Minutes of Monthly Meeting of Llangunnor Community Council held in ‘Yr Aelwyd’, on Thursday 15th July 2004 at 7.15pm PRESENT: Councillor D Williams (Chairman) Councillors R.O Griffiths, J.D.J Morgan, M Lloyd, D Valentine, C.M Jones, C James, P Williams, A.T Bailey, H.R Davies, D.E Williams. APOLOGIES: W.D.V Evans, A. Jones. PC. C Bond. IN ATTENDANCE: Mr D. Hardy, Editor, Carmarthen Journal. 11 Chairman welcomed Mr David Hardy to the meeting and invited him to share views on how the Llangunnor Community can gain greater recognition in the local press and the media in general. Following an introduction by Mr Hardy, various views were exchanged and discussion focussed on: persistent references to Carmarthen when reporting on activities in the Llangunnor area, editorial modifications of submitted reports, benefits of using e-mail for submission of reports, minimal reporting of County Council business, absence of information on planning applications and the UDP. Mr Hardy was complimented on the better coverage given to the Community Council in recent months. Mr Hardy emphasised the importance of the press receiving feedback from the community it served and he would give consideration to the points raised. He acknowledged the significance of the geographical issue and would advise his reporters and sub-editors accordingly and would give further consideration to the future reporting of Council business. The Chairman thanked Mr Hardy for attending the meeting and wished him well in his new post as Editor of the Carmarthen Journal. 12 CHAIRMAN’S ANNOUNCEMENTS The Chairman extended a warm welcome to the three new Co-opted Members and invited them to sign the ‘Declaration of Acceptance of Office’. Having duly signed the declaration they were introduced to all the Members. The Chairman had attended and given donations to the St Cynnwr WI Summer Fete, Llangunnor Church Garden Fete, Big Breakfast event at Ysgol Llangynnwr and had presented the trophies in the school sports. It was noted that warm words of thanks had been received from the WI, the Church and the School. He had been invited to the Carmarthen Town Mayor Making Ceremony and asked for a letter of congratulations to be sent to the elected Mayor, Cllr June Williams. The Chairman asked Members to note that the Council’s Civic Service will be held at Philadelphia Chapel, Nantycaws on 10th or 17th October 2004 (Date to be confirmed at the September meeting) Members expressed their disquiet and disappointment that the Chairman had not received an official invitation to meet the Prince of Wales at Carmarthen Station during his recent visit to the area and that it had required considerable personal action by individual Members to produce a last minute invitation. RESOLVED to convey the Council’s views to the Lord Lieutenant’s Office. It was also RESOLVED that the Chairman’s name be inscribed on a link in the Chain of Office. 13 MINUTES RESOLVED to approve as a correct record the minutes of: i) The Monthly Council meeting held on 21st June 2004. ii) The Planning Committee Meeting held on 21st June 2004. In considering the minutes the following points were raised: i) Minute 2 – reference minute 115 i). Cllr Griffiths had cleaned the plaque and the matter was now resolved. ii) Minute 6 i) –Noted that the School bid had been supported by the County Council and forwarded to the National Assembly for Wales. RESOLVED to congratulate the School and convey the Council’s support for the initiative. iii) Minute 6 v) – To inform the Director of Technical Services that the extension of the 40mph speed limit and the pavement as far as Glan Towy Lodge should receive priority consideration by the County Council. iv) Minute 10 ii) – The Clerk reported on the Police responses to the points. As the abandoned vehicle was on private land it should be referred to the landowner. RESOLVED to refer the matter to Western Power as the vehicle is parked in front of their transformer sub-station. The buses occasionally parked on Pensarn Road are non-offending. RESOLVED to refer the situation to the County Council with the request that an additional parking area be found for buses. Vehicle parking at the entrance to Tregynnwr seems to have been resolved. Details of a specific vehicle regularly parking on the pavement in Pensarn Road to be forwarded to the Police. v) Minute 10 iii) – Remind the County Council of the need to cut back the pavement overgrowth at Pant Farm and to trash the hedge growth on Church Lane. 14 AGM MINUTES RESOLVED to receive the minutes of the Annual General Meeting held on 17th June 2004. 15 ACCOUNTS FOR 2003/4 The Clerk as the Council’s Finance Officer presented the financial out-turn statement for the year ended 31st March 2004, which had been checked and verified by the Internal Auditor. Clarification was provided in respect of some queries. RESOLVED to accept and approve the statement as a correct record for the year ended 31st March 2004. 16 INTERNAL AUDITOR’S REPORT RESOLVED to receive and accept the Internal Auditor’s report and to note that the Auditor’s Letter will be received at a future date. 17 EXTERNAL AUDIT ANNUAL RETURN RESOLVED to certify the summary Statement of Accounts and to approve the Statement of Assurance in the Annual Return. It was further RESOLVED that the Annual Return be submitted to the External Auditor. 18 BUDGET 2004/5 The Clerk presented a budget statement detailing the current financial position and explained that it should assist Members with the decision process on the footway lighting developments. RESOLVED to receive the statement. 19 LLANGUNNOR PARK ASSOCIATION Cllr HR Davies reported that the Park Association was holding its monthly meeting on the following Wednesday and that he would present a progress report at the Council’s September meeting. 