Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 19th September 2019

PRESENT: Councillor Robin Griffiths (Chair), Geraint Bevan, Paul Totterdale, Lee Whatley, Jennifer Slate, John Porter and Sandra Thomas

APOLOGIES: Councillor Vivian Davies, Alun West, Alexandra Trowbridge-Mathews, Dafydd Williams and Elwyn Williams

2. Police Report

No police report received

3. Chair's Announcements

The Chair asked the members to be upstanding for a minute silence in memory of Cllr Trowbridge-Mathews’ daughter who had passed away recently after a long illness. He also informed members that he had delivered a card and some flowers on behalf of the Council.
He also asked that the Council sent a letter confirming the Community Council’s support to both Dyfed Powys Police and to Carmarthenshire County Council following recent postings on Social Media – this was unanimously agreed (minute 0919–3)

4. Public Questions

Mr P Ingram attended the meeting and brought the following to the attention of the council a) he congratulated the Council on the work carried out at the park, b) Penymorfa Path – why have Carmarthenshire County Council only done half the path? b) crossing at Tywi Garage Roundabout to assist in crossing dual carriage way in both directions. Clerk to forward both queries to Carmarthenshire County Council

5. Minutes

It was unanimously (minute 0919-5) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Committee held on 11th July 2019

6. Park / Environment Committee

The Clerk circulated recommendations from the previous evening’s Committee meeting; and following a discussion on each item it was unanimously agreed:
a) Play equipment: A payment of £20K + VAT be released to the contractor, the remainder to be paid when fence had been erected and work to the entrance completed - (minute 0919–6a)
b) Portable Toilet: That the trial period be ended on the 30th September. Cllr Whatley had been collecting the views of the public, once information collated a decision be made on whether the Council would provide a similar unit in 2020 - (minute 0919–6b)
c) Further improvements at the Park / Community: Consultation to take the form of a questionnaire to be circulated to each household (prize draw for all returned). These to be considered and possible further consultation arranged before any decisions made on any future developments – (minute 0919–6c)
d) Memorial Stone Unveiling:
i) 200 leaflets be ordered (cost £59)
ii) a buffet at a cost of £6.50 / head be provided for the guests attending, numbers to be confirmed at the next monthly meeting, a budget of £1000 be provided for the event (minute 0919–6d)
e) Llwybrau Llangynnwr: Clerk reported that the boards were now at the school and the headmaster was hoping to show them to the children over the next few weeks, it was unanimously agreed that the Clerk consult with the school to see whether they could hold an evening for residents to come and see the panels before they are erected (minute 0919–6e)

7. Web / Media Committee

Draft Minutes of meeting held on the 2nd September had been circulated. Next meeting to be on the 30th September at 6.45pm to finalise the newsletter

8. Finance Committee

Meeting arranged for September 30th at 6.00pm

9. Christmas Decoration Committee

Draft minutes of the meeting held on the 18th September were circulated. Some discussion took place with regard to turning on the lights on the trees, an argument was put forward that as the three trees were being provided by Council then the lights should come on at the same time, following a discussion it was agreed (minute 0919–9) that the Town Council be asked to set the timers for the evening of 20th November (evening of the turning on of lights at Tywi Garage) on all three trees – For 6 Against 1

Clerk to bring report to the next monthly meeting

11. Defibrillators

Clerk arranging to meet Cariad who can provide ‘free standing / non-powered’ defibrillators to discuss best locations

12. Daffodil Planting

It was agreed
a) To ask school to plant daffodils on the junction of Blaengwastod Road and Bolahaul Road,
b) Ask the handyman to plant daffodils around the picnic area in the park,
c) Ask Carmarthenshire County Council Housing Section if daffodils can be planted on the verges in Tregynnwr

13. Motion The following motion proposed by Cllr Bevan and seconded by Cllr Totterdale

Llangynnwr Community Council notes the work that has been undertaken by Carmarthenshire County Council on Llangunnor Road with the narrowing of the road following the introduction of cycle tracks. Following these changes this council asks that the County Council reviews the current speed limit with a view to introducing a 30 mph speed limit on the part of the road that now has cycle lanes
Following a discussion, the motion was unanimously approved (minute 0919–12). It should be noted that Cllrs Griffiths and Whatley declared an interest and took no part in the discussion or in the vote.

14. Annual Litter Pick

Following a discussion, it was agreed to defer this for now, consideration to be given to organising one in 2020. Cllr Whatley expressed his disappointment at the decision

It was moved and agreed (minute 0919–15) that the meeting be extended for 15 minutes

Email from Contractor

i) Discussion then took place on the content of the email received from the contractor who had recently undertaken the work at the Park, following hearing the views of the members and taking advice from the Clerk it was unanimously agreed (minute 0919–15.8i) that the Clerk write to the contractor explaining that the Council had no legal power to investigate the allegations or take action against any individual, this was the role of the Public Services Ombudsman, if the contractor wished to pursue his complaint this was the avenue he should take

ii) The Clerk also mentioned he had received an email from one of the members wishing to meet with the officers of the Council, again following some discussion it was unanimously agreed that (minute 0919–15.8ii) that at the next meeting an agenda item be included to have a full and frank discussion with regard to all issues and remind all Councillors of the code of conduct / standing orders / Good Councillor Guide

19. Councillor's Report

• Cllr Whatley would be attending One Voice Wales AGM in early October, it was unanimously agreed that (minute 0919-16a) that Cllr Whatley vote on any motions at the AGM with the best interest of the Council in mind

20. Date of Next Meeting

The next meeting will be held on Thursday 24th October 2019 at 6.30pm The Chair asked that the November meeting be held on Tuesday 19th November (to be considered at next monthly meeting)
