Minutes of the Annual Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 21st May 1981 at 7.30pm
Present: Councillor Robin O Griffiths (Chair), Mrs E Jones, Miss G Jones, Mrs Mair Lloyd, Mrs B Morgan, Mrs A Grace Williams, G Bowyer, Mr EJ Dalis-Davies, THM Jones, JDJ Morgan and D Williams
In Attendance: District Councillors E J Thomas and H Ll Williams
1. ApologyApologies for absence were received from Councillor W D V Evans and County Councillor ET Davies
2. ChairmanThe retiring Chairman, Councillor R O Griffiths, thanked members for their support and encouragement during his year of office and stated that he did not realise how much work was entailed in carrying out the duties of the post. He paid particular tribute to his Vice-Chairman for his assistance and advice and to the local County and District Councillors for their faithful attendance at Council Meetings and ready support at all times.
It was RESOLVED unanimously that the current Vice-Chairman, Councillor J D J Morgan, be elected Chairman of the Council for the 1981/82 session.
Councillor Griffiths vacated the Chair and invested Councillor Morgan with the Chairman's Badge of Office.
The Chairman thanked members of the Council for his election and paid tribute to the retiring Chairman for his services to the Council during the past year
3. Vice-ChairmanIt was RESOLVED unanimously that Councillor Mrs M Lloyd be elected Vice-Chairman for the 1981/82 session, Councillor Mrs Lloyd responded appropriately.
4. Planning Committee ChairmanIt was RESOLVED unanimously that Councillor Mrs A G Williams be elected Chairman of the Planning Committee for the 1981/82 session.
5. AppointmentsIt was RESOLVED that the under-mentioned Councillors be appointed to represent the Council on the organisations listed
(i) Dyfed Association of Local Councils - Councillors Miss G Jones and R O Griffiths.
(ii) Welsh Association of Community and Town Councils - Councillors E J Dalis Davies and W D V Evans.
(iii) C.P.R.W. - Councillor T H M Jones.
It was RESOLVED that the Chairman and Councillors E J Dalis Davies and R O Griffiths be authorised to sign cheques on the Council’s behalf during the 1981/82 session
7. Chairman’s AllowanceIt was RESOLVED that the sum of £250 be fixed as the Chairman’s Allowance for the 1981/82 session
8. MinutesIt was RESOLVED to confirm the Minutes of the Meetings of the Council and of its Planning Committee held on 16th April, 1981 (Copies of which had been circulated to members prior to the Meeting)
9. Southern By-PassThe Clerk referred to the recent press reports in which Dr Roger Thomas M.P. and the District Secretary had both received assurances from the Welsh Office's Consulting Engineers that the recent and past flooding incidents at Pensarn Road and Lower Llangunnor Road had been taken into account in the design of the proposed By-Pass and that the position would not be exacerbated as a result of the scheme.
The Chairman had agreed to visit the M.P. at his next monthly surgery to discuss a possible flood prevention scheme for Pensarn and a further report would be submitted to members in due course.
The Square and Compass Public House had finally been demolished that week.It was RESOLVED that the position be noted 10. Highway Reconstruction
The Council was informed that the County Engineer intended to complete the work on the existing lane of the Swansea Road prior to the onset of the summer holiday traffic but to defer the reconstruction of the riverside lane until the end of the summer. This should remove a substantial traffic obstruction and the information was received with pleasure by members
11. Public LightingThe Chairman reported that a further lamp (making three in all) would have to be replaced at Mount Pleasant on account of excessive rust and it was RESOLVED that the work be carried out as soon as possible.
12. Fire HydrantsAfter hearing that there was not fire hydrant at Brynglas Crescent it was RESOLVED to instruct the Clerk to write to the Chief Fire Officer to seek assurances that the provision of fire hydrants on the various residential estates in Llangunnor was both adequate and satisfactory
13. Pibwrlwyd JunctionIt was RESOLVED that the Area Surveyor be requested to arrange for the cutting of the grass on the splays alongside the junction at Pibwrlwyd since the height of the grass at present obstructed visibility and was a danger to road users.
14. Site Meeting Ger-y-NantThe Clerk read out a letter received from a resident of Ger-y-Nant regarding problems which had arisen at the rear of these properties as a consequence of the construction of the Phase IV dwellings at Penymorfa and It was RESOLVED that the Chairman, Vice-Chairman and Councillors R O Griffiths and Mrs A G Williams should carry out a site inspection on Saturday 23rd May, 1981 at 11.30am.
Responsibility for maintenance and clearance of the footpath from Bryntowy to Ger-y-Nant could also be determined at the said site meeting for report back to the Council 15. ConferenceIt was RESOLVED that Councillors Miss G Jones and R O Griffiths be authorised to represent the Council at the Annual Conference of the National Association of Local Councils Welsh Committee to be held at Aberystwyth on Wednesday 7th October 1981
16. Direct Information ServiceIt was RESOLVED not to subscribe to the fortnightly direct information service introduced by the National Association as from 5th May 1981 at a cost of £30
17. InvitationThe Chairman reported that along with the Clerk he had been invited by British Rail to attend an official ceremony to be held on Thursday 28th May 1981 at Carmarthen Station when the retiring Chairman of the County Council would name an Engine "County of Dyfed - Sir Dyfed" in recognition of the co-operation and assistance given to British Rail by the County Council in maintaining its rail service to the public west of Swansea
18. Rubbish Skip - Penymorfa LaneCouncillor Mrs M Lloyd referred to a demand recently made by the Llangunnor School P.T.A. that the rubbish skip at Penymorfa Lane be removed and a letter from the Headmaster on the same subject was read out to members.
It was RESOLVED that the P.T.A. be supported and that the District Council be requested to relocate this skip (on an experimental basis in the first instance) with a sign to be erected at Penymorfa Lane indicating the new location
19. Lead Mines - Engine HouseThe District Planning Officer had reported that the Welsh Office Ancient Monuments Division had refused to confirm the District Council's Building Preservation Notice.
It was RESOLVED
(i) that a meeting of all interested parties and bodies be convened on site to discuss the position; and
(ii) that Dr Wynne Samuel be asked to investigate whether the Division had complied with all the legal requirements in agreeing to de-schedule this building as an ancient monument thereby removing its protections
It was agreed to contribute the sum of £20 towards the Jane Hodge Home for Physically Handicapped Children at Cowbridge
21. Jubilee FundThe sum of £513.38 had been transferred to the Council's account by Mr Reg Begley, Treasurer of the Jubilee Committee, and it was RESOLVED to thank Mr Begley for his contribution towards the work of the Committee
