Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 18th April 2013.

PRESENT: Councillor GP Bevan (Chair), DE Williams, S Howells, RO Griffiths, P Totterdale, S Thomas, DJ Watson, A West, L Whatley.

Resolved to approve as a correct record the minutes of the monthly Council meeting held on 21st March 2013 (minute 0413-2) Proposed by Cllr A West and seconded by Cllr D Watson.

Matters raised/resolved outside meetings: March/April 2013.

a) Pavement at Parc y Swn - CCC 'I'll ask the boys to feather the edges off, hopefully one day next week (we should have some tarmac left over after we constructed the new traffic calming ramps in Heol Blaengwastod).' Also from CCC - 'Sorry but I assume the request relates to a provision of a 'new' footpath to join up with the existing path nearby which unfortunately falls outside the highway maintenance division's remit. - I can only suggest you contact Mr Simon Charles (01267 228134) from the Transportation Department who usually deals & priorities such requests.' Email sent but no response to date.
b) South Wales Trunk Agency - awaiting responses/CCC will provide statistics of traffic movement when available.
c) Entrance to Park - awaiting response from CCC Cllr Griffiths was very concerned about lack of any action on this matter and it was unanimously Resolved that the Clerk write to CCC reiterating the Community Council's concern, he also write to the Health and Safety Executive regarding the matter. It was also agreed that a letter be sent to the Ministry of Transport asking that motorcycles undertaking instruction/being tested avoid the park area.
d) Condition of New Road 'signs' - noted by CCC will be redone.
e) Request for new occupants in Llangunnor - Clerk reported that both Council Tax and Electoral Services had declined to provide information. Copies of emails to be forwarded to Cllr Watson.

The current edition was circulated, it was agreed that Cllr Whatley co-ordinate any changes. Amendments to include: changing Chair's details, removing reference to Papur Plwyf. Any further amendments to be forwarded before next meeting. Copy of summary of Estyn report on school to be included in 'pack'

Copies of the accounts were circulated. Clerk confirmed there were approximately £4000 of 12/13 invoices not received in time to show in accounts. Following a discussion it was Resolved (minute 0413-5) proposed Cllr Selwyn Thomas and seconded by Cllr P Totterdate that the Council accept the accounts as submitted and that they be passed to the Auditor (Mr Lyn Llewelyn)

Three estimates were received (attached) and it was Resolved (minute 0413-6) proposed by Cllr D Watson and seconded by Cllr E Williams that the lowest estimate submitted by Carys Hall be accepted. The following amendments were made to the invitation list: Aelwyd be represented by the Residents and Tenants Association, the next residents alphabetically (street) from the Neighbourhood watch be invited.

It was unanimously resolved (minute 0413-7) that the following be supported:

It was resolved (minute 0413-9) proposed Cllr R Griffiths and seconded Cllr S Howell that the following be approved.

A) Council is requested to consider and approve the following items of expenditure:

B) Council to note receipt of income: No Income

a) The speed sign outside no 3 Haulfryn not in convenient position - Clerk to contact CCC
b) Sign into Tregynnwr still causing confusion (medication delivered to wrong address)
c) Cleaning required to bridge
d) Pensarn - issues raised to be placed on agenda of next meeting. In the meantime Clerk to look through previous correspondence with Dave Gilbert and contact 'Charlies' regarding 'path' from Pensarn into 'Focus'.
e) Still concern regarding speeding traffic on Babell Hill - await completion of current scheme.
f) Buses still having trouble turning into Tregynnwr.
g) Traffic speed in Llangunnor Road to be placed on agenda of next meeting.
h) KFC appear to be advertising in telephone box in Llangunnor.

Next meeting will be held on Thursday 16th May 2013 at 6:30pm.
