Minutes of the Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 19th March 1981 at 7.30pm
Present: Councillor Robin O Griffiths (Chair), Mrs E Jones, Miss G Jones, Mrs Mair Lloyd, Mrs B Morgan, Mrs A Grace Williams, G Bowyer, Mr EJ Dalis-Davies, WDV Evans, THM Jones, JDJ Morgan, WG Tucker and D Williams

155. MinutesIt was RESOLVED to confirm the Minutes of the Meetings of the council and of its Planning Committee held on 19th February, 1981 (copies of which had been circulated to members prior to the Meeting)
156. Flood Alert PlanCouncillor Mrs M Lloyd reported that the warning system provided for in the Alert Plan had worked well during the recent flooding of parts of Pensarn but complained that once again heavy vehicles (including County Council plant) had been permitted to use Pensarn Road despite the fact that the road had been closed to the public.
The wash created by these vehicles had aggravated the effects of the flooding and in view of past complaints on this very point the use of the Road should not have been permitted by the Police or the Highway Authority. The Clerk pointed out that the main problem was caused by County Council vehicles proceeding to and from their Depot in Pensarn but accepted that given the length of the prior warning on this occasion they should have been moved to higher ground beforehand.
It was RESOLVED that assurances be sought from the Police and the Highway Authority that in any similar incident in the future no vehicles whatsoever would be permitted to use Pensarn Road whilst it was flooded.
The G.P.O. had still not erected their new pole at Brynmeurig as had been expected and the Clerk promised to keep the position under review.
Councillor Mrs. Morgan reported that a lorry owned by Express Parcels Ltd had collided with one of the Council's lamp standards outside Y Talar and the damage was so extensive that the standard would have to be replaced. Councillor Evans also reported that a cable serving a lamp outside The Little Chef at Nantycaws had also been damaged and that the lamp was no longer functioning.
It was RESOLVED:
(i) that S.W.E.B. be asked to replace the standard at Y Talar and to repair the cable at Nantycaws;
(ii) that the bill for replacing the standard at Y Talar be submitted to Express Parcels Ltd for reimbursement
The Clerk reported that he had replied to the Ancient Monuments Division of the Welsh Office as instructed at the last Meeting. The District Planning Officer had also written to say that his Council supported the Council in its efforts to secure the preservation of the Engine House at the Lead Mines and that he was making enquiries of the Manpower Services Commission to ascertain what funds would be available to finance a preservation scheme for the building.
It was RESOLVED that the position be noted
The Clerk had replied to Llandyfaelog Community Council along the lines indicated at the last Meeting.
County Councillor ET Davies reported the concern felt by the Governors of Pibwrlwyd Technical College regarding the street lighting position in the Lane outside the College.
The Lane was a very busy thoroughfare serving as it did the Technical College and the Education Department and for the next three years it would probably be heavily used by Contractors's vehicles proceeding to and from the new Southern By-pass works.
Members agreed that the lighting of the whole of this Lane was inadequate and RESOLVED that the Area Surveyor be asked to improve the street lighting at the College end at the very least
160. Sticle FootpathThe Clerk stated that he had asked the District Council to prepare a Specification of Repairs in relation to the lower end of Sticle footpath upon which tenders would be invited in due course and had also acknowledged the letter from Mrs. Davies of 48 Haulfryn.
The condition of the footpath below Penymorfa Lane in the wake of the recent flooding was also adversely commented upon and it was RESOLVED that the District Council be asked to clear the debris away and, if the work was not carried out with expedition, that Messrs W. H Tucker & Sons be instructed to carry out the work without prejudice to the question of legal responsibility for the work.
161. Llangunnor Jubilee FundUnfortunately Mr R Besley, Treasurer of the Fund, was not able to be present once again and only a brief discussion took place regarding the distribution of the monies in hand. Members agreed that the Fund should now be distributed at an early date and it was resolved:
(i) that in the first instance the monies be transferred to the Community Council to be held in a separate account;
(ii) that the Chairman, Vice-Chairman, Mr Besley and the Clerk meet to consider possible uses for the monies and that any suggestions made be placed before the Community Council at its next Meeting
The Clerk reported that he had placed an advert in both local newspapers last year seeking tenders for the painting and repair of the Council's bus shelters but no replies had been received.
In the absence of any replies it was RESOLVED that Mr J Fox of Glanffynnon, Tregynnwr be requested to submit a quotation for the work on the basis of a Survey of work required prepared by the Chairman
It was to note the contents of Issue of "Bro" published by the Welsh Association of Community and Town Councils (copies of which had been circulated to members)
164. Bulletin No 21It was RESOLVED:
(i) to note the contents of Bulletin No. 21 issued by the Dyfed Association of Local Councils (copies of which had been circulated to members);
(ii) to note the contents of the Annual Report issued by the Dyfed Association of Local Councils
The Council had been notified by the Welsh Office's Consulting Engineers that the commencement date of the contract was Monday 2nd March, 1981. Work on site was scheduled to begin on Monday, 6th April 1981, and would be preceded by a formal opening ceremony to which the Chairman was to be invited. It was RESOLVED that the information be noted.
166. Public Lighting - Energy Cost IncreaseFormal notification had now been received from S.W.E.B. of the approximate 13% increase in energy costs with effect from 1st April 1981
167. Heavy Goods VehiclesIn response to a circular letter received from the Civic Trust (and other related bodies) regarding a proposal by the European Commission that maximum lorry weights be increased from 32.5 tonnes to 44 tonnes it was RESOLVED to submit letters of objection to the local and M.E.P.
168. NoticesIt was RESOLVED to instruct the Clerk to take the appropriate action regarding the under-mentioned notices which had been received:
(i) Notice of the Election of County Councillors for Dyfed to be held on 7th May 1981;
(ii) Notice of Audit of the Council's Accounts to be held on 4th June 1981
It was RESOLVED to note that Dyfed County Council propose to operate the Advance Payments Code in every Community in Dyfed with effect from 1st May, 1981. The payment of expenses of the execution of Street works in private streets which are adjacent to new buildings and the code will be operated in Llangunnor by the District Council as Agent for the County Council
170. Best Village Competition 1981It was RESOLVED to decline the annual invitation issued by the Dyfed Association to enter the above-mentioned competition
171. Brithdir – Tree PlantingThe Clerk was instructed to contact the District Planning Officer urgently to ascertain what action was being taken to require the developer to plant trees at Brithdir in accordance with the terms of the planning permission for the Estate
172. Grant :It was RESOLVED to contribute the sum of £10 towards the local Appeal sponsored by the Chairman of the District Council for the National Children's Home (of which there are four in South Wales)
173. Pensarn Village – PhotographsMembers referred to the imminent demolition of most of Pensarn Village and it was RESOLVED that photographs of the Village be taken as a matter of urgency as a permanent record to be held by the Council
174. AccountsIt was RESOLVED:
(i) that the transfer by the Clerk of £2,000 from the Council's Deposit to its Current Account be confirmed;
(ii) that the under-mentioned accounts be passed for payment:
