Minutes of a Meeting of Llangunnor Community Council held at Llangunnor CP School on Thursday 17th December 1981 at 7.30pm
Present: Councillor JDJ Morgan (Chair), Mrs E Jones, Miss G Jones, Mrs Mair Lloyd, Mrs A Grace Williams, G Bowyer, Mr EJ Dalis-Davies, WDV Evans, Robin O Griffiths, THM Jones, WG Tucker and D Williams

113. Apologies :Apologies for absence were received from Councillor Mrs B Morgan, County Councillor ET Davies and District Councillor EJ Thomas
114. MinutesIt was RESOLVED to confirm the Minutes of the Meetings of the Council and of its Planning Committee held on 19th November 1981 (copies of which had been circulated to members)
115. Public Lighting(i) The Council accepted that there was no longer any need for the lamp on Llangunnor adjoining the entrance to Sticle footpath in view of the more than adequate trunk road lighting system at this location and it was RESOLVED that this lamp be disconnected;
(ii) The Clerk reported receipt of an oral request from a resident of Rhoslas for the footway lighting system to be permitted to remain on throughout the night in view of the number of elderly people living in this part of Tregynnwr. The Council discussed the implications (both cost and precedent) inherent in this request and it was RESOLVED that the Board be asked for an estimate of the extra cost of this facility not only for Rhoslas but throughout the parish;
(iii) Several members complained of the delay by the Board in reconnecting electricity supplies— in particular to Nantycaws — following the recent bad weather. A major contributory factor appeared to have been the lack of regular inspection and maintenance by the Board of the electricity poles and equipment in the more rural areas and it was RESOLVED that the Board be asked for an explanation of the reasons for the delay in reconnection of the parts of the parish affected.
(iv) It was RESOLVED that the Board be requested to supply an estimate of the cost of erecting a lamp in the vicinity of the bus shelter at Heol Capel Dewi so as to improve the lighting at this location.
The Welsh Office Highways Group had now formally notified the Council that they were not prepared to attend a site meeting as requested to discuss the provision of a new footpath as an alternative to the proposed stiles at Pibwrlwyd Lane. Apart from the question of the desirability or otherwise of the footpath the Welsh Office no longer owned the land involved and they suggested that the Council should approach the local highway authority which had the power to create public footpaths. Members were puzzled at this reply as the proposed footpath ran on private land. It was RESOLVED that this point be taken up with the Welsh Office by the Clerk and a further report be presented to the next meeting.
117. Southern By-PassIt was RESOLVED:-
(i) that the Site Engineer be asked to attend the next meeting to explain the proposed junction layout with the existing A. 48 trunk road and related matters to members; and
(ii) that the County Council be asked to clean the pavements on both sides of the Pensarn and the Station Approach Roads more regularly in the future.
It was RESOLVED to note that the residents affected had now expressed a preference for the name of "Awel Tywi" instead of "Penymorfa Uchaf" and that the District Council was in the process of considering this alternative suggestion.
119. Flood Prevention at Pensarn - Feasibility StudyThe Clerk reported that he had spoken to the Divisional Operations Manager of the Welsh Water Authority and had been informed that the Feasibility Report had been submitted by the Consultant Engineers. Their investigations into the causes of the flooding in the Pensarn area had revealed that it was partly the result of excess river water and partly the result of highway surface water not being able to drain into the river. So far as the excess river water was concerned the Land Drainage Committee had accepted the Consultants’ recommendations that it would be cost effective to undertake a prevention scheme and had allocated monies for the necessary design work to be carried out in 1982/83 with the consultation work itself to be carried out the following year. So far as the drainage of highway surface water was concerned this had a sewage aspect and would involve the construction of a treatment works (costing in excess of £1 million) . This scheme was more Long term and problematical and would only proceed if substantial contributions were to be forthcoming from the two local authorities. However the prevention of excess river water flooding should remove the major source of the flooding of the past few years.
A Public Meeting would be held in early February to explain the Report's recommendations in detail and the Water Authority's reaction.
Members were pleased to learn that some progress was being made towards the resolution of this long standing problem in Pensarn and it was RESOLVED that the position be noted.
120. Llangunnor School P.T.A.The Area Surveyor had been notified once again of the complaint regarding the surface water run off on to the School Playing Field and the P.T.A. had been sent copies of the relevant Minutes of the District Council regarding the Council's request for relocation of the rubbish skip.
So far as the resurfacing of Sticle footpath was concerned the Site Meeting had reaffirmed that this work was necessary and a local contractor (who had been present at the meeting) had been asked to submit a quotation for the work. This was still awaited.
121. Sticle - Unauthorised TippingThe Site Meeting had been held and members had inspected the extent of the tipping at Sticle. The Director of Planning had confirmed that no planning permission had been granted for these operations and it was RESOLVED to request the Water Authority and the Environmental Health Officer to investigate the matter.
122. PublicationsIt was RESOLVED that the contents of the under-mentioned publications (copies of which had been circulated to members) be noted:
(i) Issue No. 11 of "Bro" magazine;
(ii) The Winter 1981 edition of the Local Government Review.
It was RESOLVED that the Council be not represented at the Annual Conference of the National Association of Local Councils to be held at Harrogate on 19-21st March 1982.
124. Public LightingIt was RESOLVED to note that the cost of electrical energy supplied by the Board would be increased by an unspecified amount as from 1st April 1982
125. GrantIt was RESOLVED to contribute the sum of £50 towards the cost of staging the 1982 Urdd National Eisteddfod to be held at Pwllheli
126. Community RoomIt was RESOLVED that a large teapot be purchased for the benefit of organisations using the Community Room at the School
127. HighwaysIt was RESOLVED that the Community Council as highway authority be requested:-
(i) to clean Maeslan Lane (Star Cottage to Login) and the land leading from Tyhir Farm to Nantycaws;
(ii) to arrange for signs to be erected at Star Cottage and at Login Square indicating that Maeslan Lane was unsuitable for commercial vehicles
It was RESOLVED that the District Council be asked to complete the pavement between Penymorfa Road and Sticle Bach bungalow at an early date
129. Unigate SiteIt was RESOLVED that the District Council and the County Council be asked to clean and tidy up respectively the former Unigate site and the land outside the former Unigate Canteen (now the Printing Unit)
130. Agenda ItemIt was RESOLVED that the Council discuss at its next meeting the planting of trees alongside the Pensarn Industrial Estate and other commercial areas in the parish.
131. Gypsy SiteThe Clerk reported unofficially that the County Council had decided after a lengthy investigation that the proposed gypsy site for Carmarthen should be located on an area of land the other side of the Southern By-Pass below Myrtle Hill The Council would be officially consulted about this proposal in due course and this report was purely a preliminary notification to members.
132. AccountsIt was RESOLVED:
(i) to confirm the transfer of £1000 by the Clerk from the Council's Deposit to its Current Account and to make a further such transfer of £1000;
(ii) to pay the under-mentioned accounts:
