Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 18th March 2004 at 7.15pm

PRESENT: Councillor Denzil Williams (Vice Chairman - chaired the meeting), Robin O Griffiths, John David James Morgan, Mair Lloyd, Audrey M Jones, C Merlin Jones, WD Vivian Evans, , Alfred Tyndale Bailey and D Elwyn Williams

APOLOGIES: Councillor Deryc R Rees, Howard R Davies and Ieuan M Lewis

In Attendance: Police Sgt Cowan and PC Cyril Bond

98 The Chairman requested that Agenda item 6 be considered first. All Members agreed.

The Chairman welcomed Sgt Cowan and PC C Bond to the meeting to consider traffic issues relating to Llangunnor roads. Sgt Cowan introduced the role of the Police in traffic management and focussed on action taken in the Llangunnor area in response to points raised by the Council. a) Traffic speed is regularly monitored on Rhiw Babell and other roads in the community.
b) Vehicles using the access only section of Penymorfa Lane will be spot-checked for a period of a month.
c) Businesses in Pensarn Road will be reminded that staff and visitors must not park vehicles on pavements.
d) Car Sales proprietors will be asked to ensure that pavements in front of their establishments are kept clear of vehicles.
e) The owner of the car parking in the entrance to the plantation in Pensarn Road has been told to stop doing so

During open discussions, Members raised the following concerns: the volume and speed of traffic along Penymorfa Lane, the need to extend the 40mph limit on Heol Capel Dewi, parking issues at Login Square, the high speed of traffic in Nantycaws and poor driving standards exercised on Pensarn roundabout and the need for better lane markings. Sgt. Cowan noted the points and thanked Members for their observations.

PC Bond reported on general Police activity in the community. Youth anti social behaviour had been targeted and action taken directly with the families concerned. An action plan for extra police patrols is being activated. The CCTV camera has been returned to the Tregynnwr area. Members were pleased to note the support of the Police for the community. The Chairman thanked the two Officers for attending the meeting and for their reports.

99. Chairman's Announcements

The Chairman made reference to the closure of Brynmeurig Post Office Branch. He expressed sadness that such a decision had been taken by the Post Office after 18 years supporting the community. He referred also to his disappointment that the representations made to the Post Office had not managed to change the decision. Members acknowledged the Chairman's comments and it was RESOLVED to record a warm vote of thanks to Cllr AM Jones (Sub Post-officer) and Cllr CM Jones, for their work over the years and wished them well in the future. The Chairman mentioned that the Clerk had had an operation on his hand and wished him early recovery.

100. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 19th February 2004 and accept the additional entry to minute 92 iv) d) relating to the way leaves agreement required for the connection of power supply for public lighting outside Brynhyfryd, Nantycaws.
ii) The Planning Committee Meeting held on 19th February 2004

In considering the minutes the following points were raised:

i) Minute 92 iv) The Clerk reported that the lighting installations were being progressed with the contractor.
ii) Minute 84 a) Cllr CM Jones indicated that the matter concerning the entrance to the Park had been referred to the Planning Department and not Street Scene as noted in the minutes.
iii) Minute 88(ii) Request confirmation from the Elections Unit, Carms. CC that the Aelwyd has been accepted as the venue for future polling stations.
iv) Minute 88 (v) The Carms CC Transport Department responded with a rejection of the proposal to re-route, but advised the Council of the extension being introduced to the Llangunnor bus service in the evenings. This was welcomed by Members and it was RESOLVED that the County Council be requested to actively promote the additional service. Cllr CM Jones' efforts in promoting enhancements to local bus services were noted.

101. Llangunnor Park Association

In the absence of Cllr HR Davies, Chairman of the Park Association, a report was tabled at the meeting that highlighted the following points:

(i) The Association thanked the Council for meeting the cost of the 2004/05 insurance premiums and for the donation of £225 that will be used to attract 'match funding'.
(ii) The following specific action had been agreed: insurance claim for the repair of the damaged solar panels; erect goal posts; provide public safety signs.
(iii) Consult Carms CC Planning Department regarding compliance with the requirements of the Disability Act by October 2004, in relation to the entrance to the Park.
(iv) Recognition of the need to broaden the use of the Park. The Association plans to invite the community to define needs through direct consultation and via a questionnaire.
(v) Future meetings of the Association will be held at 7.00pm on the third Wednesday of the month in 'Yr Aelwyd'

As a member of the Association the Chairman indicated that he felt encouraged by the proposals presented. (Councillors CM Jones, RO Griffiths and D Williams declared their interest in respect of discussions on the report.)

102. One Voice Wales/Un Llais Cymru

Following careful consideration of the prospectus received which outlined the formation of One Voice Wales/Un Llais Cymru, it was RESOLVED to accept the invitation to become a member. It was further RESOLVED that the Chairman and the Clerk represent the Council at the inaugural meeting in Llandrindod Wells on 24th April 2004.

105. Other Matters

RESOLVED:

i) To note that Carmarthenshire County Council (Street Scene) had provided dropped kerbs in Elder Grove.
ii) Members referred to a press report that Carmarthen Forum was proposing to environmentally enhance roundabouts in the Llangunnor area. RESOLVED that the Clerk approach the Forum with a view to the Council becoming a member of the Forum.
iii) Cllr CM Jones reported that he had raised the issue of flooding of businesses in Old Llangunnor Road with the County Council. It had been indicated that remedial action would be undertaken.
iv) To a query regarding the completion of kerbing of the Old Llangunnor Road near PCWorld, Cllr CM Jones confirmed that the matter is in hand.
v) Members were informed (with pictorial evidence) of difficulties and local conflict, regarding parking at Login Square. The County Council had placed purposeful posts on the green verges to protect Council land and to stop parked cars obscuring the Login Road sign. The matter to be kept under observation.
vi) To maximise the benefit of the CCTV camera on the Tregynnwr estate, Council should agree the best location for a column to attach the camera. RESOLVED that Members attend a site meeting outside 'Yr Aelwyd' at 7.00pm before the April meeting.
vii) The Clerk provided details of estimates received from Lewis Printers for the production of a bilingual version of the Council Certificate -£195 for 100 copies. RESOLVED that Cllr D Williams explores the feasibility of producing the Certificate on a computer
