Minutes of a Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 16th July 1981 at 7.30pm

Present: Councillor JDJ Morgan (Chair), Mrs E Jones, Miss G Jones, Mrs Mair Lloyd, Mrs A Grace Williams, Mr EJ Dalis-Davies, THM Jones, WDV Evans, Robin O Griffiths, WG Tucker and D Williams

41. Apology

An apology for absence was received from Councillor G Bowyer

42. Minutes

It was RESOLVED to confirm the Minutes of the Meetings of the Council and of its Planning Committee held on 18th June 1981 (copies of which had been circulated to members) subject to the deletion of the words "Residents of Pibwrlwyd Lane had complained" from Minute 33(i) and its substitution by the under-mentioned phrase "Complaints had been received from a number of residents in various parts of Llangunnor that…”

43. Flood Prevention Scheme

Dr Roger Thomas, M.P. had written to confirm his support for the efforts of the Council in seeking to obtain from the Welsh Water Authority a commitment to introduce as part of its capital programme a flood prevention scheme for the Pensarn/Lower Llangunnor Road area of the parish.

In addition to a number of residential properties this area was one of the principal commercial parts of the Town and the recent flooding incidents had caused substantial losses of both stock and equipment and had aroused widespread concern.
It was RESOLVED that Dr Thomas's letter be noted.

44. Public Lighting

It was RESOLVED to note that the four lamps at Mount Pleasant which had been out of action through rust corrosion had now been replaced by the Board.

45. Fire Hydrants

Written confirmation had now been received from the Chief Fire Officer that the provision of fire hydrants in Llangunnor parish was adequate and satisfactory.

46. Ger-y-Nant - Site Meeting

The Clerk reported that he had contacted the Director of Planning regarding the points which had arisen at the site meeting held on 23rd May, 1981 and had received an assurance that the gradients of the rear gardens on the Phase IV properties would be investigated. He had been unable to contact the builder regarding the dedication of the footpath from Bryntowy to Ger-y-nant but would report further on this point to the next meeting.
It was RESOLVED that the position be noted.

47. Rubbish Skip Penymorfa Lane

The Clerk read out the relevant Minutes Of the Meetings of the District Council’s Environmental Health Committee and Policy and Resources Committee in response to the Council's request that the skip be removed from Penymorfa Lane and relocated elsewhere.

The Environmental Health Committee had agreed to recommend that the skip should be relocated in the light of the representations received but the Policy and Resources Committee had not accepted this recommendation. It had been decided that the skip should remain in the Lane pending an investigation of a suitable alternative site and in the meantime the Director of Works had been instructed to ensure that close supervision of the cleanliness of the site and emptying of the skip be maintained.
After discussion it was RESOLVED that the position be noted.

48. Lead Mines - Cornish Engine House

The Clerk indicated that he was experiencing difficulty in securing the attendance of officials from the Welsh Office at the proposed site meeting called to discuss the preservation of the Cornish Engine House at the Lead Mines. The Welsh Office view was that all factors had been taken into account in reaching the decision to de—schedule the building (thereby removing its legal protection) and the Ancient Monuments Division did not see what contribution they could make at the proposed site meeting.

It was RESOLVED
(i) that the Clerk be instructed to approach the Welsh Office once again regarding attendance at the proposed site meeting which would be held on a date to be notified to members within the fortnight following the present Meeting.
(ii) that the Council be represented at the site meeting by the Chairman and Councillors Mrs M Lloyd, Mrs AG Williams, G Bowyer and RO Griffiths.

49. Royal Wedding - Commemorative Coins

The Council's supply of commemorative coins to mark the Royal Wedding had now arrived and would be distributed to all primary school children living in the parish by members and the Clerk during late July and August.
The coins for pupils of Llangunnor School would be distributed at the school by the Chairman on Friday 12th July 1981.

50. Governing Body

It was RESOLVED that the Council's congratulations be extended to Councillor WG Tucker on his reappointment as a Governor of the Carmarthen/Kidwelly Group of Primary Schools (which includes Llangunnor C.P. School)

51. Bus Shelters

It was RESOLVED that tenders be invited for the repair and painting of five of the Council's bus shelters.

52. Pibwrlwyd Lane

It was RESOLVED that a public meeting be held at the School in September in an attempt to gauge the extent of public feeling regarding the permanent closure of Pibwrlwyd Lane to through traffic from Bolahaul Road as a consequence of the construction of the Southern By-Pass
(The Welsh Office, Highways Group had pointed out that two public inquiries in 1978/79 had not given rise to a single objection to this closure but the Council felt nevertheless that the views of the public should now be sought)

53. Playing Field - Hay Tender

The Clerk reported that Mr M Evans, Penymorfa Farm had been contacted and that he had offered £52, the same figure as 1980, for the hay at the Playing Field.
It was RESOLVED that the tender be accepted.

54. Welsh Association - Annual Conference

It was RESOLVED to note that the Annual Conference of the Welsh Association was to be held at Aberystwyth on Saturday, 7th November, 1981, but to defer consideration of motions (if any) to be submitted to the next meeting In September.

55. Grants

It was RESOLVED to defer consideration until the next meeting of an application received from the Dyfed/Powys Commonwealth Games Appeal Committee for financial assistance towards the cost of sending the Welsh Team to Brisbane in 1982.

56. Accounts

It was RESOLVED:

(i) that the payment of the undermentioned accounts be authorlsed:

(ii) that the payment of £147.00 to Mr J B Fox of 24 Y Talar for repairs to the bus shelters at Llangunnor Road and Nantycaws (3) be confirmed.

(iii) that the transfer by the Clerk of £2,000 from the Council's Deposit to its Current Account be confirmed;

(iv) that the Clerk be authorised to transfer a further sum of during the summer recess if It should prove necessary to meet pressing bills.

57. Sticle Footbridge

It was RESOLVED that an account submitted by the District Council for £272.37 in respect of the repair of Sticle footbridge be returned to the District Council since they were the statutory highway authority (by delegation from the County Council) and the works had not been carried out at the request of the Community Council
