March 2013

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 21st March 2013.

PRESENT: Councillor G Bevan (Chair), DE Williams, L Whatley, R Griffiths, Sandra Thomas, P Totterdale, A West, D Watson, Selwyn Thomas, EA Jones, G Lloyd.

APOLOGIES: Councillors M Jones, S Howells.

1.Chair's Announcements

• He had attended the opening of the Caraway in Pensarn, school children had buried a time capsule to be opened in 50 years.
• He had attended a fund raising event for the Carmarthenshire National Eisteddford 2014, please to see many teachers from the school present.
• He had taken part in a demonstration with regard to closing the main post office in Carmarthen.
• He, and other Councillors, had attended the Annual Dinner.
• He had attended a meeting of Carmarthen Bar Committee, formed of all community council's that are on the edge of the river Tywi estuary. He was of the opinion that there needed to be some continuity on this committee and it was agreed that Cllr David Watson represent the Council as opposed to the Chair.

2.Minutes

Resolved that the minutes of the monthly meeting held on the 21st February 2013 be confirmed as a true record Proposed Cllr L Whatley and Seconded Cllr D Watson (minute 0313 - 2).

It was proposed by Cllr P Totterdale and seconded by Cllr L Whatley (minute 0313-3a) that a motion submitted by Cllr D Watson be considered as the next matter on the agenda.

Llangunnor Communty Council supports the views of the residents fronting Bolahaul Rd and Mount Pleasant and will write to the Carmarthen County Council to urge them to consider, investigate and seek to resolve the issues raised by introducing traffic measures to reduce the number, size and speed of vehicles using this road

An amendment was proposed by Cllr Sandra Thomas:

That the Council also write to the Police requesting that they take action to enforce the existing speed restrictions including the use of speed guns.

A further amendment was proposed by Cllr R Griffiths:

That the Council also write to the Highways Agency highlighting that issues with traffic at the Pensarn roundabout was adding to the volume of traffic using Bolahaul Road.

Following some discussion it was unanimously Resolved (minute 0313-3b) that the motion as amended be approved.

Cllr E Williams informed the meeting that two further 'speed awareness ' signs were to be erected, exact location had not yet been decided. (A dozen or so residents attended the meeting for this item)

4.Matters Arising:

i) Clerk summarized issues raised by members during the month as listed below.
a) Pavement at Parc y Swn CCC 'bollards were installed Friday afternoon 22/02/13 & the small pot holes to be filled around the pole'.
b) Transit, collecting clothes, in Pensarn CCC 'The driver informs me he's been parking there for around 2 years. It's private land and the landowner visited him a while ago and didn't object to him parking there so long as the area is kept tidy. The driver sweeps the pavement of any mud and litter and makes sure he isn't causing any obstructions on the public pavement'.
c) Daffodil planting (Autumn 2012) Daffodils were planted but due to poor weather might have been a bit late for blooming this spring.
d) Dog fouling - on pavement opposite Aelwyd and also by the bridge on Sticle Path. This is normally there early in the morning 6am, so it is probably someone walking the dog in the evening. Someone else reported a mess by the bungalows in Brynmeurig between 7 and 8am - CCC to continue Dog Patrols.
e) Sticle Tunnel/Morrisons Tunnel - There is pink spray on the walls of the Sticle Tunnel. Sticle Tunnel and Morrisons Tunnel are dirty and need cleaning. CCC - 'these are the responsibility of the Trunk Road Agency' - both have been referred to them
f) Litter - Problem all over the area. - CCC 'Arrangements have been made for the cleansing team to deal with litter issues' .
g) Roman Road CCC - 'Following an inspection of the Roman Road route, I 'm afraid there is no evidence to suggest that the lorries are damaging the road surface at this present moment in time as alleged, however would agree that the single track route is not ideally suited for HGV lorries and Planning references are 23168 & 23170. I don't see any conditions or notes in respect of using Roman Road. I will forward these concerns to Redrow Homes'.
h) Works in Llangunnor Update from CCC - Works are going ok, there are two gangs working up there as of today (Tuesday). It will be tight (not helped with gritting requirements) and as such we might overrun into first week of April. Civils works are finished in Blaengwastod Road, starting Penymorfa footway this morning (Tuesday). There are quite a few lighting columns installed and another gang is installing the driver feedback signs. Query raised regarding works at new bus stop in Blaengwastod Road and pavement level.

