Minutes of a Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 15th October 1981 at 7.30pm
Present: Councillor JDJ Morgan (Chair), Mrs E Jones, Miss G Jones, Mrs Mair Lloyd, Mrs B Morgan, Mrs A Grace Williams, G Bowyer, Mr EJ Dalis-Davies, WDV Evans, Robin O Griffiths, WG Tucker and D Williams
In Attendance: County Councillor ET Davies, District Councillors EJ Thomas and H Ll Williams
76. WelcomeThe Chairman extended a formal welcome on behalf of the Council to a party of American Students from Trinity College who were in attendance accompanied by their Course Tutor, Mr Gareth Wardell.
77. Citizens Advice BureauMs. Jane Benson, the Organiser of the Carmarthen Citizens Advice Bureau addressed the Council on the history of the Bureau, both nationally and locally, and outlined the many aspects of its activities which included the provision of information, counselling, first aid work (as the various statutory bodies cut down on their advisory work) , mediation and social action bases were dealt with on sympathetic and absolutely confidential basis The Bureau was open to the public for five and a half days per week and operated with a full-time paid staff of two and fourteen part-time trained volunteers.
No funds were received from Central Government and it was supported entirely by contributions from District (50%) County (25%) and Community Councils in the area (25%) She thanked members for their consistent annual support in the past and hoped that this would continue in the future. Ms Benson then answered a number of questions from members and after a lengthy discussion it was RESOLVED that she be thanked for her informative address. 78. MinutesIt was RESOLVED to confirm the Minutes of the Meetings of the Council and of its Planning Committee held on 17th September 1981 (Copies of which had been circulated to members)
79. School LettingsIt was RESOLVED to note that the Education Department had now agreed arrangements for the opening of the School on one extra evening per week for use by voluntary organisations and that the fee chargeable to the Council would be less than originally supposed.
80. Public LightingIt was RESOLVED that the Clerk be instructed to contact the Board to request the erection at an early date of the lamp near Llangunnor Church and the repair of the damaged lamp at Brynmeurig.
81. Bus SheltersThe repair and painting of the five bus shelters involved had now been completed and it was RESOLVED that the account for the work submitted by Messrs Towy Home Improvements be paid.
82. Pibwrlwyd LaneThe Clerk reported that he had written to the Welsh Office, Highways Group, requesting a site meeting to discuss the provision of a footpath alongside the new By-Pass at Bolahaul (so as to avoid the necessity of the public having to cross the dual carriageway on foot) but to date had not received a reply. As soon as the Welsh Office had agreed to a site meeting he would make suitable arrangements for it to be held at an early date.
83. Welsh Association - Annual ConferenceIt was reported that the Council's three motions which had been submitted by the organising Committee, the motion on the Welsh Water Authority to be moved jointly by Llangunnor and Llanuwchllyn Community Councils.

The Clerk reported that the damaged railings at the Swansea end of the Lane had now been repaired on a temporary basis by the District Council's Works Department
85. Bus ServicesThe Council considered the contents of the Draft Public Passenger Transport Plan for 1981/86 issued by the County Engineer and Surveyor and arising out of the discussion thereof it was RESOLVED that the Clerk be instructed to write once again to Messrs Davies Bros. (Carmarthen) Ltd to ascertain the present position regarding the proposal to operate a single, round-trip service from Town to Login Square via Tregynnwr and Heol Blaengwastod.
86. Solar HeatingIt was RESOLVED that a letter received from the Dyfed Association of Local Councils regarding the provision of solar heating for outdoor swimming pools (as recently introduced in Dorset) be forwarded to the Managers of the School for their attention.
87. No 7 Southern Terrace, PensarnIt was RESOLVED that the District Council's Planning Enforcement Officer be asked to investigate the apparently unauthorised use being made of a garage at the rear of No. 7 Southern Terrace, Pensarn.
88. GrantIt was RESOLVED that a grant of £50 be made towards the funds of the 1st Llangunnor Cub Scout Troop to be used towards the purchase of a further canoe and patrol tent for the Troop
89. Street NamesCouncillor Williams reported that the District Council had been informed that the majority of the residents affected had expressed the wish that the lower part of Penymorfa be named “Llys Penymorfa” instead of “Penymorfa Isaf” which had been the District Council’s original proposal. Members agreed that the important concern was that Penymorfa be renamed and numbered clearly for the benefit of the various agencies/emergency services and that if the residents were in favour of “Llys Penymorfa" then the Council should raise no objections. Tho other names suggested - “Penymorfa Canol” and “Penymorfa Uchaf” had apparently proved acceptable to the residents concerned, It was RESOLVED that the names as amended be approved.
90. FloodingCouncillor Mrs M Lloyd referred to recent flooding in Pensarn and asked what was the present position regarding the feasibility study being carried out by Welsh Water Authority. It was RESOLVED that the Clerk make inquiries of the Water Authority to discover the present position
91. Agenda ItemsIt was Resolved that the under-mentioned be placed on the agenda for discussion at the next meeting:
(i) to consider the present position with regard to vandalism in the parish, particularly involving the use of air guns;
(ii) to consider the possible uses to be made in the parish of the recently legalised Citizens Band radio
It was RESOLVED:

The autumn issue of the Local Council review reported that the salary of part-time clerks of community councils had been increased with effect from 1st July 1981 from 40% to 43% of a penny rate product. It was resolved that the increased figure be paid as from the operative date of the new agreement.
