Minutes of the Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 19th February 1981 at 7.30pm

135. ApologyAn apology for absence was received from Councillor Mrs B Morgan
136. MinutesIt was RESOLVED to confirm the Minutes Of the Meetings of the Council and of its Planning Committee held on 15th January, 1981 (copies of which had been circulated to members prior to the Meeting)
137. Flood Alert PlanThe Clerk read out letters from the Divisional Civil Engineer, British Rail and from the Area Surveyor, Dyfed County Council confirming their respective responsibility for maintenance of three flap valves south of Unigate and of the flap valve beneath the former Signal Box.
The culverts were cleaned annually and the flap valves released and the work had been carried out thig year. He also reported that he had been informed orally by the District Council's Principal Engineer that the responsibility for cleaning the Unigate Culvert under Station Approach was accepted by the District Council and that the work would be undertaken in the very near future.
In addition the Council had been supplied by the Welsh Water Authority's Divisional Engineer with a Schedule of Predicted High Tide Levels in Carmarthen during 1981.
It was RESOLVED:
(i) that the position regarding responsibility for maintenance of the five flap valves at Pensarn be noted;
(ii) that a copy of the Schedule of High Tide Levels be circulated to each member of the Council for information
It was reported that two lamps in Heol yr Eglwys and one in Llygad yr Haul were not functioning and the Clerk was instructed to contact S.W.E.B. about this matter
139. Unigate SiteThe Clerk reported on two letters received from the District Secretary regarding the unauthorised occupation of the above-mentioned site by itinerants. The Council had obtained an order for possession at Carmarthen County Court on 11th February and all but one of the families on site had now been removed.
The remaining family had been given 14 days to vacate the site and this period would expire on 25th February. The site would then be fenced forthwith to prevent any further occupation by itinerants
It was RESOLVED that the position be noted
The Council received the lengthy response of the Ancient Monuments Division of the Welsh Office to its complaint regarding the recent delisting of the Cornish Engine House at the Lead Mines. The principal reason for the delisting had been the anticipated cost of maintenance of the building and the Division confirmed that a number of local Councils and bodies had been notified of the decision to delist (although not consulted beforehand about such a proposal).
The Community Council upon whose initiative the building had originally been listed, had been neither consulted nor notified and it was agreed that such a position was unacceptable. The Council's request for the building's reinstatement on the list would be considered by the Ancient Monuments Board at its next meeting on 3rd June, 1981
After a lengthy discussion it was RESOLVED:
(i) to request that the Community Council be consulted and notified of any future changes concerning the listing of Ancient Monuments in the parish;
(ii) to request the District Council to proceed with the preparation of a preservation scheme for the Engine House as soon as possible as a Manpower Services project.
The Council considered a letter from the Llandyfaelog Community Council requesting improvements to be carried out to the lighting at the Junction with the Croesyceiliog Road. The Clerk reminded members that he had attended a site meeting with Councillor Denzil Williams at which the Area Surveyor had indicated that the lighting of this Junction complied in all respects with the nationwide standards but promised that he would carry out limited realignment of the Croesyceiliog Road when funds were available.
The Area Surveyor had indicated that this improvement would be undertaken during the forthcoming financial year and it was RESOLVED that this information be conveyed to Llandyfaelog Community Council.
142. Jubilee FundCouncillor Morgan reported that Mr Reg Besley, Treasurer of the Fund, could not be present that evening and it was RESOLVED that consideration of this item be deferred until the next Meeting when it was hoped that Mr Besley could attend.
143. Clerk's RemunerationIt was RESOLVED to note the contents of a letter from the Honorary Secretary of the Dyfed Association of Local Councils which explained the effect of the annual salary recommendations for full and part-time clerks (Minute 134 refers)
144. Annual DinnerIt was RESOLVED that the Annual Dinner be held at Ty Penbryn on either 11th or 18th March, 1981 and that the Clerk be asked to make the necessary arrangements.
(The Belle Vue has now closed and will ultimately be demolished as part of the Carmarthen Southern By Pass Scheme)
The Clerk read out a letter from Mrs T E Davies of 48 Haulfryn, Tregynnwr complaining about the condition of the bottom end of Sticle footpath which had resulted in a serious accident to her daughter.
It was RESOLVED that the District Council Highway Superintendent be asked to inspect the path and to prepare a specification of remedial works for tender purposes.
It was RESOLVED to note that application was being made to the Licensing Justices on 23rd February for a transfer of the Licence of the Ty Penbryn from Mr R T Harwood to Mr E D E Evans of The Welsh Guardsman, Tanerdy.
147. Llangunnor School - Pay TelephoneThe Council received details of the cost of installing and operating a pay telephone at the Community Room and after a lengthy discussion it was RESOLVED that such a phone be installed as an emergency service to the public at an installation cost of £104 and on annual rental of £112. The telephone would be fitted with an "incoming calls barred" facility.
148. Welsh AssociationIt was RESOLVED :
(i) that the annual subscription for 1981/82 of £42 be paid;
(ii) that due to the unavailability of members the Council be not represented at a Seminar to be held at Aberystwyth on Saturday 21st March 1981
It was RESOLVED that due to the unavailability of members the Council be not represented at the 15th Annual Study Conference to be held at Bangor on 3-4th April 1981 on the theme "Can the Welsh Countryside Survive - Threats and Tactics in 1980’s”
150. Grass Cutting - TendersThe two tenders received for the cutting of the Playing Field during 1981 were opened and it was RESOLVED that the tender submitted by Messrs W H Tucker & Sons in the sum of £34 per cut exclusive of VAT be accepted.

District Councillor H Ll Williams reported that his Council proposed to remove the skip from Penymorfa Lane for an experimental period. The cost of regular emptying of this skip had become prohibitive and the District Council wanted to ascertain what the effect would be in Llangunnor if this skip was removed
153. Shelters - MaintenanceIt was RESOLVED that the future maintenance of the Council’s bus shelters be placed on the Agenda for the next meeting
154. Street SignsIt was RESOLVED that the Area Surveyor be requested to erect street signs to indicate Heol Blaengwastod, Rhiw Babell and Login Road.
