Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 16th September 2004 at 7.15pm

PRESENT: Councillor Denzil Williams (Chairman), John David James Morgan, Audrey M Jones, Mair Lloyd, D Elwyn Williams, Howard R Davies, Robin O Griffiths, Alfred Tyndale Bailey, Doreen Valentine and Peter Williams

APOLOGIES: Councillor WD Vivian Evans, C Merlin Jones and Catherine James

In Attendance: Ms E Martin-Jewel, Website Project Officer with Carmarthenshire Tourist Association and PC C Bond

Chairman welcomed both Ms Martin-Jewel and PC Bond to the meeting and invited PC Bond to give his report first

27. Police Report

Council noted that Police surveillance would be maintained on vehicles parking on pavements in Pensarn and the incidence of alcohol drinking in the Park and in the park pavilion. Overall PC Bond felt that anti-social problems had significantly diminished and there was greater police presence in the community. Since he was retiring at the end of September this was his last report and he thanked the Council for their support and efforts in securing mutual liaison with the Community Police. The Chairman thanked PC Bond for his report and for his valuable role over many years as the Community Police Officer for Llangunnor and on behalf of the Council wished him well for the future. Council RESOLVED to write to the Divisional Inspector and emphasise the imperative need for the appointment of a replacement Community Police Officer for Llangunnor

28. Community Website

Ms Martin-Jewel explained that funding had been obtained to develop websites for local communities in Carmarthenshire. The initiative is the first in the UK and enables communities to have their own dedicated website. The structure of the website and its potential was illustrated by reference to the site being developed by the Llanarthne community. During open discussion Members acknowledged its potential and declared support in principle for a Llangunnor website. Financially, the annual recharge for a website would be in the region of £70 per annum. Chairman thanked Ms E Martin-Jewel for the demonstration and in wishing her every success with this exciting project, indicated that the Council would give careful consideration to its development in Llangunnor. Following further discussion it was RESOLVED
i) to convey to Ms E Martin-Jewel that the Council would wish to see a website established for the Community and
ii) to include it as a specific item on the Agenda of the October meeting

29. Chairman's Announcements Chairman announced that he would be attending a meeting called by the Mayor of Carmarthen as the Admiral of the Port, to initiate action aimed at regenerating the River Tywi in Carmarthen. He also informed Members that he had been invited to attend the official opening of the new centre for 'Papur Llafar y Deillion' in Pensarn on 14th October. The Council's Civic Service will be held in Capel Philadelphia, Nantycaws at 2.00pm on 10th October 2004 and that he will notify Members of the arrangements for the Christmas Dinner before the October Monthly meeting

30. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 15th July 2004.
ii) The Planning Committee Meeting held on 15th July 2004

In considering the minutes the following points were raised:

i) Minute 12 - Noted the apology from Carmarthenshire County Council for the omission of the Chairman.
ii) Minute 13iv) - Western Power is not the landowner and the matter has been referred to the County Council for action.
iii) Minute 13v) -To ask the County Council to request to further cut the hedge by Pant Farm as it was still obstructing pedestrians.
iv) Minute 16 - The Internal Auditor's letter received had no issues reported for the attention of the Council.
v) Minute 20 - The Chairman confirmed that he had authorised the Clerk to proceed with the arrangements for Carmarthenshire County Council to replace the corroded columns at a cost of £7185.20 to Llangunnor Council. RESOLVED to: i) endorse the Chairman's action and ii) to request County Council to clear away all defunct columns left standing after replacement

31. BT Payphone

Following discussion on BT's proposal to remove the Public Payphone located in Bron y Dre, near 'Yr Aelwyd', it was RESOLVED to convey to BT that the Council acknowledged the commercial reasons that underpin the proposal and that it has no objections to the removal, since another payphone is located nearby in Heol Blaengwastod

32. Enhancing Open Spaces

The roundabouts near 'Safeway' and at Pibwrlwyd were identified for improvements. RESOLVED to
i) initially establish the level of support available from the County Council and
ii) subject to the County Council's response, to approach Safeway, Wyevale and Coleg SirGar for sponsorships or contributions

33. Halloween Event

RESOLVED that insufficient time was available to organise an event this year

34. Llangunnor Park Association

Cllr HR Davies reported on the Park Association meeting as follows: Safety signs that have been removed will be replaced in concrete; payment received on the insurance claim for replacing the vandalised solar units; repairs need to be made to the BMX track and new goalposts to be obtained. Vandalism was still a major issue and he would wish to record the excellent support by Mr E Williams 'handyman' in dealing with repairs and clearing away glass bottles discarded on the Park. RESOLVED to:
i) thank Cllr Davies for the report;
ii) convey the Council's appreciation to Mr E Williams;
iii) to obtain prices for cutting the boundary hedges from - Mr D Rees, Erw Wen, Llangunnor and Mr M Lewis, Llety Farm, Llangunnor - Chairman and Clerk to appoint contractor and
iv) to apply to the Carmarthenshire County Council Standards Committee for dispensation for Cllrs C James and D Valentine to speak and vote on matters relating to the Park

The Clerk reported on the verbal response from Carmarthenshire County Council relating to the apparent variation that exists within the County with the County Council fully funding some Parks whilst others are the responsibility of Community Councils. Historical reasons were given for the variation, but County Council representatives would be prepared to discuss what additional support could be provided. RESOLVED to request a written reply to the Council's query

