Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 20th February 2014.

PRESENT: Councillor Selwyn Thomas (Chair), Elwyn Williams, David J Watson, Robin Griffiths, Paul Totterdale, Alun West, Dafydd Williams, Glenda Lloyd, Merlin Jones, Geraint Bevan, Sandra Thomas.

APOLOGIES: Councillors Sarah Howells, Lee Whatley.

1.Chair's Announcements

• The Chair reported that he had attended the Park Consultation Day and it had proved successful, the sub-committee would now have a look at the findings and take forward the grant application.
• He and other members had attended the Council dinner and an excellent night was had by all.

2.Minutes

RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on January 16th 2014 (minute 0214-2): Proposed by Cllr P Totterdale and seconded by Cllr D Williams.

3. Matters Arising:

Matters raised/resolved outside meetings: January 2014/February 2014

a) Park Entrance - New gate now in position (£395.00 + VAT). Clerk to ask that some further works be done to secure gate.
b) Issue with paths - Clerk to write to Carmarthenshire County Council:
i) Bottom of Haulfryn/Sticle (lot of moss) and overgrown
ii) Front of 14-17 Bronydre again moss
iii) Penymorfa/Y Talar moss and overgrow - Clerk to follow up with Carmarthenshire County Council
c) Bus Stop outside Police HQ has no sign or timetable in place - Post has been erected, current policy not to fix timetables to single posts.
d) Long vehicles leaving the tip obstructing 'fast lane' when crossing dual carriageway - Response received, basically asking CWM to remind lorry drivers of their responsibility when crossing dual-carriageway.
e) The fence opposite 23 Haulfryn is in poor condition - Clerk to follow up with Carmarthenshire County Council.
f) Landslip Penymorfa Lane - Lane re-opened 21/01/14.
g) Could Carmarthenshire County Council have a look at three trees on Sticle Path, by the underpass - Clerk to follow up with Carmarthenshire County Council.
h) Blocked drains Capel Dewi Road/Pant Farm and road leading up to church. Also leaves at entrance to old Spic and Span - Clerk to follow up with Carmarthenshire County Council.
i) Could Carmarthenshire County Council consider erecting directional signs at Railway Station - Carmarthenshire County Council response: sufficient signs in position.
j) Path by Charlies - Could Charlies please consider providing a path by the bridge at the bottom of Babell Hill for shoppers, particularly the disabled, to gain access to Pensarn Retail Area - Clerk to write to Charlies.

At this stage the Police Commissioner Christopher Salmon arrived and the meeting unanimously agreed to suspend the meeting to allow Mr Salmon to address members.

Mr Salmon gave a brief summary of why the Commissioner role was set up, he summarised his key objectives and emphasized that a police presence in the Community was the No 1 priority.

The Clerk then asked him questions agreed by the members at the last meeting.

Following the answers to these questions the Chair went round the table to allow Councillors to ask any supplementary questions.

Following a healthy debate it was apparent that the closure of the custody unit, with its knock on effect on police presence in Carmarthen, was giving rise to most concern.

Mr Salmon would bring these concerns to the attention of the Chief Constable and report back to the Council.

The Chair thanked Mr Salmon for his attendance and for his answers to all the queries raised and wished him luck with the rest of his term in office.

