Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Llangynnwr on Thursday 19th February 2004 at 7.15pm

PRESENT: Councillor Deryc R Rees (Chairman), Robin O Griffiths, John David James Morgan, Mair Lloyd, Audrey M Jones, C Merlin Jones, WD Vivian Evans, Denzil Williams, Howard R Davies and D Elwyn Williams

APOLOGIES: Councillor Alfred Tyndale Bailey and Ieuan M Lewis

91. Chairman's Announcements

The Chairman reported on the meeting called by Carmarthen Town Council, which he and Cllr HR Davies had attended, to meet with representatives of the Post Office over the proposed closure of the Brynmeurig and Brewery Road Branches. Views were exchanged, but it became evident during the meeting that the decision to close Brynmeurig had been taken. Subsequently it has been announced that the Branch will close on 10th March 2004.
Members noted this with disappointment

92. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 15th January 2004 and accept the following addition to the Chairman's Announcements: a copy of the report be provided to Ysgol Llangynnwr. (Cllr RO Griffiths, as Chairman of the School Governors, received the copy on behalf of the school.)
ii) The Planning Committee Meeting held on 15th January 2004. Following discussion it was clarified that all Planning Committee minutes be subject to approval by the full Council

In considering the minutes the following points were raised:

i) Minute 83 (ii) Cllr CM Jones reported that the disposal of the Bus Shelter would be dealt with by Carmarthenshire County Council and the owner of 1 Ty Coch Cottages should be advised to communicate directly with the County Council with regard to the matter. RESOLVED to notify the owner accordingly.
ii) Minute 84 Resolution (ii) the letter should have been directed to the Regional HQ, Carmarthen.
iii) Minute 84 Resolution (iii) the dispensation application to be considered by Carmarthenshire County Council Standards Committee on March 25.
iv) Minute 85 The Clerk reported on issues concerning the lighting installations:

a) Following objections to the lighting by residents in Gerynant, the installation has been placed on hold.
b) A boundary issue has been raised by the owner of the property adjacent to the recommended position for the lamp post in Penymorfa Lane.
c) The lighting installation contractor requests that clearance is obtained for all locations prior to contracting new works.
d) A draft way-leaves agreement between Council and Mr Jordan, Brynhyfryd, Nantycaws was tabled in respect of the power supply required for the lighting outside Brynhyfryd.

Following discussion it was RESOLVED to:
• Cancel the installation in Gerynant as it is a private road.
• Cllr CM Jones to liase with the Planning Officer and the property owner with regard to Penymorfa Lane
• Cllr CM Jones to liase with the Lighting Officer and the Planning Officer to secure an acceptable location for the lamp post in Brithdir
• Cllr CM Jones to report progress at the March meeting.
• Confirm the way-leaves agreement and pay a £10 fee to the owner of Brynhyfryd as acknowlegement of granting consent for fixing the power supply connection box to the house.

It was further RESOLVED that all the necessary approvals be obtained prior to agreeing future lighting installation proposals

v) Minute 86(b) amend Tywi Lodge to Glantowy Lodge
vi) Minute 89(ii) Request Carmarthenshire County Council to introduce a 30mph restriction on Login Road. Further it was RESOLVED to include Road Speed Restrictions on the Agenda of the March meeting and invite a representative of the local Traffic Police to the meeting.
vii) Minute 90(iv) To note that Carmarthen CC has agreed to replace the wood pole lighting column.
viii) Minute 90(v) Offer Mr Workman the opportunity to attend the March meeting or another suitable future meeting.

