Minutes of a Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 19th November 1981 at 7.30pm
Present: Councillor JDJ Morgan (Chair), , Miss G Jones, Mrs Mair Lloyd, Mrs B Morgan, Mrs A Grace Williams, G Bowyer, Mr EJ Dalis-Davies, WDV Evans, Robin O Griffiths, and WG Tucker

94. Apologies :Apologies for absence were received from Councillors Mrs E Jones, THM Jones, D Williams and District Councillor EJ Thomas.
95. ThanksA message of thanks was received from Mr Gareth Wardell for the warm welcome extended by the Council to the party of American students from Trinity College who had accompanied him to the last Meeting.
96. MinutesIt was RESOLVED to confirm the Minutes of the Meetings of the Council and of its Planning Committee held on 15th October 1981 (copies of which had been circulated to members)
97. Public LightingThe Chairman reported that the replacement lamp near Llangunnor Church had now been erected free of charge by the Board and was operational. Members indicated that the lamps situated opposite Parc-y-Groes, Heol Capel Dewi and opposite LIygad-yr-Haul were not working and it was RESOLVED that the Clerk be instructed to contact the Board regarding replacement fittings in these cases
98. Pibwrlwyd LaneThe Clerk stated that he had still not received the Welsh Office's written reply to the Council's request for a site meeting with the engineers involved to discuss the possible provision of a footpath alongside the new dual carriageway but in a telephone conversation he had been informed that such a site meeting could not be agreed to. The view of the Welsh Office was that the design and route of the new by-pass had been the subject of two Public Inquiries and that the closure of Pibwrlwyd Lane and the provision of stiles to enable pedestrians to cross the dual carriageway had not met with any objections from the public or local authorities at either Inquiry. The road was not being constructed in accordance with the terms of the Order and the Welsh Office was concerned that it be completed without any further delay. Moreover the Welsh Office no longer owned the land over which the proposed footpath would pass and, since it would require a new Order to create this path, they suggested that the Council contact the local highway authority with the request to create the public footpath now sought. Members were disappointed by this unofficial reply but RESOLVED to defer any decision until the Welsh Office's formal reply had been received.
99. Welsh Association - Annual MeetingIt was RESOLVED to note that the three resolutions submitted by the Council for debate at the Annual Meeting of the Welsh Association held at Aberystwyth on 7th November last had all been passed unanimously.
100. Bus ServicesThe Clerk reported that Messrs Davies Bros (Carmarthen) Ltd, had confirmed that it was the Company's intention to make application in the near future to the Traffic Commissioners for permission to introduce a round trip service from Town to Login Square proceeding via Tregynnwr and Heol Blaengwastod/Login Road.
101. Penymorfa Estate - Street NamesThe Clerk reported on the latest position regarding the proposal by the District Council to rename and renumber Penymorfa Estate. The Council had decided that the method of numbering the Estate which had originally been agreed upon should stand but a further objection had now been received to the name “Penymorfa Uchaf" and discussions were now taking place in an effort to resolve the matter.
It was RESOLVED that the position be noted.
According to a letter received from the local M.P. publication of the Water Authority's feasibility study of the flooding problems at Pensarn and the lower Towy Valley was imminent and hopefully a full report would be available by the next meeting.
In the meantime it was RESOLVED that the Clerk be instructed to contact the Water Authority regarding the deteriorating condition of the wall on the Lower Llangunnor Road for which they had accepted responsibility.
103. No 7 Southern Terrace, PensarnThe Clerk informed the Council that the District Planning Officer had investigated the alleged unauthorised use of the garage at the rear of this property within the previous month and there had been no evidence of a breach of planning control at that time.
However the matter would be kept under review and a further inspection would be carried out.
A letter was read out from the Secretary of the Llangunnor School P.T.A. complaining about three matters, namely the location of the rubbish skip adjacent to the School, the flooding of the Playing Field by highway surface water off Babell Hill and the condition of the surface of Sticle Footpath at its lower end below Haulfryn.
It was RESOLVED that the Clerk be instructed:
(i) to notify the P.T.A. of the position regarding the rubbish skip;
(ii) to contact the Area Surveyor regarding the surface water drainage off Babell Hill; and
(iii) to arrange a site meeting with a local contractor regarding the resurfacing of the footpath (the Council deputation to consist of the Chairman, Vice-Chairman, Councillors Mrs AG Williams, EJ Dalis Davies and H Ll Williams.
After a lengthy discussion about the problems of vandalism in the parish, particularly as a consequence of the use of airguns, it was RESOLVED that the Clerk obtain from the Chief Constable a supply of information booklets which set out in detail the legal controls and requirements on the use of guns of all descriptions.
106. Cornish Engine House - Lead MinesIt was RESOLVED to note the contents of a letter from the Director of Planning (enclosing a copy of a letter from the Welsh Office) regarding the de-scheduling of this Building and to instruct the Clerk to contact the District Council to ascertain the up—to—date position regarding the proposed Manpower Services Commission restoration and preservation scheme.
107. Carmarthen Southern By-Pass(i) Dr Roger Thomas, M.P. had forwarded a copy of a letter which he had received from the Welsh Office regarding Llandyfaelog Community Council’s complaint about footway provision both during and after construction work and it was RESOLVED that the position be noted.
(ii) It appeared that there was now to be no roundabout at the bottom of Nantycaws Hill as shown in the original plans and it was RESOLVED that the Chairman and Clerk be given plenary powers to investigate this change of plan and to take appropriate action if discovered to be the case.
Councillor RO Griffiths reported on the history of CB Radio in the UK and stated that a local branch of REACT had been formed in Town comprising 25 CB enthusiasts which would be able to assist in emergencies e.g. Pensarn flooding and Meals on Wheels calls, within a two mile radius.
It was RESOLVED that the members of the local REACT branch be complimented on their initiative and the Council expressed its best wishes for the branch's future success.
109. GrantsIt was RESOLVED:
(i) to confirm the grant of £25 by the Chairman out of his allowance towards the Llangunnor Old Age Pensioners Association;
(ii) to contribute the sum of £60 towards the Carmarthen Citizens Advice Bureau for the 1982/83 session.
Several members drew attention to the extent of the tipping which had taken place at Sticle in recent weeks at the rear of the former Gailey Caravan Site and the Service Station and concern was expressed about the effect this might have on the flood situation In Pensarn in adverse weather conditions.
RESOLVED that a site inspection be carried out prior to the next meeting by a Sub-Committee comprising the Chairman, Vice-Chairman, Councillors Mrs AG Williams and RO Griffiths.
111. Royal VisitIt was RESOLVED that a letter of thanks be sent to former Chief Inspector Bill Williams for the loan of the bunting with which the Station Approach was decorated during the recent Royal Visit to Carmarthen.
112. AccountsIt was RESOLVED:
(i) to confirm the transfer by the Clerk of £1,000 from the Council's Deposit to its Current Account.
(ii) to pay the under-mentioned accounts:
