Minutes of Extra Ordinary General Meeting of Llangunnor Community Council held at Babell Chapel on Thursday 14th March 2024 at 6.30pm

PRESENT: Councillor Jennifer Slate (Chair), Geraint Bevan, Paul Totterdale, Lee Whatley, Joan Evans, Stewart Bowen, Matthew Williams and Graham Slate

:: Exclusion of Press and Public ::

The chair opened the meeting and expressed her gratitude that members were attending a face-to-face meeting that had been called at very short notice. She asked that councillors agree that due to the confidential nature of the matters to be discussed that the press and public be excluded. The motion was proposed by Stewart Bowen and seconded by GS. All councillors voted unanimously in favour

4. Discuss Personnel issues

The Chair noted that all issues to be discussed were covered by the code of conduct that applies to all councillors and issues raised were confidential as they apply to an employee

The Chair informed council that the clerk had resigned from his post by letter and the Chair, Vice Chair and Chair of planning had accepted his resignation. The Chair read out the letter of resignation received from the Clerk

The chair has been in contact with One Voice Wales for advice and contacted a number of agencies to inform them that our clerk had resigned and to ask for advice.

The following actions were put in place to allow the council to continue to carry out council business and were agreed unanimously:
a. Audit Wales be appraised of our situation.
b. Chair to contact CCC to access codes for e-mails and other forms of electronic communications that they support.
c. Geraint Bevan to undertake the role of minute secretary until a new clerk is appointed
d. Stewart Bowen to support Chair in preparing accounts for internal audit
e. Councillors to be reimbursed for any expenses incurred when undertaking the role of the clerk.
f. It was agreed that the following statement would be produced for publication. “The clerk of Llangunnor Community Council has resigned with immediate effect for personal reasons. From now on all communications to the council should be addressed to the Chair”. This statement to be posted on the council website and FaceBook page and the comments section to be disabled. It was agreed that if councillors were questioned about recent events the questioner would be referred to the Chair.
g. Joan Evans to support the Chair in contacting stakeholders.
h. Geraint Bevan & Chair to collect council property from the former clerk

5. Appointment of a Personnel Committee

5. It was agreed that a Personnel Committee be established to appoint a new clerk. The Chair and Vice Chair were appointed to the committee and Councillors Bowen, Whatley and Totterdale were also elected to serve

Graham Slate left the meeting at 19.45 and the full meeting ended at 20.30.