84a. Llangunnor Park Association

Cllr HR Davies, Chairman of the Park Association presented a report on the work of the Association which highlighted the following points:
(i) A successful AGM was held in 'Yr Aelwyd' at 7.00pm on 18th February 2004.
(ii) The Park will need to comply with the requirements of the Disability Act by October 2004. The entrance to the Park is identified as requiring attention.
(iii) Annual Insurance is a major cost (£1010) with the main portion to cover Public Liability (£800). The Park Association requests that the annual insurance premium be the responsibility of the Community Council.
(iv) Next meeting of the Association will be held on 15th March 2004
(v) The Association recommends that all Community Councillors should be Members of the Association as is the case in some other community areas. The Chairman thanked Cllr HR Davies for the comprehensive report. After a detailed discussion on the report, the following was RESOLVED:
• Cllr CM Jones to consult with the Carmarthenshire County Council Street Scene Area Manager to cost improvements to the entrance
• To pay the insurance premium for 2004 (Cllr DE Williams declared an interest for business reasons with regard to this matter.)
• To retain the present membership level at 4 Councillors

(Councillors HR Davies, CM Jones, RO Griffiths and D Williams declared their interest in respect of discussions on the report.)

84b. Llangunnor Action Group

A letter was tabled from the former Chairman of the Action Group, notifying the Council that the Group had been formally dissolved and returning all of the money the Council had donated to the Group (£225). Members commented that it was sad to note the decision of the Group to terminate and wished to convey the Council's thanks to the former Chairman and Members of the Group for the payment. It was RESOLVED to donate the payment (£225) to the Park Association

85. One Voice Wales/Un Llais Cymru

RESOLVED to defer consideration of becoming a member to the March meeting after the opportunity to study the prospectus received

87. Correspondence

RESOLVED to receive the monthly schedule of correspondence and agreed action as follows:

v To note receipt of thanks from Save the Children and Childline Wales for the financial donations

viii Home Office consultation document on Burial Law & Policy was handed to Cllr HR Davies, (Warden, Llangunnor Church) who will arrange to hand on to Philadelphia Chapel
ix To note letter from Carms CC Street Scene confirming works in hand
x Received notification that the appeal to the NAW by Happy Valley Farm had been dismissed and the enforcement order notice upheld
xi To note deferment of UDP Public Enquiry to 24/03/04
xii To note that Carms CC Environmental Warden will patrol Llangunnor after notification of dog fouling in the Park and on footways
xiii Details of Dyfed-Powys Police Authority Community Consultation Committee meeting on 26/02/04 were handed to Cllr D Williams
xiv Membership prospectuses were received (each Member was provided with a copy) in respect of Un Llais Cymru/One Voice Wales with an invitation to join the newly formed organisation and to attend the inaugural meeting in Llandrindod - 24/04/04
xv All other correspondence was received as listed on the monthly schedule

88. Other Matters

RESOLVED to:
i) Thank Carmarthenshire County Council Street Scene for the pavement clearing and edging work undertaken in the area.
ii) Remind the County Council that Yr Aelwyd should be the venue for the polling station in the forthcoming elections.
iii) Request the Carmarthen Journal to note that developments and activities in Llangunnor should refer to Llangunnor and not credited as a Carmarthen development or activity.
iv) Note that Members should identify opportunities to provide greater visibility for Llangunnor Community Council. It was further RESOLVED that enquiries should be made to establish what action would be required to retitle the Council Chairman as Mayor.
v) Request Carms CC (Transportation) to re-route one of the 9.00pm public service buses leaving Carmarthen in the Llanelli direction to operate via Llangunnor Road, Login, Heol Blaengwastod, Bolahaul Road and Cwmffrwd.
vi) Convey in strong terms to the Carms CC Planning Department the strength of opposition to any developments being approved on the land adjacent to 22 Glanffynnon, Tregynnwr.
vii) Note that Cllr CM Jones will arrange for the root growth under the footways outside 34 Haulfryn, Tregynnwr to be cleared.
viii) Refer the current spate of youth misbehaviour experienced on the Tregynnwr estates to Inspector P Williams at Carmarthen Police Station.
ix) Send a congratulatory letter to Laura Penhallurick, 9 Heol Blaengwastod for achievements gained in athletics and to wish her well in the forthcoming national cross-country championships in Loughborough.
x) Request action by the Police and the Carms CC Highways Department, on the issues contained in a letter tabled in the meeting from Mr G Morgan, Bryn-hyfryd, Penymorfa Lane, concerning the amount of through traffic using the access only east end of Penymorfa Lane. Notify Mr Morgan accordingly