20 FOOTWAY LIGHTING The Clerk presented a report summarising the installations identified in the footway lighting survey previously considered by the Council together with the costings. After careful consideration of the report it was RESOLVED that the first priority should be the replacement of the corroded columns in Tregynnwr. It was noted that the County Council would be prepared to share the replacement cost. It was agreed that the Clerk establishes the Council’s element of shared cost with the County Council and subject to the element not exceeding £7000 the Clerk to proceed with the replacements. 21 MONTHLY ACCOUNTS The monthly schedule was received from the Clerk. RESOLVED to approve the following expenditure: 1. E Williams Bus Shelters (June 04) 126.00 Playing Field (June 04) 60.00 2. I. W. Ysgol Llangynnwr Chairman’s Donation 30.00 ‘Big Breakfast’ 4. Llangunnor WI Chairman’s Donation 30.00 Summer Fayre 5 Ysgol Llangynnwr Chairman’s Donation 50.00 Sports Day 6 Llangunnor Church Chairman’s Donation 30.00 Garden Fete (reimbursement) Council noted receipt of income: Nil 22 CORRESPONDENCE RESOLVED to receive the monthly schedule of correspondence and agreed action as follows: i) Letter from Bwrdd yr Iaith Gymraeg/Welsh Language Board requesting the Council’s Welsh Language Scheme. Council were under the impression that the scheme had been submitted to the Board. RESOLVED: the Clerk to explore the Council’s position with the Board. ii) Parliament for Wales Campaign: invitation to the 2004 convention forwarded to the Chairman. iii) Request for financial aid from ‘Special Olympics Wales’ referred to the Dec. 2004 meeting. iv) Samples of recycled products from Carms CC shown to Members. v) Notice of inaugural meeting of the Carmarthen Branch of Un Llais I Gymru/One Voice for Wales at 7.30pm on 29/07/04 at St Peter’s Civic Hall. RESOLVED that Cllr. D Valentine will represent the Council at the meeting. vi) Reply from Un Llais I Gymru/One Voice for Wales to the Election Query (Minute 123 i) 2003/4 refers) Members were disappointed with the tone of the response and RESOLVED that the Clerk responds and conveys the Council’s view. vii) Noted letters of thanks from Philadelphia Chapel, Nantycaws and Ysgol Llangynnwr and St Cynnwr WI, for the Chairman’s donations. viii) Request from the Community Safety Partnership to provide comments on crime and disorder issues affecting the local community to inform Carmarthenshire’s Community Safety Audit. RESOLVED to convey the issues of anti social behaviour by youths and their lack of respect towards society and vandalism of public property, drugs and solvent misuse, the need for hard surface play areas to reduce ball playing on the roads and streets, the danger of cycling and skateboarding on footpaths. The benefit of employing Community Youth Outreach Workers to engage with the young people was identified as a positive approach to addressing the issues, together with greater visibility by the Police. Cllr C James and the Clerk to respond. ix) Park equipment promotional leaflets from Sutcliffe Play Ltd. forwarded to the Chair of the Parks Association. x) Notice of public meeting to discuss the Carmrthenshire invitation to host the 2007 Urdd National Eisteddfod. RESOLVED that the Council be represented by Cllr DE Williams. xi) Carms CC ‘Rights of Way’ programmes- 2004/5. RESOLVED to submit for improvements the initial part of the footway from Llangunnor Road to Blaengwastod Road, resurfacing of the by-way via Nant Farm and the footpath from Login Road to Cilweunydd. xii) Noted the reply from Carms CC Legal Department indicating that the Queen cannot title the Chair of Llangunnor Community Council as Mayor unless it can successfully petition the Privy Council for the grant of a Royal Charter in order to elect a Mayor. (Minute 97 iv) of 19/02/04 meeting refers). RESOLVED that the Carms CC Legal Department be thanked for the research and full response xiii) Notification of an induction-training course organised by Un Llais I Gymru/One Voice for Wales for new Councillors and Clerks at St Peter’s Civic Hall on 30/10/04 at a fee of £30 per delegate. RESOLVED that the newly co-opted Councillors and the Clerk can attend if available. Clerk to confirm delegates in September. xiv) All other correspondence was noted as listed in the monthly schedule. 23 ANY OTHER MATTER i) To include the following items on September Agenda: Ideas for developing the open spaces in the community; a Halloween night event. ii) Practising golf and also the suspicion of drug taking in the Park was referred to Cllr HR Davies, Chair of the Park Association, who was present in the meeting. iii) General discussion on the formation of a youth club in the community was left in abeyance. iv) The poor condition of the Bus Shelter at Login: RESOLVED that the Clerk obtains the price for repainting and any repair work from the Council’s handyman. v) Request the County Council to: provide safety fences at the back of the pavement in front of Yr Aelwyd and at the rear of the pavement on Llangunnor Road opposite the entrance to Penymorfa Lane; to provide additional litter bins on Llangunnor Road up to Login; trash the open space near the ‘wetlands’ in Pensarn; ask the owner of the plots adjacent to Penymorfa Nursery (Pobl Bach) to tidy the land; provide a ‘concealed entrance’ sign near the Login Children Nursey to suitably warn drivers; provide a controlled pedestrian crossing between the roundabout by Towy Ford petrol station and the A40 roundabout near Llangunnor Bridge 24 SUMMER RECESS Council RESOLVED to suspend standing orders from the July meeting and grant powers to the Chairman, Vice Chairman and Chairman of Planning to deal with Council matters in conjunction with the Clerk,.¦ Minute List ¦
