January 2013

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 17th January 2013.

PRESENT: Councillor G. Bevan (Chair), D.E. Williams, L. Whatley, Selwyn Thomas, R. Griffiths, Sandra Thomas, P. Totterdale, E.A. Jones, G. Lloyd.

APOLOGIES: Councillors A. West, D. Watson, M. Jones, S. Howells

1.Chair's Announcements

• Had visited ex Cllr Keith Carmody - very positive and in fine form.
• Opened Babell Chapel Coffee morning, met new preacher, Rev Mike Shepherd, seemed full of exciting ideas.
• Had written to the widow of Cllr Ivor Davies, expressing condolences and his, and the residents of Nantycaws, appreciation of all Cllr Davies had done whilst on the Council.
• Had attended Winston Davies 100th birthday, all who attended commented on how well Mr. Davies was.
• Had attended the Carmarthen/Llangunnor Carmarthenshire Eisteddfod (2014) appeal committee - was elected vice-chair of committee.
• Had attended launch of 'rebranding' of the Journal - next week's edition.

2.Minutes

Resolved that the minutes of the monthly meeting held on the 13th December 2012 be confirmed as a true record Proposed Cllr E. Williams and Seconded Cllr G Lloyd (minute 0113 - 2).

3.Matters Arising:

i) CCC Code of Conduct - Cllr L. Whatley wished to attend.
ii) Llangunnor School - Clerk response from CCC following last month's motion. Council to monitor situation..
iiia) Consultation - Following the consultation, the scheme was generally welcomed. Concern regarding speeding traffic on Babell Hill and Rhoslas as a result additional humps to be placed on Babell Hill and in front of Aelwyd. The speed of traffic on Llangunnor Road was raised, any improvements would be a 'stand alone' scheme as there is insufficient money in this 'pot'. Clerk to write to CCC asking whether consideration could be given to a) providing railings ar parc / sticle path to prevent children running straight onto road, b) yellow lines be provided at entrance into Tregynnwr (discussed previously with J. McAvoy),
iiib) Nantycaws - CCC had forwarded details of proposed speed limits to be introduced with the Nantycaws Scheme Resolved 0113- 3(iiib) - proposed Cllr R Griffiths and seconded Cllr Selwyn Thomas that Community Council has no objections.
iv) Community Councillors - Agreed that Cllr Whatley bring his camera to the next meeting.
v) Sticle Path - Clerk reported that CCC had replied as follows All works completed no further work required, repair of the Welsh Water main carried out and dredging of the ditch near the underpass completed over the Christmas period. Following a brief discussion it was agreed that situation had improved, however clerk write to Council highlighting that fence preventing access had not been replaced.

4.Setting Precept for 2013/14

Cllr Williams gave a report on the proposals for the coming year, following a brief discussion it was Resolved (minute 0113 - 4) proposed Cllr L Whatley seconded Cllr R Griffiths and unanimously agreed that the Council set a Precept of £36,000 for the forthcoming Financial Year - due to the new dwellings occupied in the Community in the past year this would mean no increase to household contributions.

5. Risk Assessment

The Finance sub-committee had considered the risk assessment schedule and had made one suggestion regarding Document Security 'the chair/clerk' investigate a way of keeping documentation on an internet based file.

6.Reports from Members Representing the Council on other Bodies

No formal reports received.

7. Approve Schedule of Accounts Dec 2012 / Jan 2013

It was Resolved (minute 0113 - 7) proposed Cllr P Totterdale seconded Cllr E. Williams that the following schedule of accounts be approved:

5 Jan 13 One Voice Wales - I understand that there may be some interest amongst Councils in your area for a course on planning. I would advise you that we can arrange a course for groups of Councils providing one Council in the area provides the accommodation for the training course and all Councils agree to the share the total cost of £400 for the course.
If you are interested in becoming involved and possibly offering a venue for the course can you please contact me for further information.
A response by 31 January 2013 would be appreciated.

9. Any other business

a) Xmas tree / lights - be placed on agenda of next meeting.
b) Notice Boards - be placed on agenda of next meeting.
c) Cllr Sandra Thomas was concerned that 'everyday issues' were not being discussed at Council meetings as she considered these to be important to both members and the residents. It was agreed that the practice of reporting these type of issues direct to the Clerk continue, however the Clerk be asked to note the enquiries and circulate a brief summary with council meeting paperwork.

10. Date of next meeting

Next meeting will be held on Thursday 21st February 2013 at 6:30pm
