Minutes of Monthly meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 20th June 2013.

PRESENT: Cllr P Totterdale (Chair), GP Bevan, DE Williams, RO Griffiths, G Lloyd, Sandra Thomas, DJ Watson, A West, L Whatley.

APOLOGIES: Councillor Selwyn Thomas, S Howells, M Jones.

1. Chair's Announcements

Vice-Chair reported that he and the Chair had been present at the School Sports Day.

2. Minutes

RESOLVED to approve as a correct record the minutes of the monthly Council meeting held on 16th May 2013 (minute 0613-2): Proposed by Cllr E Williams and seconded by Cllr L Whatley.

3. 2013 AGM Minutes

RESOLVED to approve as a correct record the minutes of the 2013 Council AGM meeting held on 9th May 2013 (minute 0613-3): Proposed by Cllr E Williams and seconded by Cllr D Watson.

4. Presentation by Rachel Gegeshidze - Time Banking.

Rachel outlined the main details of the time banking concept. Following some queries from members the chair thanked her for the informative presentation. It was agreed to place 'Time Banking' on the agenda of the next meeting.

5. Presentation by Rev. Mike Shepherd.

The Clerk read a letter from Rev Shepherd apologising that he was unable to attend due to his wife's illness. Chair to consider supporting the sponsored walk from his fund.

6. Matters Arising

(i) Matters raised/resolved outside meetings: May/June 2013

a) Regeneration of Carmarthen/Pensarn - Response from Cllr Hughes Griffiths - "Appointed representatives only invited to first meeting - not the public and not councils. After some research we will be organising an open meeting for all and will be glad to have representatives at that time. However your local member Coun. Elwyn Williams will represent Llangunnor at the first meeting". Concern was expressed that Llangunnor would not get the necessary support for improvements in Pensarn. This matter be put on agenda of next meeting and CCC be invited to attend.
Issue with blocking pavement - CCC have visited.
b) Representatives on Llangunnor School Governors - Cllr Elwyn Williams (Llangunnor Community Council), Cllr Glenda Lloyd/Cllr Merlin Jones (LEA), Emyr James (LEA), Cllr Sarah Howells/Cllr David Watson (Co-opted) - I understand that Cllr Watson's term comes to an end on the 14th June.
c) Nantycaws Update - Email from CCC - Considering incorporating new bus stop into scheme. This will inevitably mean a delay in the commencement of the scheme.
d) Plot at Penymorfa - Following responses received:
Planning - A section 215 was issued at this location last year as the plot was full of waste building materials and overgrown foliage. The owner complied with the notice and cleared the plot. I will call at the plot tomorrow but going on the attached photo it doesn't appear to be expedient to issue another 215 notice in this instance.
Environmental - There doesn't appear an issue for the Environmental Crime Unit with regards to Fly Tipping etc.
Highways - With regards to the fencing issue, basically our position on the matter hasn't really changed from when it was originally raised last year, i.e. "even though we'd agree that the fencing panels are encroaching slightly onto the council owned visibility splayed grassed area (similarly to the panels on the adjoining footpath on the side of the site), we don't consider it being a major problem and more importantly it's certainly not unreasonable to allow the developer to 'temporary' position these fence panels on the verge/footway in order to secure the site especially as the visibility and the footway access in not being compromised".
e) Llangunnor Road - Response from Richard Workman, "Thank you Clive and I am sure John (McAvoy) will now arrange for this to be looked at through the Speed limited working group. Regards Richard".
f) Bus Stop Blaengwastod Road - Response from CCC - Clive: Meirion in our buses section just rang Morris Travel who use that route and they are unaware of any issues?
g) Barrier to Sticle Path - Our initial assessment is that it is not feasible due to the width of the pavement being insufficient to accommodate a new pedestrian guard barrier and maintain free passage for pedestrians and wheelchairs/prams. There is a tactile paved dropped kerb on the pavement at the opening to the path. The tactile paved area occupies much of the width of the pavement adjoining the carriageway. The width of the path itself is not sufficiently wide to accommodate a staggered barrier arrangement similar to the pedestrian barrier system at the opposite end of the path. Given the width of the pavement adjoining the road and the width of the path, it is not feasible to provide an effective staggered pedestrian barrier arrangement. Either Allison or I would be happy to meet you on site if you need to discuss further. Email expressing disappointment to be sent to CCC, site visit to be requested.
h) Haulfryn Sign - Can you inform the community council that they have been ordered and will be fitted as soon as they come in.

(ii) Clerk's Salary and allowances - Finance sub-committee to meet to consider recommendations.

7. To consider the following motion from Cllr R Griffiths

"Following the election of a new Chair at the Annual General Meeting, and in keeping with the tradition of many years, a Civic Service is held for members of the Council, the Clerk and the community".
The motion was moved by Cllr Griffiths and seconded by Cllr Sandra Thomas, following a debate the following amendment was proposed by Cllr Watson and seconded by Cllr Whatley
"Following the election of a new Chair at the Annual General Meeting there will be a Civic Service for members of the Council, the Clerk and the community. The service to be held in the church/chapel/or other place of the Chair's choice".
The amendment was put to Council and was passed by 7-2.

8. Vacancy on Council

Clerk reported that CCC had informed him that a request for an election had not been received; the Council was therefore free to co-opt a new member. Following a brief discussion it was agreed that once the Clerk checks to see if this is restricted to residents within the West Ward that:

a) A notice be placed in the three boards inviting residents from Llangunnor to send a letter to the Clerk outlining the reasons for wishing to join the Council.
b) The vacancy also to be reported in the Community News section of the Journal and on Council's website.
c) The closing date for receipt of applications be July 15th 2013.
d) The number of applications be reported back to the next monthly meeting July 18th.

9. 2012/13 Accounts

Clerk reported that these had now been successfully audited and would be sent to the BDO early next week.

10. To receive a report from the Parks Sub-Committee.

The Clerk gave a brief report of the last meeting of the sub-committee. Members thanked the committee for their work and wished them success with the project.

11. To receive reports from Members representing Council on other Bodies

Cllr Watson reported that River Association was holding a River Festival on the 30th June, a flyer was circulated. The day was free and all were welcome.

14. Any other business

a) Cllr Williams reported that there was some confusion with regard to the 'road' between Nantycaws/Cwmffrwd (by-way open to the public). Error had occurred some 60 years ago. Cllr Williams asked that the path from Tregynnwr/Penymorfa be placed on agenda of next meeting.
b) Cllr Whatley asked whether the Council wished to commemorate the beginning of the 1st World War - put on agenda of September meeting.
c) Cllr Whatley reported that he had attended CCC Code of Conduct, which was beneficial, although he did think it lacked some interactivity. Copy of paperwork to be circulated.
d) Cllr Sandra Thomas raised the following i) residents asking if possible to have bus shelter at bus stop in Penymorfa. ii) hedgerow in and around school need cutting. iii) Charlie's sign at bottom of Babell Hill a particular distraction for residents. iv) Pensarn Retail Park now very busy but no toilet facilities in the area.
e) Cllr Lloyd - Issues with traffic using Pensarn Retail Park, particularly since the opening of Charlies.
f) Cllr Griffiths raised the following i) Clerk to make enquiries when work on road to Capel Dewi to start and lights removed. Ii) Council to make representation to MP's/AS/WAG/Network Rail that 'Swanline' not being extended to Carmarthen.
g) Cllr West - Hedgerows opposite Lovell site in need of cutting.

The next meeting will be held on Thursday 18th July 2013.
