Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 16th January 2020

PRESENT: Councillor Robin Griffiths (Chair), Paul Totterdale, Elwyn Williams, Sandra Thomas, Jennifer Slate and John Porter

APOLOGIES: Councillor Alun West, Alexandra Trowbridge-Mathews, Dafydd Williams, Geraint Bevan, Vivian Davies and Lee Whatley

2. Police Report

The Clerk reported that PCSO Jade Jones had returned to Llangunnor and would be providing reports and attending meetings, if available in the future

4. Public Questions

5. Minutes

It was unanimously agreed (minute 0120-5) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Committee held on 9th December 2019

6. The Park / Environment Committee

The Clerk reported that the next meeting will be held on the 27th January. The Park Questionnaire prepared by Councillor Whatley had been circulated and all members were asked to pass any comments onto him before the 27th. The Clerk also reported that Gomer Press had given a price of £66.00 for black and white / £114 for colour for 1225 copies, it was resolved minute 0120–6 that black and white would be adequate. Cllr Slate would ask her husband about delivery, some members were of the opinion that delivering the questionnaire with the newsletter (May) would save on delivery costs, the council had recently invested a lot of money in the park and there was no rush to get it circulated – all these issues to be discussed by the Park’s Committee

ii) During discussion of this agenda item the Chair raised concerns regarding some of the actions of Cllr Dafydd Williams, similar views were expressed by other members present, it was unanimously resolved (minute 0120–6ii) that the Clerk formally write to Cllr Dafydd Williams highlighting these issues and asking that he bears these in mind for future references. The Clerk expressed some concern over the content of the letter and would seek advice before sending it

7. Web / Media Committee

A meeting had been arranged for the 5th February

8. Finance Committee

The Clerk reported that the Finance Committee had met recently, draft minutes were on the website. Following a brief explanation and discussion it was unanimously resolved i) That the Annual Precept be kept at £30,000 minute (0120–8i);
ii) The auditors report and observations on accounts 18/19 were noted minute (0120–8ii);
iii) That Mr V Llewelyn be appointed as auditor minute (0120–8iii); iv) the Risk Assessment for 2020/21 be approved minute (0120–8iv)

9. Christmas Decoration Committee

The Clerk reported that the committee had recently met and that the trees etc. had been well accepted by the community. There was an issue with some of the lights being attached to the metal barriers – Councillor D Williams had initiated this, Council to ensure that this was not repeated in future years

10. Valero Monies

Meeting arranged for the 27th January

11. Council Annual Dinner

Clerk had now had confirmation from members able to attend and it was confirmed that it would be held on the 23rd January (7.00pm for 7.30pm) at the Falcon Hotel

School Governors - Had met to discuss recent decision by Carmarthenshire County Council on the changes to A Welsh Medium School

Other - Cllr Porter reported that he had attended Community & Town Councils County Liason Forum – his report to be circulated to members

13. County Councillor Report

Cllr Williams reported that he had discussed the possibility of extending the path in Login Road with the Wendy Walters, Chief Executive Carmarthenshire County Council and it had now been passed onto the Head of the Department dealing with these type of issues

16. Councillor's Report.

• Hedge in Elder Grove needed cutting – Carmarthenshire County Council dealing with it
• Brynmeurig Street Lights – Clerk to give Carmarthenshire County Council telephone number for Cllr Totterdale to discuss
• Cllr Thomas asked whether chain had been updated with the new chair’s name, Cllr Griffiths to arrange

17. VE Day 75 Years

Councillor Thomas suggested that the following be considered at the next meeting
a) 8th May 2.55pm: Last post be sounded (possibly at location of memorial stone);
b) 8th May 7.00pm: Ring the bells at the Church (75 times);
c) 10th May 10.30pm: Church service and read out the poem Tribute to the Millions / Last Post

18. Date of Next Meeting

The next meeting will be held on Thursday February 20th 2020 at 6.30pm
