Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 15th April 2004 at 7.15pm
PRESENT: Councillor Denzil Williams (Vice Chairman - chaired the meeting), Robin O Griffiths, John David James Morgan, Mair Lloyd, C Merlin Jones, WD Vivian Evans, , Alfred Tyndale Bailey, D Elwyn Williams, Howard R Davies and Ieuan M Lewis
APOLOGIES: Councillor Deryc R Rees, Audrey M Jones and PC C Bond
IN ATTENDANCE: Mr Richard Workman, Director of Technical Services, Carmarthenshire County Council. 106. Mr Richard Workman, Director of Technical Services, Carmarthenshire County CouncilChairman welcomed Mr R Workman to the meeting to consider issues relating to communications with the Community Council and operational support for the Llangunnor community, by the Technical Services Department of Carmarthenshire County Council
Mr Workman addressed the meeting and informed Members:
1) Of the range of responsibilities of the Technical Services Department.
2) That he was responding to a letter from the Community Council and explained that he envisaged an effective partnership approach to the provision of community support. Members welcomed this view and endorsed the need to secure efficient means of ensuring that identified environmental work is actioned.
3) He was looking forward to having constructive dialogue with Members
Members raised a number of concerns that Mr Workman offered to look into and would respond as appropriate:
Ensuring that the names of streets/lanes are displayed;
The need for - regular maintenance and litter clearing on Sticle footway, grass cutting of the verge on the town side of Heol Capel Dewi between the junction with Llangunnor Road and the lane to Llangunnor Church, the need to regularly cut back growth on Llangunnor Road, which is restricting the visibility of vehicles emerging from the Capel Dewi direction;
The lack of synchronisation of the temporary and permanent traffic lights on Carmarthen Bridge was causing major traffic problems;
Temporary road works signs are blocking pavements on Carmarthen Bridge;
The poor surface of Pensarn Road is a disappointment;
The absence of a pavement on the Babell end of Penymorfa Lane is a concern in the context of 'safe routes to school';
The speed and volume of through traffic using Llangunnor Roads as routes to avoid traffic congestions is worrying;
Grass cutting of public parks in the Llanelli area is not chargeable to the Community Councils;
The need for a traffic calming measure to be installed on Heol Blaengwastod opposite the entrance to Llangunnor Park;
The need for lower speed limits to apply on Login Road, through the whole of Nantycaws village and on the Capel Dewi Road as far as Glantowy Lodge; The need to extend the pavement, and with street lighting, along Capel Dewi Road from Star Cottage to Glan Towy Lodge;
The need for a link road from the A48 to the leisure complex proposed to be developed in the lower Gwendraeth Valley;
To ensure that effective communications are exercised between the Community Council and the Technical Services Department particularly when works are identified.
Members stated that the environment had much improved in recent times and looked forward to further improvements contributing to the quality of life in the Llangunnor community. The Chairman thanked Mr Workman for attending the meeting and for his positive approach to the points raised by the Members. Mr Workman said he was pleased to have had the opportunity to meet the Members, especially as he was a Llangunnor resident
107. Site Meeting
RESOLVED TO:
Confirm the following recommendation of the site meeting held outside Yr Aelwyd at 7.00 pm prior to the Council meeting to identify the most advantageous location for the bracket holding the CCTV camera:
'The Clerk to liase with the Police Authority, on the feasibility of relocating the camera bracket from its present location, to the lighting column (724/101) across the road and adjacent to the Electricity sub-station'.
108. Chairman's Announcements
The Chairman and the Members were pleased to welcome Cllr IM Lewis to the meeting and expressed their pleasure at how well he looked after his operation. Cllr Lewis responded by thanking all the Members for their kindness and understanding during his period of illness.
109. Minutes RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 18th March 2004 subject to minute 104 being enumerated 105 and to replace March with April in minute 105vi).
ii) The Planning Committee Meeting held on 18th March 2004
i) Minute 98 The Clerk reported that the Police had contacted businesses in Pensarn with regard to the obstruction of pavements.
ii) Minute 100 Way leaves agreement confirmed and instructions issued to the lighting contractor. The Clerk updated Council on progress with the lighting installations.
iii) Minute 100 iii) Confirmation received from Carms CC that Yr Aelwyd would be the polling station for the Llangunnor ward in future, subject to availability.
iv) Minute 102 Clerk confirmed that papers for the Un Llais Cymru/One Voice Wales had been received and that the Chairman and Clerk will represent the Council.
v) Minute 104vi) With the change of date of election to 10/06/04 it was RESOLVED to hold the Council AGM at 7.00pm on 17th June 2004 and the monthly meeting at 7.15pm on Monday 21st June 2004. The Clerk to book Yr Aelwyd.
vi) Minute 104 xvii) To invite the Editor, Carmarthen Journal to the July meeting.
vii) Minute 104 xix) Received a report by Cllr DE Williams on the Consultative meeting. RESOLVED that the Clerk contacts the Police re: support for lights at the A48/Nantycaws road junction.
viii) Minute 105 ii) RESOLVED to nominate Cllr HR Davies to represent Council on Carmarthen Forum - next meeting 10/05/04.
ix) Minute 105 vii) Cllr D Williams will present a proof copy of a Welsh Language version of the Council Certificate at the next monthly meeting.
Council carefully considered each of the 10 applications received for grant aid and RESOLVED to allocate grants as follows:
Wales Air Ambulance Charitable Trust £50.00 Megan and Trevor Griffiths Trust £50.00 Dyfed-Powys Crime Prevention Trust £50.00 112. Renewal of Annual Contractsa) Playing Field Grass Cutting
RESOLVED to endorse the action of the Clerk in inviting tenders from 3 contractors to be returned by 12 noon on 22/04/04. The Chairman, in conjunction with the Vice Chairman and Chairman of Planning, to open tenders and appoint contractor
b) Bus Shelter and Playing Field Maintenance
The Clerk reported that the maintenance contractor had submitted a new pricing schedule, with effect from 01/04/04. Following discussion it was RESOLVED as follows:
i) To accept the new price for cleaning the bus shelters for the month of April 2004 - £100.
ii) To accept the price of £60 per month for cleaning the playing field pavilion once a week
iii) To request the contractor to review the Bus Shelter cleaning price in respect of the following requirements effective from 01/05/04:

(The Shelter next to Ty Coch cottages not to be cleaned)
(Cllr DE Williams declared an interest with regard to this contract and was out of the room while the matter was discussed)
c) Provision of Internal Audit for year 2003/04
The Clerk reported that the 2002/03 Auditor would be prepared to audit at the same fee - £150. RESOLVED to re-contract with the Auditor.
d) External Audit
The External Auditor for 2003/04 HLB AV Audit, has advised Council that the audit fee will be linked to the level of income and cannot be agreed until the accounts have been audited.

i) Clerk to make inquiries re: whether the Council supplied the original plaque on a seat in Llangunnor Church graveyard.
ii) Observation was made that the sale of land adjacent to Sticle footpath could lead to an application for the diversion of the path. Council noted the observation.
iii) To inquire with the Planning Authority whether development at Glantowy Lodge conformed to planning approval.
iv) Cllr RO Griffiths, Chairman of Llangunnor School Governors informed Members that due to recent vandalism at the school all parents had been notified that trespassers on school property would be prosecuted in future
