Minutes of a Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 19th June 1981 at 7.30pm
Present: Councillor JDJ Morgan (Chair), Mrs E Jones, Miss G Jones, Mrs Mair Lloyd, Mrs B Morgan, Mrs A Grace Williams, G Bowyer, Mr EJ Dalis-Davies, THM Jones, WDV Evans, Robin O Griffiths and D Williams

23. MinutesIt was RESOLVED to confirm the Minutes of the meetings of the Council and of its Planning Committee held on 21st May 1981 (copies of which had been circulated to members) subject to the addition of the under-mentioned account authorised for payment under Minute 22 "Municipal Mutual Insurance Co. (Annual premium) £53.59"
24. Flood Prevention SchemeThe Clerk read out a letter from the Chief Executive of Dyfed County Council informing members that, in response to representations which he had made to the Welsh Water Authority, it had been decided by that Authority’s South West Wales Local Land Drainage Committee to appoint consulting engineers to investigate the causes of the flooding at Pensarn, and to study the feasibility of a flood prevention scheme for this area. A copy of this letter had been sent by the Clerk to the local M.P. with a request for his support for the implementation at an early date of such a flood prevention scheme .
It was RESOLVED that the position be noted and kept under review
It was RESOLVED to note that the Board had been instructed to replace the three lamps at Mount Pleasant which had been corroded by rust
26. Fire HydrantsThe Clerk stated that he had been informed verbally by a senior officer of the Dyfed Fire Brigade that the provision of fire hydrants on the various public and private residential estates at Llangunnor was adequate and satisfactory. A particular problem had existed at Brynglas Crescent but this had now been rectified. Written confirmation of this information was expected shortly by the Clerk.
It was RESOLVED that the position be noted.
A site meeting had been held on Saturday, 23rd May, 1981 to investigate the complaint received from a resident of Ger-y-Nant arising out of the construction of the Phase IV properties at Penymorfa at the rear of his house. The issues in the main had turned out to be civil matters not the concern of the Council but members present at the meeting had agreed that the gradients of the gardens of the new properties was unsatisfactory and should be drawn to the attention of the Director of Planning. It was established that no public footpath existed, or was proposed to be created at the rear of Ger-y-Nant. Members also inspected the condition of the footpath leading down from Bryntowy to Ger-y-Nant.
It was RESOLVED:
(i) to ask the Director of Planning to inspect the gradients of the gardens of the Phase IV properties at Penymorfa with a view to seeking improvements from the builder;
(ii) to ask the builder of the Penymorfa Estate, Mr T I Davies, to dedicate the footpath from Bryntowy to Ger-y-Nant to the public indicating the Council’s willingness to undertake the responsibility for trashing and maintenance
The Clerk informed the Council that he had submitted a formal request to the District Council to relocate the rubbish skip currently positioned near the School in Penymorfa Lane. He hoped to be in a position to let members have the District council’s views at the next meeting
29. Cornish Engine House - Lead MinesThe site meeting between interested parties and the landowner had been provisionally arranged for Wednesday, 22nd July 1981 at 6pm.
30. Dyfed AssociationIt was RESOLVED to note the contents of the two under-mentioned publications (copies of which had been handed out prior to the meeting)
(i) Bulletin No 22 issued by the Dyfed Association of Local Councils;
(ii) Local Councils Review (Summer Issue) issued by the National Association of Local Councils
The Council considered possible uses for the Silver Jubilee Fund monies which had now been vested in it by the former Treasurer of the Fund and after discussion it was RESOLVED that part of the Fund should be applied as follows:
(i) to purchase a kettle and two metal jugs for use at Community functions in the Community Lounge at the School;
(ii) to purchase a supply of Royal Wedding 25 pence commemorative coins for distribution to all children between the ages of one and eleven years either resident in or connected with the parish of Llangunnor
(Adverts would be placed in the local newspapers inviting applications for the coins from the relatives of qualifying applicants and it was hoped that the coins would be distributed during July)
It was RESOLVED to note that Councillor W G Tucker had been re-appointed as a Governor of the Carmarthen Rural/Kidwe11y Group of Primary Schools (which includes Llangunnor CP School) by the Dyfed Education Authority.
33. Pibwrlwyd Lane(i) Complaints had been received from a number of residents in various parts of Llangunnor that as a consequence of the construction of the Southern By-Pass the Lane would be permanently closed in future and that all access would only be obtainable to Bolahaul Road via Babell Hill at considerable inconvenience to them. It was RESOLVED that a site meeting be held with engineers of the Welsh Office to discuss possible means of alleviating this problem which seems to have been overlooked at the planning stage.
(ii) The Area Surveyor had indicated that there were no funds available to light the section of the Lane near the College and it was RESOLVED that S.W.E.B. be requested to quote for the provision of a footway lighting system from the Farm entrance to the Junction.
34. "The Rest" Convalescent HomeIt was RESOLVED not to submit any names this year as no suitable candidates in Llangunnor came to mind
35. Mr Dillwyn MilesIt was RESOLVED to note that Mr. Dillwyn Miles, Honorary Secretary of the Dyfed Association of Local Councils had retired on 31st May, 1981. His successor is Mr Evan Owen Jones
36. Heavy LorriesThe Council was informed that Ann Clwyd, M.E.P. would be addressing a public meeting on Friday, 26th June 1981 at St. Peter's Civic Hall on "Heavy Lorries and the E.E.C."
37. International Year of the DisabledThe Chairman of the District Council had arranged a meeting at the Council Offices on Thursday, 2nd July 1981 in support of the International Year of the Disabled
38. Playing Field - TenderIn view of the imminence of the hay harvest it was RESOLVED to instruct the Clerk to contact Mr M Evans, Penymorfa Farm, to inquire whether he was interested in this year's hay crop at the Playing Field and, if so, upon what terms
39. Highway MattersIt was RESOLVED that the under-mentioned matters be taken up with the Area Surveyor by the Clerk:
(i) the highway surface water gutter at the top of Babell Hill, particularly its effect on the School Playing Field;
(ii) the broken grating on the right hand side of HeoI-yr-Eglwys and the cutting of the splays at the entrance to this road
It was RESOLVED:
(i) that the under-mentioned payments out of the Chairman’s Allowance be confirmed: -
