Minutes of Monthly Meeting of Llangunnor Community Council held at via Zoom at 7.00pm on Monday 16 September 2024
PRESENT: Councillor Jennifer Slate (Chair), Geraint Bevan, Elwyn Williams, Stewart Bowen, Joan Evans, Matthew Williams and Graham Slate who took the minutes

Declaration of InterestCouncillor Elwyn Williamss declared an interest in item 9 due to the schedule of payments due to one payment being to a relative. Councillor Stewart Bowen declared an interest re points 8 & 9 as he prepared the accounts and a payment was due to him, and Councillor G Slate declared an interest in point 9 a payment was due to him.
3. Chair's AnnouncementsNothing urgent required the Chair’s attention over the summer recess. Chair attended the Mari Glyn charity event in the park on 4 August 2024. It was a very successful day with a lot of positive feedback for the council.

5. MinutesCouncillor Stewart Bowen requested that an amendment be made to note that he was marked as giving apologies and present. He was not present. With the amendment offered by Councillor Bowen, it was moved by Councillor Elwyn Williams and seconded by Councillor Matthew Williams and RESOLVED to approve as a correct record the minutes of the monthly Council meeting held on 24 July 2024. With Councillor Bowen abstaining and all others in favour except Councillor Bevan who lost signal and could not vote) (Minute 05/25 01)
6. To review and agree Training Plan previously circulated by Councillor Lee WhatleyThe training plan has been circulated by Councillor Whatley. It was read out by the Chair in his absence and Councillor Whatley was thanked for his hard work in putting the Training Plan together. All councillors were asked to state what courses they had completed. The conduct and finance modules were recommended for all. Councillor Bevan suggested we could cover all courses between all councillors. Chair suggested that chairing skills would only be needed if coming Chair or Vice Chair. Some amendments need to be made for training for new councillors and this was deferred to next meeting.
7. To review Model Standing Orders and review and to update Terms of Reference for the sub committees as necessaryThere was a discussion as to whether or not to have sub committees in the future following the decision to suspend all sub committees except Planning following the loss of the clerk. Chair was of the opinion that we could manage as we are covering all matters in the main monthly meeting given the number of current councillors. Councillor Bowen said that reducing the number of committees reduces the time needed and the costs to the council, and it was agreed to carry on with just the main Council meeting followed by the planning meeting for the next few months to see if a need was identified for sub committees to be reinstated. A working party for any matter requiring more attention could be formed.

Chair reported that there was still no response as to when the police would be able to return the phone and laptop. A discussion took place, and it was proposed by Councillor E Williams that a new laptop and phone be sourced and purchased through the Carmarthenshire County Council IT department and seconded by Councillor S Bowen All in favour and APPROVED (Minute 10/25 -03). Councillor M Williams to make enquiries with Carmarthenshire County Council
11. Sustainable Grant UpdateChair is waiting to meet representative from Carmarthenshire County Council to review works to date for the grant to be approved
12. Memorial Stone path works updateThe Chair updated members that the memorial path works had been completed in readiness for the Remembrance Day services
13. Children’s Play area works updateDragon Play have not responded to the Chair’s emails regarding the planned works. Chair would find out when how the grant system worked and try and get a firm date for works to be carried out
14. Consider latest play area inspection report.No report had been received. To be deferred to next month
15. Repairs to seat at Pobl BachOur handyman was unable to do the work required. Councillor Bevan suggested asking Town Council for help from their maintenance dept. Chair to enquire with Town Council
16. Report on Taith Adre Mari Glyn event in the park 4 August 2024Chair reported that the organisers and Mari Glyn’s parents were very pleased with the support from the Council and the community and the park facilities. There had been a lot of good publicity for our park as the event was followed by S4C and Heno and we had been featured on television. The Chair represented the Council at the event and was asked to speak for the Heno broadcast. Chair donated the toilets for the event from the Chair’s Fund and the Council donated the electricity to run the PA system in the park for the event. Councillors J Slate and G Slate helped the organisers setup the park on the day of the event and erected bunting for the event
17. Discuss and consider appropriate action re traffic issues in PensarnThese are still occurring. We are waiting for Councillor Edward Thomas to report on traffic issues this September. Chair and Vice Chair to work on contacting Police. Councillor Bevan suggested asking Police Commissioner or senior Traffic Officer to attend future council meeting
18. Progress Report - Christmas Carol ServiceThe carol service is planned for Wednesday 27th November 2024 with the Christmas lights going on the same night. Councillor J Slate will request an update from Charles Sams about installation of flood lights at entry to park. There will be no children’s Christmas party this year as it was infeasible to arrange it.
It had already been agreed that a donation would be made in lieu of the party. Catering will include mulled wine, hot chocolate, and hot dogs to be provided FOC to the children by a ticket system. Brass Band, school choir, Grace Staniforth all confirmed. Licence to be obtained and Christmas trees to be ordered from Town Council
19. Fun Run 2025Agreed to be held on Sunday 18 May 2025. No medals will be provided just trophies for winners and places. Children’s races will be held after the fun run with medals for all children competing. St Johns ambulance to be contacted
20. Party in the park 2025This will be held Sunday 22 June 2025. Ukulele Band confirmed. Enquiries to be made regarding other acts
21. HalloweenIt was decided not to hold any Halloween competition this year due to shortage of councillors to assist this year
22. Discuss any web and media issuesNo web or media issues to discuss
23. To consider charitable donation to Renal Charity in memory of Councillor Paul TotterdaleCouncillor Bevan proposed a charitable donation to renal charity in Carmarthen. Paul served the community for many years, and this would be a fitting gesture. Chair to meet Councillor Totterdale’s family to see how they would prefer us to honour his memory.
24. Consider and agree advert for the clerk vacancyChair had already forwarded the advert, personal specification and job description to all councillors. As not all had received the email, Chair read out the advert. The advert will be sent to 1 voice Wales and put on indeed. Proposed by Councillor G Slate, Seconded Councillor E Williams.