3. Matters Arising: (cont..)

k) Could Carmarthenshire County Council check the salt/grit bins in the area/Brithdir to be requested - Carmarthenshire County Council "Bins will be checked and filled as necessary, not currently a priority as very wet weather keeping gangs very busy. Unfortunately as Brithdir is a private estate bin cannot be filled".
l) Street lighting in Brithdir - Cllr Sandra Thomas (declared an interest), she informed the meeting that all the residents supported the introduction of further lighting in the street, Cllr Thomas did not take part in the vote. It was unanimously agreed that the Clerk contact Carmarthenshire County Council to find out:
i) The cost of putting another lighting column in Brithdir.
ii) He arrange a site visit to see where the lamp be best positioned
iii) Bring a report to the next meeting of the Council.
m) WW1 Ecumenical Commemoration - The Clerk reported that the target was £6,500, so far raised just over £4,000. If there is a surplus then it will be donated to Chelsea Pensioners Appeal Fund. Following a brief discussion it was unanimously RESOLVED (minute 0214-3(m)) proposed Cllr Griffiths and seconded by Cllr Lloyd that £100 be donated to the Commemoration.
n) Update - From previous meeting power lines in Pensarn - overhead power lines had now been removed. Clerk to thank Western Power for their assistance, one small query: part of post still remains outside ATS.
o) Sticle Path - The Clerk reported that he had now received costings from Carmarthenshire County Council for the installation of a barrier on Sticle Path where it comes up from underpass onto Penymorfa Lane (the cost to implement 2 Guardrail in a chicane format at the end of the path would be as follows:- Guardrail x 2 - £190.00 (including delivery) , Postcrete x 12 - £47.40, Coldtar x 12 - £11.58, Total - £248.98) - it was unanimously RESOLVED (minute 0214-3(o)) proposed Cllr M Jones seconded Cllr Bevan that the Clerk ask Carmarthenshire County Council to carry out the work.
p) Pensarn - Tarmacking in front of Brown Brothers. The meeting expressed its disappointment at the work that had been carried out, Clerk to ask Carmarthenshire County Council for a site meeting.

4. Council Website

The sub-committee had met and some amendments had been made, further meeting before March Council meeting, report to be brought to that meeting.

5. To Receive a Report from the Parks Sub-Committee

As reported by the Chair the consultation event had taken place, the sub-committee would consider the results and proceed with the grant application. Update at next meeting.

6. To Consider the following Motion from Cllr R Griffiths
"Llangunnor Community Council appreciates that there are great financial pressures on Carmarthenshire County Council at this time. It also appreciates that in order to be within budget that savings have to be made. It is however concerned that support has been found in the past for large projects, e.g Parc Y Scarlets/Garnant Golf Club etc.; in future we would urge that priority be given to safeguarding local communities and services"

It was seconded by Cllr E Williams and approved (Minute 0214-6). For 7 Against 0 Abstentions 3

7. Reports from Members Representing the Council on other Bodies

a) Cllr Watson reported that the River Festival was currently looking for business support.
b) Cllr Watson also reported that Heritage Project had been 'mothballed' for the time being.

It was RESOLVED (minute 0214-8) proposed Cllr P Totterdale seconded Cllr D Watson that the following schedule of accounts be approved (unanimous):

Members queried the £75 charge for the Photo Gallery in Vision ICT's invoice. Clerk to take this up with them before paying it.

9. Correspondence

It was RESOLVED (Minute 0214-9) that the following correspondence be noted/action taken.

4 Western Power - Further consultation (Stage 2) on Brechfa Forest Connection Project runs for 8 weeks from 17th February 2014. Open Events to be publicised. Noted
5 Kidney Wales Foundation - Walk for Life Sunday 27th April, further information with Clerk or www.kidneywales.com Noted
6 Carmarthenshire Unified Sports Committee - This committee has been formed to oppose the increase in pitch/green fees. Noted
7 Carmarthenshire County Council Tourism - Commonwealth Games Baton will be arriving in Carmarthenshire on Tuesday 27th May 2014 Information to be circulated
8 Conserving and maintaining Welsh war memorial heritage conference 27th March 2014, Royal Welsh Showground, Builth Wells - Cllr Whatley has expressed an interest in attending. Cllr Lloyd and Whatley had shown interest in attending
9 Response from Mark James regarding Penymorfa Lane Noted

10. Any Other Business

a) Clerk to write to Acting Chief Exec. Asking for information on Pensarn.
b) Parents parking on speed humps causing issues outside school, Clerk to follow up.
c) Clarification sought in respect of refuse bag collection in Haulfryn.
d) Lighting Post outside 17/21 Haulfryn not working - Clerk to follow up.
