Minutes of the Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 16th April 1981 at 7.30pm

Present: Councillor Robin O Griffiths (Chair), Mrs E Jones, Miss G Jones, Mrs Mair Lloyd, Mrs B Morgan, Mrs A Grace Williams, G Bowyer, Mr EJ Dalis-Davies, WDV Evans, THM Jones, JDJ Morgan, WG Tucker and D Williams

175. Apology

An apology for absence was received from District Councillor H. Ll. Williams

176. Condolences

The Chairman referred to the recent death of the Clerk's mother and on behalf of the Council expressed his most sincere condolences

177. Congratulations

The Chairman congratulated County Councillor ET Davies who had been returned unopposed for the Llangunnor and Llandyfaelog electoral division when nominations had closed for the forthcoming County Council election on 7th May. He was thanked warmly for his past services to Llangunnor and Councillor Davies responded appropriately.

178. Minutes

It was RESOLVED to confirm the Minutes of the Meetings of the Council and of its Planning Committee held on 19th March 1981 (copies of which had been circulated to members prior to the Meeting)

179. Southern By-Pass

The Chairman had attended the official ceremony on 6th April 1981 when work on the By-Pass had been commenced by Mr. Michael Roberts MP Minister of State at the Welsh Office.

After the ceremony the Minister had inspected the scene of the recent flooding at Johnstown but for some reason no one seemed to have directed his attention to the similar flooding at Pensarn and Lower Llangunnor Road which in many respects had been much more severe in its effect on both residential and commercial premises, Members agreed that this omission was unfortunate and several expressed apprehension at the possible effect of the proposed new bridge embankment upon the flooding position at Pensarn.

After a lengthy discussion it was RESOLVED:
(i) that the Clerk write to Dr Roger Thomas to seek his support in obtaining more effective flood prevention measures at Pensarn;
(ii) that an assurance be sought from the Welsh Office Highways Group that the proposed new bridge embankment would not exacerbate the position at Pensarn and that the frequent flooding of Pensarn had been taken into account in the design of the By-Pass Scheme.
(iii) that the Contractors be requested to demolish completely the properties in Davies Town as a matter of urgency because in their present, half-demolished state they were a source of danger to both pedestrian and vehicular traffic.

180. Highway Reconstruction

Several members inquired about the length of time the reconstruction work on the Swansea Road was expected to take as tremendous traffic delays were being experienced at present. It was RESOLVED that the Clerk be instructed to contact the Area Surveyor to ascertain the position and to request that the work either be speeded up with a view to completion by the Spring Bank Holiday or, alternatively, be suspended until after the summer once work on the current lane had been completed.

181. Pensarn Village - Photographs

Councillor Mrs. Williams produced a volume of photographs which had been taken by her husband showing Pensarn Village and Davis Town before the demolition work had commenced. It was RESOLVED that a duplicate volume be purchased from Councillor Williams so that a permanent record of that part of the parish could be kept

182. Nuclear Weapons

The Clerk read out a letter from Manchester City Council wherein was set out a resolution of that Council which called upon the Government to refrain from the manufacture or positioning of any nuclear weapons within the boundaries of the City.

Dyfed County Council had recently supported the terms of this resolution so far as Dyfed was concerned and it was RESOLVED unanimously that Dyfed's action be supported.

183. Public Lighting

It was RESOLVED as follows :
(i) that the S.W.E.B. quotations for the replacement of a lamp post at Y Talar in the sum of £87.97 and for the repair of two lamps near the Police Houses at Babell Hill in the sum of £41.67 be accepted;
(ii) that two lamps at Mount Pleasant which had become corroded by rust be replaced;
(iii) to note that as from 1st January, 1981 the County Council had accepted responsibility for the footway lighting system at Eldergrove (Phases 1 - IV).
(iv) to request S.W.E.B. to cost the improvements required by the County Council for the upgrading of certain footway lighting systems in the parish to road lighting systems prior to the County Council being prepared to accept responsibility therefor

184. Primary Schools - Governing Bodies

It was RESOLVED that Councillor W G Tucker be renominated to serve as a Governor on the Carmarthen Rural/Kidwelly Primary School Group Governing body which would be reconstituted immediately following the County Council election on 7th May, 1981

185. Dyfed Association

It was RESOLVED:
(i) to renew the Council's annual membership of the Association for 1981/82 in the sum of £86.30;
(ii) to note that the AGM of the Association would be held at the Civic Hall, Nott Square, Carmarthen on Saturday 18th June 1981 at 11am
(iii) to note the contents of the Summer 1981 edition of the Local Council Review (copies of which had been circulated prior to the meeting)

186. Local Council Borrowing - Procedural Changes

It was RESOLVED to note the procedural changes introduced by the Government regarding borrowing by local councils with effect from 1981/82 as explained in letters received from the National Association of Local Councils and the Welsh Association of Community and Town Councils

187. Tregynnwr Estate - Pensarn

Several members complained that the present indiscriminate parking of vehicles at the narrow entrance to Tregynnwr constituted a severe obstruction to buses, delivery lorries and public service vehicles and should be stopped. It was RESOLVED that the Clerk be instructed to ascertain the position and to contact the Chief Constable and the Area Surveyor about the problem.

188. Brynglas Crescent

It was RESOLVED that the Chairman be authorised to attend a meeting of residents of Brynglas Crescent called to discuss certain problems which had arisen regarding water supply to the Estate.
