so that the motion approved be discussed again.

Any Other Business

a) Clerk to ask CCC why yellow lines were not extended to bridge at bottom of Babell Hill. Also some 'gaps' in yellow lines eg outside 3A's caravan.
b) Clerk to get information from CCC regarding cost of taking children to school. Placed on agenda of next meeting.
c) Hedges generally in Tregynnwr (particularly opposite Yr Aelwyd) need cutting.
d) Water still pooling outside Parc Y Swn. Clerk to contact CCC.
e) Dog fowling an issue particularly in Blaengwastod Road/around Church.
f) Still issues with antislip surface on Sticle Path.
g) Flooding at Pets at Home/Matalan
h) Residents Nantycaws/Bolahaul Road have been without telephone connection - Clerk to write to BT.
i) Road markings in Elder Grove - To be placed on agenda of next meeting.
j) It was proposed Cllr G Bevan and seconded by Cllr R Griffiths (minute 0913 - 14j) that the wreath for Remembrance Sunday be re-used but the Council make a contribution to the British Legion in lieu of its cost.
k) Commemoration of the start of 1st World War be placed on agenda of next meeting.

The next meeting will be held on Thursday 17th October 2013.
