Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 20th February 2020
PRESENT: Councillor Robin Griffiths (Chair), Paul Totterdale, John Porter, Sandra Thomas, Lee Whatley and Elwyn Williams
APOLOGIES: Councillor Alun West, Alexandra Trowbridge-Mathews, Dafydd Williams, Geraint Bevan, Vivian Davies and Jennifer Slate
Note: Clerk to remind Cllrs West and Trowbridge-Mathews that they have not attended a meeting for 6 months

1. Police ReportThe Clerk reported that PCSO Jade Jones had given her apologies but she had reported that there were no incidents in Llangunnor during the last month
2. Chair's Announcementsa) He had attended a ‘special #IPledge2Talk plaque launch’ at Carmarthen train station, This is a campaign to attract people to talk about mental health
b) Had attended an enjoyable Annual Dinner

4. MinutesIt was unanimously agreed (minute 0220-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Committee held on 16th January 2020
5. The Park / Environment CommitteeThe draft minutes of the Committee meeting 27th January had been circulated. Following a discussion and explanation by Chair of Committee / Clerk it was unanimously agreed
a) (minute 0220–5a) that the company carrying out the work in the tree plantation be asked to carry out the remedial work as listed in the report on the Trees in the Park under the heading 'Summary of Intervention Works' - Estimate £600 + VAT;
b) (minute 0220–5b) Provide a tarmacadam surfaced area at the entrance from the second gate into the park- £4,780.00 and is based on the following:-
i) Excavation and dispose from site the existing topsoil and unacceptable material @ 175mm thick – (57sq.m);
ii) Provide a 100mm thick sub-base Type 1 as covering to existing formation (5.7cu.m);
iii) Provide and lay 20mm aggregate Basecousre tarmacadam; hand laid @ 50mm thick - (57sq.m);
iv) Provide and lay 10mm aggregate Wearing course tarmacadam; hand laid @ 25mm thick - (57sq.m)
Introduction of Toilet at the Park: The committee were recommending that a toilet again be placed at the park, however there were issues with opening / closing, Cllr Elwyn Williams would have a word with a local resident to see if he had any interest in carrying out this role
6. Web / Media CommitteeThe draft minutes of the Committee meeting 3rd February had been circulated. The Clerk explained that it was being recommended that the following be adopted by the council. The Clerk had circulated the following:
i) Anti-harassment and bullying policy;
ii) Dignity at Work Policy;
iii) Grievance Policy;
iv) Protocol on Member/Officer Relations;
v) Whistleblowing Policy:
vi) Disciplinary Procedure
It was unanimously agreed (minute 0220–6) that the six policies / procedures be adopted, the point was made that members should familiarise themselves with the documents
The Clerk also reported that a special meeting of the committee was to be arranged to discuss compliance with Accessibility Regulations for Websites and the introduction of a Social Media Policy, Cllr Whatley reminded the Committee that there were certain requirements that needed to be incorporated, they should be careful in considering the suggestion that the website be reduced in its content
7. Finance CommitteeNo meeting had taken place; next meeting will be in April to consider the Annual Accounts
8. Christmas Decoration CommitteeNo meeting had taken place, items which members wished to be considered by Committee at its next meeting
a) Health and Safety issues when putting up trees/ lights, meeting to be arranged with Town Council (Clerk / Chair of Council / Chair of Christmas Committee;
b) Confirmation of how many strings of lights the Council owned;
c) Tree at Morrisons
Draft minutes of meeting held on 27th January had been circulated. Noted that only current project being considered was enhancing signage at entrance to Nantycaws, including provision of permanent flower box. Also noted that as from 31st March 2021 monies from Valero would be merged with general Council funds
10. DefibrillatorsClerk had spoken to school and Welsh Hearts and they were organising for unit to be placed in the school. Clerk making enquiries from other suppliers for non-powered unit, suggested that he contact local Ambulance service, Cllr Whatley also reported that at the latest meeting of 1VW it was reported that many Town / Community Councils are now installing defibrillators which could explain the backlog

Following considering the suggestions in front of council it was unanimously agreed that (minute 0220–12) Clerk contact Church / Philadelphia / Babell to see if they were interested in joining the Council at the memorial cross in Llangunnor Road for a short service (2.55p.m.); and that at 7.00pm the bells at the church be rung 75 times
13. Nominations for Community AwardsFollowing a discussion it was unanimously agreed (minute 0220–13) that the following be presented with a Community Award at the AGM in May
a) Mrs Ina Thomas (had played organ at Philadelphia for nearly 69 years;
b) Babell Friendship Centre for services to the community;
c) Cllr Alun West for services to the community, the Children Fostering Service and local Rugby
Riverside Association - No meeting
One Voice Wales - Cllr Whatley had attended local Committee meeting, items discussed included the requirement for Local Councils to have an up to date report on trees within the community; further Audit advice; L.G. Wales Bill; Annual Report requirements; websites generally

15. County Councillor ReportCllr Williams reported he had toured the area with the Chief Executive to inspect flood damage, a fund of up to £10K was available for those affected

• Concern expressed by Cllr Whatley with regard the flooding, had anything been done since 2018? Were there any plans for improvements. Cllr Williams reported that he had met with the Chief Executive of Carmarthenshire County Council and would keep the Council updated on any developments
• Cllr Whatley asked if the Clerk could check with Planning on signs re-appearing on the fence opposite Tywi Garage, did the owner of the Paint Shop in Llangunnor Road have permission for the signs on his fence and the owner of the Coffee Shop in Llangunnor Road had an advertising sign on the pavement
• Cllr Totterdale raised the issue of the van purchasing clothes for sale being parked in Pensarn, was this permissible
