Minutes of Monthly Meeting of Llangunnor Community Council held remotely at 6.30pm on Thursday 17th September 2020

PRESENT: Councillor Robin Griffiths (Chair), Geraint Bevan, Lee Whatley, Paul Totterdale, Elwyn Williams, Sandra Thomas, Jennifer Slate, John Porter, Philip Ingram and Heather Lewis

APOLOGIES: Councillor Dafydd Williams

Declaration of Interest

Item 6: Councillor S Thomas / Councillor Whatley declared an interest to motion from Cllr E Williams both had relatives travelling on buses to Queen Elizabeth High

2. Police Report

Dyfed Powys Police had reported
a) Theft of milk bottles and money from the area;
b) Issue with ‘boy racers in the community

Both of these are under investigation

3. Chair's Announcements

Cllr Griffiths stated that Cllr Bevan brother-in-law had sadly passed away over the summer, and he asked that a minute silence be kept in his memory. The Chair welcomed Cllr Lewis & Ingram to their first meeting and hoped they would enjoy their time on the Council and was sure they would be positive additions. The Chair wished to record his thanks to the Clerk for all his work over the summer, due to the unusual circumstances it had been a particular busy time. Finally, he reminded members there appeared to be a lot of fake emails and face-book scams around at the moment, he asked that all members be particularly careful

4. Minutes

It was unanimously agreed and RESOLVED to approve as a correct record the minutes of the monthly Council meeting held on 16th July2020 (minute 0920–4)

5. Committees

The following were noted:
• Finance Committee (meeting arranged 22/09/20);
• The Park / Environment Committee (site meeting arranged 30/09/20),
• Web / MediaCommittee (meeting to be arranged, Cllr Slate reminded members that she was awaiting receiving information for newsletter)
• Christmas Committee had taken place on 15/09/20, minutes had been circulated

It was unanimously agreed that (minute 0920–5) that Cllr Lewis join the Web and Media Committee and that Cllr Ingram join the Finance and Park and Environment Committee

6. Motion - The following motion was proposed by the Cllr Elwyn Williams and seconded by the Cllr Griffiths

“Following the temporary cancellation of the bus service from Llangunnor to QE High School in Johnstown, children will either have to walk or use taxis, if parents do not have transportation available. To assist families the Council will offer a grant of £50 to the families affected, a form to be drawn up by the Clerk and it will be for each family to make an application”
The following amendments were proposed and accepted
i) the grant be provided for each pupil affected
ii) the pupil’s main residence must be in Llangunnor

Following a discussion, where Cllr Williams explained that four buses in total had been cancelled (3 from Carmarthen Town and 1 from Llangunnor), as far as Bro Myrddin is concerned there is no bus running from Llangunnor, it was unanimously agreed (minute 0920–6) that the motion as amended be carried.

7a. Motion - proposed by Cllr Whatley seconded by Cllr Totterdale

"Llangunnor Community Council having recently installed a number of defibrillators in the community will, to show its commitment to the health and well-being of residents of Llangunnor provide, when current social distancing regulations allow further training on how to safely use a defibrillator

Following a discussion and the Clerk explaining that Cariad would provide training once restrictions were lifted the motion was unanimously carried (minute 0920–7a)

7b. Motion - proposed by Cllr Whatley seconded by Cllr Porter
"Daily exercise is something that had been mentioned in the media over the last few months especially during the early stages of lockdown, with many local residents now taking to the streets and exploring their community. It has previously been brought to the attention of Llangunnor Community Council that there are areas within the community without a safe route to walk along. Llangunnor Community Council should investigate with the Local Authority the feasibility and costs of providing paths along these routes with a potential view of producing an improvement plan.Initially we should look at the following areas - Capel Dewi Road, Mount Pleasant/Heol Bolahaul and Heol Login"

Following a discussion, the motion was unanimously carried (minute 0920–7b)