35. Welsh Language Scheme

Clerk reported that he had negotiated the revised date of 31st October 2004 for the Council to present its Welsh Language Scheme to the Welsh Language Board. Council RESOLVED to approve the new draft of the Scheme presented by the Clerk

36. Annual Accounts

Certification received from the External Auditor confirmed successful completion of the Audit for the year ended 31st March 2004 and there were no matters for the Council to address. The Certified Annual Return was accepted and approved by the Council. RESOLVED to record the Council's congratulations to the Clerk on the successful completion of the audit

37. Un Llais I Gymru/One Voice For Wales

Cllr D Valentine reported on the inaugural meeting of the Carmarthenshire Branch. It was noted that the main business of the meeting was to appoint Branch officials and establish its modus operandi. The minutes will be circulated on receipt in due course. As Cllr Valentine would have difficulties in attending the next meeting at Llanddarog on 1 Nov 2004, the Chairman agreed to substitute

vii Summary of Carmarthenshire County Council Improvement Plan 2004/5 forwarded to Chairman, Vice Chairman and Chair of Planning
viii Notice of AGM of Un Llais I Gymru/One Voice for Wales at Llandrindod Wells on 23/10/04 was received and RESOLVED not to be represented
ix Noted the request to landscape the Safeway and Pibwrlwyd roundabouts rejected by Carmarthenshire County Council
x Noted support of Dyfed-Powys Police support for lighting at the Nantycaws/A48 road junction and receipt of confirmation from the Trunk Road Agency that lighting will be installed in the near future
xi Carmarthenshire County Council rejection of request for 30mph along Login Road was noted
xii Carmarthenshire County Council will add request for extension of pavement as far as Glan Tywi Lodge to a long list of applications
xiii Noted thanks received from Carmarthen Town Mayor for kind sentiments
xiv Noted receipt from NAW: Revised Local Government Partnership Scheme and report; Local Government and Public Services Committee report on the operation of new political management structures in local government; Summary of responses to the research study into the role/functions/future potential of town and community councils
xv RESOLVED to note receipt from the NAW of Statutory Instruments relating to conduct of Members and a revised form of 'Declaration of Acceptance of Office'
xvi Noted responses to various requested works completed by Carmarthenshire County Council and the invitation to identify preferred location for additional litterbins in the area. Locations identified as follows: entrance to Elder Grove, Babell Hill, Login Road, bus stop Nantycaws, Llangunnor Road and Bolahaul Road
xvii Noted that Carmarthenshire County Council is investigating the provision of a fence outside 'Yr Aelwyd' and the request for Council to identify trees obstructing public lighting on the Tregynnwr estates - Clerk to action
xviii Carmarthenshire County Council to hold a planning seminar in Nov/Dec - RESOLVED to nominate representative after receipt of details. Also noted that all planning applications can be examined on the County Council website
xix Consultation document on the merger of QE Cambria and QE Maridunum Schools received from Carmarthenshire County Council. RESOLVED not to submit observations
xx Quotations received from Mr E Williams, 'handyman' for painting and tidying Login Bus shelter (£180.00) and tidying/repairing the BMX track (£140.00). (Declaration of interest by Cllr DE Williams - related to Mr E Williams). RESOLVED to accept the quotations and Clerk to action
xxi Details of agreed national revisions and certificate for unmetered electricity supply connections for the Council's public lighting was received from Western Power - copy forwarded to the Carmarthenshire County Council lighting department
xxii Noted receipt of notice of the intention to apply for transfer of Justices' licence in respect of Brynmeurig Stores at the Licensing session 14/09/04
xxiii Leaflets distributed to Members notifying changes within the out of hours medical service issued by the Carmarthenshire Local Health Board

xxvi Complaint letter from local resident regarding dangerous dogs on Roman Road forwarded to Carmarthenshire County Council (Public Protection)

40. Any Other Matter

i) To include the following items on October Agenda: School access and traffic in Penymorfa Lane; the fast growing number of shops in Pensarn.
ii) To order commemorative wreath for the Remembrance Service in Llangunnor Church - RESOLVED Clerk to obtain and agreed for Llangunnor School to have the 2003 wreath.
iii) To request the County Council to provide street signs in Elder Grove indicating house numbers found in each lane.
iv) To convey thanks to A Chapman and P Johnson for keeping the grass verges along Capel Dewi Road in good trim.
v) To ask PCWorld if they would be prepared to allow public access to the Internet on a computer in their store.
vi) To request dispensation for Cllrs R Griffiths and DE Williams with regard to matters in committee concerning Llangunnor School.
vii) Request the County Council to action: 'fly tipping' along road from Login to Panteg junction via Erw Wen; trees felled on Roman Court building site; vehicle speeding in Bron y Dre; the roadside gully near Penrhiw in the lane to the Church needs to be un-blocked; need for a 'mini roundabout' at the Pensarn Road/Stephens Way junction; to remove rude graffiti on 'Yr Aelwyd' bus shelter; replace the reflector posts on Capel Dewi Road; need to trim back low tree branches impeding buses and lorries in Penymorfa Lane; the need to trash between Pant and Maeslan; complain and deplore the incidence of tipping of sewage recently in the vicinity of Capel Dewi Road; to investigate surface condition and width of pavement for use by powered mobility units at the bottom of Bron y Dre and upper Sticle path (near the garages)
