Minutes of Monthly Meeting of Llangunnor Community Council held in ‘Yr Aelwyd’, on Thursday 9th December 2004 at 7.15pm PRESENT Councillor D. Williams (Chairman) Councillors J.D.J. Morgan, M. Lloyd, D.E. Williams, R.O. Griffiths, A.T. Bailey, A.M. Jones, W.D.V. Evans, D Valentine APOLOGIES Councillors H.R. Davies, C.M. Jones, P Williams and C James. IN ATTENDANCE: Community Police Officer PC Jo Davies, Apologies were received from Police Inspector P Edwards and Lee MacGregor, Carmarthen Journal. Chairman welcomed Councillor M Lloyd to the meeting following her operation. 62. Police ReportChairman invited PC Jo Davies to present her report
The Police will monitor speed and volume of traffic on Rhiw Babell when the equipment will be available in the New Year. Community Beat Support Officers will cover the Pensarn and Tregynnwr area on a regular basis until January. Finding a base for holding regular ‘surgeries’ is proving difficult, as 'Yr Aelwyd' is not available. Approaches will be made to Ysgol Llangynnwr for the suitability of the 'community room'. Parking on pavements in Pensarn will be monitored. The anti-social partnership formed between the Police and the County Council Housing Department is operating and focussing on identified issues. ASC FOR[Anti Social Crime Forum] Details were received from Divisional Police Inspector P Edwards on the establishment of a joint forum between Carmarthen Town/Llangunnor Community Councils and the Police to enhance ‘Community Focused Policing’. Nominated Council Members would raise issues at a forum meeting and discuss the merits of the Police tackling the issues who would then report action/progress to subsequent meetings. Inspector Edwards invited Council to nominate representatives. Council welcomed the initiative and agreed to nominate on the same basis as Carmarthen Town – two representatives per Ward. Chairman thanked PC Davies for the report and Council RESOLVED to nominate Cllrs CM Jones and D Valentine from the West Ward and Cllrs D Williams and WDV Evans for the East Ward, to serve on the ASC FORUM
63. Chairman's AnnouncementsThe Chairman described plans discussed at the 'Riverside Development Committee' meeting and intimated that there was potential funding available and in his view proposals for the Llangunnor side were realistic and achievable. Members were encouraged by the report but requested the Chairman to remind the committee that media reports on its work should refer to Llangunnor as well as Carmarthen Town. Members also stressed the need to protect any planted trees, as many of the trees previously planted on the Llangunnor side of the river had been destroyed. The Chairman had attended the Carol Service at Llangunnor Church and the Christmas musical show at Ysgol Llangynnwr. Both were extremely enjoyable and it was agreed to send a letter to the school congratulating the children and the staff on a magnificent show. The Chairman had made a donation to the School
64 MINUTES RESOLVED to approve the minutes:i) The Monthly Council meeting held on 18th November 2004 subject to an amendment to minute 61iv) to read – ‘Councillor CM Jones, as Director of the Management Board ..’
ii) The Planning Committee Meeting held on 18th November 2004. In considering the minutes the following points were raised: i) Minute 52 The Clerk distributed copies of the proposed constitution and standing orders of Un Llais I Gymru/One Voice For Wales for consideration at the January 2005 meeting. Clerk to convey to the Minister for Health in the Welsh Assembly Government the objections of Llangunnor Council to the closure of the Burns Unit at Morriston Hospital.
ii) Minute 53 iii) The Clerk reported that Mr Snaith, Carmarthenshire County Council would attend the February meeting of Council.
iii) Minute 53 vi) Re: Community Website and Broadband. To note that an application has been made for a project computer package which would include Broadband connection.
iv) Minute 53 vii) Members were disappointed with the County Council general response and RESOLVED to reiterate the Council’s serious concern regarding the absence of a pavement in Penymorfa Lane.
v) Minute 54 With confirmation received from Carmarthenshire County Council that the lighting in Haulfryn would be adopted, Council RESOLVED to proceed with the installations.
vi) Minute 55 The Clerk confirmed completion of the bank account transfer.
vii) Minute 56 Note that Western Power will explore the matter in January.
viii) Minute 61 i) Noted that Western Power has cleared the ivy growth.
ix) Minute 61 iv) Noted the press coverage given to the complaint re: Nantycaws Tip. 65. Llangunnor Park Association
Cllr D Williams presented a positive account of the meeting held between the Park Association and Officers from Carmarthenshire County Council to discuss additional support for the Park. The County Council has agreed to undertake improvements to the entrance and erect the new goalposts. Improvement works to the paths inside the park were also under consideration. Members welcomed the contributions proposed by the County Council and RESOLVED to invite the County Council Head of Parks to attend a future Community Council meeting to discuss on-going support
66 CONSULTATION ON THE CARMARTHENSHIRE COUNTY COUNCIL REVENUE BUDGET FOR 2005/6– deferred from November meeting. RESOLVED that the Clerk completes the questionnaire on behalf of the Council based on responses received from individual Members
67 DISTRIBUTION OF GRANTS.Council carefully considered the 13 applications received for grant aid and RESOLVED to allocate Ł25 to each of the following: Childline Cymru/Wales, Shelter Cymru/Wales, Macmillan Cancer Relief and Dyfed Victim Support. A letter requesting financial support for Capel Dewi Community Association was tabled at the meeting. It was RESOLVED that the request be considered by the Chairman

i) Cllr Griffiths, as Chairman of Governors of Ysgol Llangynnwr, tabled a letter confirming the successful bid made by the School to the Assembly Government for funding under the ‘Safe Routes to School’ initiative. It had been allocated Ł25k to support its proposals.
ii) To request the County Council to ensure that the temporary traffic lights on Rhiw Babell are removed over the Christmas/New Year period.
iii) The Clerk to establish the insurance obligations for the Community Council should it decide to have a Christmas tree in the community in 2005.
iv) To request the County Council to deal with the water flowing on to Login Road near Bank Farm Trailers.
v) Establish with Western Power the timetable for connecting the streetlights on the Gwynfan estate, Nantycaws.
vi) Report the complaint received of strong smells from Nantycaws tip to Carmarthenshire County Council Public Protection Department.
vii) To raise the awareness of the County Council to the narrow width of the road towards Penlan, Nantycaws. To give this matter further consideration together with the poor maintenance of the ‘green road’, Nantycaws, in the April meeting
viii) To review the sufficiency of lighting to the rear of ‘Yr Aelwyd’ after completion of the replacement of corroded columns in Tregynnwr.
ix) Cllr M Lloyd thanked all for their kindness and best wishes after her recent operation