7c. Motion - proposed by Cllr Whatley seconded by Cllr Totterdale
"Llangunnor Community Council with its commitment to be an open, transparent and effective council will put in place a means to monitor that all motions/items passed at meetings have been actioned by remaining on meeting agendas/minutes until action has been taken, at which time the item can be closed and removed. This will allow all to know that decisions have been carried out efficiently and enable questions to be asked regarding delays"

Following a discussion, and the Clerk clarifying that he would provide a separate sheet each meeting with items that were still being actioned, the motion was unanimously carried (minute 0920–7c)

7d. Motion - proposed by Cllr Whatley seconded by Cllr Totterdale
"Llangunnor Community Council should take additional action to improve the appearance of the community. The council has over the years worked to improve the appearance of the community and the gateways to the community with the installation of flower baskets and planters at Pensarn and Nantycaws and a programme of daffodil planting within the community. The council can and should do more as below:
i) Planters for Pibwrlwyd/Capel Dewi entrances to Llangunnor (to be arranged for next year);
ii) Identify new areas and ramp up daffodil planting within the community, such as Pibwrlwyd;
iii) Involvement of the wider community for planting to help instil a feeling of pride within the community (subject to social distancing regulations)"

Following a discussion, the motion was unanimously carried (minute 0920–7d), and that it be referred to the Park & Environment Committee

7d. Motion - proposed by Cllr Whatley seconded by Cllr Griffiths
"Llangunnor Community Council should enquire with the Trunk Road Agency whether they would be prepared to periodically clean/pressure wash the two underpasses on the Sticle and Wetland footpath. Both these routes link Tregynwr/Penymorfa with Carmarthen town and are very well-used, both underpasses have unfortunately over time become grimy and full of cobwebs which in turn reduce the effectiveness of the lighting. Could they also be asked whether they would give permission to the community council to potentially create painted murals on the entrances of these underpasses"

Following a discussion, where it was accepted that an amendment to include the underside of the bridge at the bottom of Babell Hill be included (no request for murals at this location) the motion was unanimously carried (minute 0920–7e)

8. Reports from Members Representing Council on other Bodies.

Riverside Association - None

One Voice Wales - None

School Governors - Governors meeting had been held on the 16th September 2020 long discussions had taken place and the governors were satisfied that the headmaster had adequate contingency plans for dealing with the Covid 19 restrictions and any future changes to these restrictions

Unlikely that Yr Aelwyd would be available before the New Year

It was unanimously agreed to approve payments made in August 2020 (minute 0920-10i), Cllr Whatley asked that in future any community fund payments be made at monthly meetings

New Pay Scales 2020/21 (Scale 24): Annual Salary £28,672
Pro rata 55 hours a month (gross pay) = £28,672 x 55 = £819.63 /month (37 x 52)
Current gross pay (31st March 2019): £797.70/month,
Back pay per month: £819.63 -£797.70 = £21.93/month
Back pay for Apr-Sept inclusive: = 6 x £21.93 = £131.58 (less tax)

20 Carmarthenshire County Council: re Yr Aelwyd - For the moment the communal lounges are still closed. For them to open we need to go through a 4 step process to be approved by Chief Exec. We’ve currently started scoping out how we may be able to open them backout, however it is likely that in the first instance it will be restricted for residents use only. 12. Councillor's Report

a) Clerk to find out what the delay is in getting issue in Gerynant with regard earth mound removed. Also ask Carmarthenshire County Council to check drains before weather changes
b) 4 trees overhanging at Brithdir, same location as hedge was recently cut
c) Could an agenda item be included at next meeting to wreath placing at the memorial stone
d) Could Carmarthenshire County Council have a look at the ‘old’ self-closing gate in the kiddy’s area
e) Large and unsightly wall constructed at the new site in Roman Road, pictures to be provided and forwarded to planning department
f) Unoccupied site at bottom of Penymorfa, rubbish being left there, also could Carmarthenshire County Council cut back the splay as it is becoming overgrown and affecting visibility
g) Could a bench be placed at this location (referred to P & E Committee)
h) Ask Carmarthenshire County Council to inspect their bins, some getting quite rusty, a little bit of maintenance would increase their ‘life span’
