26) Motion from Cllr Lee Whatley "Llangunnor Community Council should look to establish a Community Speed Watch scheme. We should, working with the relevant authorities look to identify safe loca tions within the community that we could conduct the speed watch and make provision in our financial planning this would be a proactive use of resources with the aim of educating drivers to slow down. Projected cost (up to) £500 for equipment."

Minutes of Monthly Hybrid Meeting of Llangunnor Community Council held at Babell Zion Newydd on Monday 21st October 2024 at 6:30pm
PRESENT: Councillor Jennifer Slate (Chair), Geraint Bevan, Elwyn Williams, Lee Whatley, Stewart Bowen, Matthew Williams and Graham Slate >

Two members attended via Zoom along with one member of the public (Robin Griffiths). One member of the public attended the meeting in person(ingram)
Declaration of InterestCllr Bowen prepared the Financial reports. Cllr Elwyn Williams declared an interest in the payment to the handyman and did not participate in that element of the vote.
3. Chair's Announcements• Most of the Chair’s time has been used to cover the role of the clerk and the process of recruiting a new clerk.
4. Public QuestionsMr Ingram: A member of the public asked about the road crossing at the Range. After discussion it was decided the council would write to Carmarthenshire County Council sharing the concerns expressed.

10. Sustainable Grant updateSustainable grant update: Chair progressed issue with Carmarthenshire County Council to identify invoices required for payment
11. Children’s Play area works update: wet pour mulch and flood lightingChildren’s play area: Contractors on site. Current work expected to be completed by Thursday. Confirmed that electrical work to be completed before the 27th November in time for carol service.
12. Consider latest play area inspection reportPark inspection report: Reported that it is unclear as to why no monthly park inspection reports have been received. It was questioned if monthly reports were required. Chair will follow up and report back to the November meeting.
13. Repairs to seat/bench by Pobl BachRepair of bench on footpath by Pobl bach: Town council will undertake the work in January 2025. Cllr Graham Slade agreed to put a hazard/warning sign on bench
14. Traffic issues in PensarnTraffic issues Pensarn: Concern expressed that there had been no response from Police or Carmarthenshire County Council. Still awaiting for confirmation from Carmarthenshire County Council relating to emergency exit next to Charlies.
15. Discuss flood risks in PensarnFlood risk Pensarn: No response from Carmarthenshire County Council relating to Pensarn flooding enquiry. Chair noted that Carmarthenshire County Council now has a new flooding alert system.

17. Remembrance Services Sunday 10 November 2024Remembrance Service: Cllr Matthew Williams to attend memorial service at the railway station. Service Llangynnwr Church 10th November 2024. In the absence of the Chair Cllr Elwyn Williams to read passage from the scriptures on behalf of the council and lay wreath. Four councillors to attend church and civic memorial ceremony. Cllr E. Williams to lay wreath at Post Office sorting office memorial at 13.30. Cllr G. Slate to make arrangements with management of sorting office and to arrange an appropriate fixing is in place for the wreath. Cllr Bevan to source three wreaths and cards. All agreed.
18. Progress Report - Christmas Carol Service – Wednesday 27 November 2024Carol service: Wednesday 27th November at entrance to park. All on track. Agreed Chair to produce posters and leaflets for Yr Aelwyd and Rhos Las. Events committee meeting to be held in November to deal with any last minute issues. Confirmed that Brian Jones OBE to be invited to attend to receive community award.

25. Consider Charitable donation to renal charity in memory of Cllr Paul TotterdaleFollowing consultation with the family of the late Cllr Paul Totterdale agreed to place a bench and plaque in the park. Prop Cllr Bevan, Sec. Cllr E.Williams. All in favour.
