Minutes of Monthly Meeting of Llangunnor Community Council held in
‘Yr Aelwyd’, on Monday 21st June 2004 at 7.15pm
PRESENT: Councillor D Williams (Chairman)

M Lloyd, C.M Jones, W.D.V Evans, A.M. Jones, A.T Bailey, H.R Davies, D.E Williams.

1 CHAIRMAN’S ANNOUNCEMENTS
The Chairman was pleased to welcome all to the first monthly meeting of the new Council. He reported that he had attended a very successful Breakfast fund raising event at Ysgol Llangunnor School and that he intended to be present in the School sports on 24th June, to present the trophies. He also proposed to attend the WI’s summer fayre on 23rd June. The Chairman invited Members to assist the Parks Committee with gathering loose stones in the park on Tuesday evening 22nd June.
2 MINUTES
RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 20th May 2004.
ii) The Planning Committee Meeting held on 20th May 2004.
In considering the minutes the following points were raised:
i) Minute 117 ii) The Clerk reported on the outcomes of discussions that he had had with the Police. The Police will refer the matter to Carms CC Lighting Officer and will liaise with County Cllr CM Jones. RESOLVED to note the Clerk’s report.
ii) Minute 115 i) The Clerk reported that he had consulted with the Church Wardens who had indicated that the seat couldn’t be re-located. RESOLVED to accept Cllr Griffiths’ offer to clean the plaque and to review the situation at the next meeting.
iii) Minute 120 The Clerk reported that some costings from the lighting contractor were still outstanding but that he had arranged to accompany the contractor’s quotations officer to the various locations the following morning. RESOLVED to note the report and the Clerk to express the Council’s disquiet at the contractor’s delay in providing the quotations.
iv) Minute 120 ii) Priority 1: The Carms CC Lighting Department has offered to provide replacement columns, with the Community Council paying for the ‘civils etc’. RESOLVED to explore the costings involved, but if £100 or less per column, the Clerk to proceed.
v) Minute 121 ii) b The Clerk reported on positive discussions with the Carms CC Technical Services Dept who had indicated that bus shelters are ‘power washed’ twice per year and litter gathered weekly but would be prepared to consider a partnership arrangement with the Community Council for cleaning on a more frequent basis. RESOLVED: the Clerk to pursue the matter further with Carms CC and report to a future meeting.
3 CO-OPTION OF MEMBERS
The Clerk reported on the five written applications received from JH, CJ, DJ, DV and PW, for the 3 vacant seats in the West Ward. Following careful consideration of each application, Council RESOLVED to co-opt by ballot. After two ballots, the following candidates were to be invited to fill the vacant seats: Catherine James, Doreen Valentine and Peter Williams. It was further RESOLVED that the Clerk notifies all the candidates of the outcome.
4 LLANGUNNOR PARK ASSOCIATION
Cllr HR Davies reported on the Park Association meeting held the previous week. As part of the Association’s community consultation exercise, David Bowen, a pupil in Ysgol Llangynnwr School, had attended the meeting and excellently presented a list of specific requirements that would be welcomed by 7 – 11 year olds. The Association is exploring the possibility of purchasing a CCTV security camera and to be suitably positioned to observe the park. It could be installed on Blaengwastod Road thereby benefiting the Brynmeurig area. Further attempts have been made to damage the Solar Panels but there is some evidence to suggest that the offenders may not be from the Llangunnor area. Minor works relating to the Health and Safety of Park users are being actioned. Members were invited to assist with stone gathering at the Park at 6.30pm on 22nd June
The Chairman thanked Cllr Davies for the report and added that clearing the stones should significantly reduce the opportunity for vandals to damage the solar panels and other equipment in the Park.
5 FOOTWAY LIGHTING
As the Clerk was still awaiting quotations from the lighting contractor the Chairman agreed to defer the item to the July meeting.
6 RESPONSES FROM THE DIRECTOR OF TECHNICAL SERVICES
Members considered the Director’s responses and RESOLVED to respond and emphasise the following points:
i) To advise the Director that Ysgol Llangynnwr School was one of the five schools submitted by Carms CC to the NAW under the ‘Safe Routes to Schools’ initiative;
ii) To request confirmation of when the Lifelong Learning and Leisure Department will respond to the query regarding maintaining the park ‘free of charge’ and the urgent need for a response from the Department regarding the request for adaptations to be carried out to the entrance of the Park to satisfy the DDR Act, enforceable from October 2004;
iii) Members would welcome early action in relation to reducing the danger to people crossing the road to gain access to the park;
iv) To report to the Director that a local petition had been presented to the Highway Authority pleading for the introduction of a reduced speed limit in Nantycaws village;
v) To advise the Director that between 50 and 60 mobile homes could be accommodated at Towy View Park and the urgent need for the extension of the pavement from Star Cottage to Glan Towy Lodge.
7 SAFEWAY and PIBWRLWYD ROUNDABOUTS
Following discussion on the poor presentation of these roundabouts it was RESOLVED to request the County Council to environmentally improve and landscape the roundabouts as they reflect poorly on Llangunnor and to ask the Highways Authority to explore ways of alleviating traffic queuing at the A48/A40 Eastern by-pass roundabout.

9 CORRESPONDENCE
RESOLVED to receive the monthly schedule of correspondence and agreed action as follows:
i) Requests for financial aid from The Pit Pony Sanctuary and Shelter Cymru referred to the December 2004 meeting;
ii) Noted that all notices of elections and the subsequent results had been displayed on Council notice boards;
iii) Carmarthen Tourist Association to be invited to the September 2004 meeting to demonstrate the development of their Community Website;
iv) Invitation to the Ysgol Llangynnwr School ‘Big Breakfast Event’ distributed to Members;
v) Data produced by Carms CC on the Llangunnor community distributed to Members;
vi) Noted that the reminder letter sent to the County Council for a reply to the Mayoral query had been forwarded to the Head of Legal Services;
vii) Noted the letter and kind remarks received from the Headtecher of Ysgol Llangynnwr School thanking the Council for funding the Tapestry Frame;
viii) To note all other correspondence as listed in the monthly schedule.
10 ANY OTHER MATTER
i) Clerk’s salary: The Clerk reported that national negotiations were continuing on the cost of living award for Clerks and that he would report again in due course. Council RESOLVED to await the report but noted that the award would be considered in the context of the Clerk’s remuneration and be appropriately backdated.
ii) RESOLVED to bring the following matters to the attention of the Police: abandoned van parked opposite Southern Terrace; vehicles parking near the entrance to Tregynnwr estate off Babell Hill introducing danger to road users; Buses regularly parking near the mini roundabout at the bottom of Babell Hill and along Stevens Way in Pensarn.
iii) RESOLVED to bring the following matters to the attention of the County Council: Lighting obscured by hedge growth on Heol Login; hedge growth by Pant Farm obstructing pedestrians using the pavement; the urgent need for the introduction of a lower speed limit through the village of Nantycaws.