5. Notification of Members/Notice Boards

Cllr L Whatley and the Clerk had investigated having photographs placed on the Llangunnor Community Council webpage, currently some problems - Clerk to look into this. Notice boards - Clerk had received two estimates, suggested that Clerk get further estimate from specialist UPVC companies

6. Christmas Tree/Decoration

Clerk had got estimates from national company, suggested that he approaches local company for estimates, this will not be until later in the year.

7. 'Outdoor' Gymnasiums

Cllr Watson introduced this matter and gave a brief summary of what was involved. The discussion broadened to how the park could be improved for residents. It was agreed that a sub-committee be formed comprising of Cllr Watson / Cllr Lloyd / Cllr Griffiths / Cllr Whatley and Cllr Selwyn Thomas and they bring a report to a future meeting of the Council.

9. Approve Schedule of Accounts Feb 2013 / March 2013

It was Resolved (minute 0313 - 9) proposed Cllr R Griffiths seconded Cllr G Lloyd that the following schedule of accounts be approved:

10. Correspondence

It was Resolved (Minute 0313 - 10) that the following correspondence be noted / action taken.

4 26/02/13 CCC - Housing Benefit (Bedroom Tax). Information from CCC states that 4 households will suffer a 14% reduction and 2 will suffer 25% reduction Noted
5 04/03/13 CCC - Offering to replace bus stop in Blaengwastod Road. Following email consultation with members agreement given to proceed on 50/50 split of cost (£2,250) It was Resolved (minute 0313-10(i)) that decision taken outside formal meeting, to go ahead with this work be confirmed (unanimous)
6 06/03/13 CCC - two public notices (copies attached) re:30mph/50mph restrictions in Nantycaws. Clerk to confirm that Council supported the introduction of the speed restrictions included in these notices
7 07/03/13 CCC - Electoral Services, some Community Councils have enquired that they wish to increase/decrease the number of Councillors. Brief discussion - It was agreed that current split was currently satisfactory
8 07/03/13 Booklets - Public Services Ombudsman (copies enclosed). Noted
9 07/03/13 CCC - John McAvoy (Bolahaul Road) - Copy attached. Clerk to write to JM asking if he could forward any data collected on speed/volume etc to Community Council
10 08/03/13 CCC - Armed Forces Community Covenant (Copy attached). Noted
11 08/03/13 Dr Eurgain Powel (Sustainability Officer - CCC) Via email - Last year we launched a new campaign - Carmarthenshire Community Challenge - to encourage groups in the county to develop local projects that will help with reducing carbon and sustainability. We've recently had a query from an individual from Llangunnor - he's a Keep Wales Tidy litter champion, and is keen to carry out litter picks in the area. we've asked Dan Snaith from KWT if he could support him in any way, possibly by assembling a group. I was wondering whether the Community Council would be interested in getting involved? You've already done quite a few things locally and this would be a way to keep the momentum going. Noted
12 21/03/13 CCC - Protocol between Community Council and County Councillor
Cllr Williams explained that this was for councils where the County Cllr covered more than one community council area.

11. AGM

It was agreed that the 2013 AGM be arranged on a similar basis to last year. Clerk to proceed along these lines.

12. Any Other Business

Clerk reported that he had been notified of two matters :

i) Motion from Cllr E Williams

When Llangunnor Post Office was closed in Brynmeurig, we were assured then that the main Post Office in King Street would remain open. Llangunnor Community Council therefore urges the Post Office to reconsider its decision to close the main Post Office in King St. Carmarthen.

Following a discussion it was Resolved (minute 0313-12(i)) proposed Cllr E Williams seconded Cllr Selwyn Thomas that the motion be supported (unanimous).

ii)Welcome Pack - a copy of current 'welcome pack' to be circulated for next meeting so that any amendments can be discussed. It was suggested that Clerk write to CCC (Council Tax/Electoral Services) to see if they could notify him when somebody moves into the area.

iii) Login Road - Clerk to write to CCC about condition of verge etc.

iv) Park Entrance - Cllr Griffiths raised that children were running from park and straight across road, an 'accident was waiting to happen', Clerk to write to CCC.

Council Tax Notice - Chair had received his Council Tax Notice, happy to note that Llangunnor Community Council was in the bottom 20%.

12. Date of next meeting

Next meeting will be held on Thursday 18th April 2013 at 6:30pm. Note Cllrs to meet up at ATS at 6pm to 'walk' Pensarn.
